How Governments Can Support Workers Displaced by AI

AI can change tasks as well as displace workers. A practical government response combines income protection, tailored job services, training tied to real vacancies, worker consultation, and safeguards for fair work.

Governments can support workers displaced by AI by combining income protection, tailored job-search and re-employment services, training tied to real hiring needs, and worker consultation before workplace changes take effect. They should also protect job quality and monitor who is benefiting or being left behind. AI can change tasks and workflows without eliminating entire occupations, so policy should respond to actual disruption rather than treating exposure estimates as certain job-loss forecasts.

AI disruption calls for transition support, not job-loss predictions

AI can change what workers do, how work is organized, and which skills employers seek. Some roles may shrink or disappear; in others, technology may assist workers without replacing them. The European Parliamentary Research Service’s July 9, 2026 briefing describes early signs of change in white-collar entry-level work and regional employment dynamics, while cautioning that current evidence captures early effects and much adoption has not fully reorganized work. A measure of a job’s exposure to AI is not a count of jobs that will be lost.

That uncertainty is a reason to build systems that can respond as effects become clearer, not a reason to wait until a worker has exhausted savings or been unemployed for months. Governments can make existing unemployment protection, employment services, and training more accessible and better coordinated, then adapt them as local evidence develops.

The likely effects are also uneven. The European Commission’s January 22, 2026 note expects AI and other emerging digital technologies to increase employment overall in Europe, but warns that gains and losses will be distributed unevenly. It identifies low-skilled and young workers and structurally weaker regions as more exposed to negative effects without targeted support. Its outlook describes gains as benefiting mainly high-skilled, prime-age workers and women. These are Europe-specific expectations, not a universal forecast.

Build a transition package around the worker’s needs

No single program can cover the different problems a worker may face: an immediate loss of earnings, uncertainty about transferable skills, a need to find a new role, or a workplace change that could have been handled more fairly. The policy measures below work best as connected parts of a transition, rather than as isolated offers of training or job-search advice.

Protect income while people search or retrain

Unemployment benefits and other social protection can help workers meet essential needs while they look for work, retrain, or move into another role. Without income support, a person may have little practical choice but to accept the first available job, even if it is insecure or does not make use of their skills. Income protection gives people time to take part in job-search and training support and helps limit the immediate consequences of disruption.

The OECD’s Council Recommendation on Artificial Intelligence explicitly calls for support for workers affected by displacement, including through social protection, as part of a fair transition. EU employment guidance says benefits should be adequate and of reasonable duration under each country’s contribution and eligibility rules, alongside active labor-market policies. This is EU guidance, not a common benefit amount, eligibility test, or duration for every country. Benefit design remains a national responsibility.

Make training lead toward accessible jobs

Training is useful when it helps a worker move toward jobs that employers are actually hiring for, not simply when a course carries an AI label. Governments can support skills assessments that identify what a worker already knows, what skills transfer to local openings, and what additional learning is needed. Training should lead to recognized skills where possible and be designed for adults with different starting points, including people who cannot attend full-time because of work or care responsibilities.

EU employment guidance calls for coordinated, timely, tailored assistance that can combine job-search help, training, reskilling, and enabling services. That combination matters: a course may be inaccessible without scheduling flexibility or other support, while training disconnected from vacancies may delay re-employment without improving the worker’s prospects.

The OECD and Korea Labor Institute’s 2025 report describes publicly funded AI-skills programs in Korea, including K-Digital Training. It is an example of existing activity, not proof that the program is more effective than alternatives or that AI-specific training suits every displaced worker. The report emphasizes combining social protection with re-employment services. It also says outcomes are better when workers have been consulted about workplace AI and have received training; that finding supports integrating worker input and learning, rather than treating a course alone as a complete response.

Make public employment services easier to reach

Public employment services can provide an individualized assessment, help match a worker to vacancies, and refer them to training or social services. The aim is not simply to send more job listings, but to identify a feasible next step based on a person’s skills, circumstances, and the jobs available in their area. Someone whose role has changed may need a different kind of support from someone who has lost a job and needs immediate income assistance.

The EU’s 2024 employment guidelines call for stronger capacity to provide tailored assistance and better links between active labor-market programs, income support, and social services. Coordination can reduce the burden on workers to navigate separate systems while dealing with a job transition. The specific services, eligibility rules, and administrative arrangements depend on the country.

Involve workers before AI changes the job

Consulting workers and their representatives before a workplace deploys or substantially changes AI can reveal which tasks are likely to change, where training is needed, and what risks managers may have overlooked. Workers often understand the practical sequence of a job better than a technology deployment plan does. Their input can help employers redesign tasks and transitions rather than treating displacement as an outcome that can only be managed afterward.

The OECD Recommendation calls for social dialogue and training across working lives as part of a fair transition. The OECD and Korea Labor Institute report also links worker consultation about workplace AI, alongside training, with better outcomes. Social dialogue can involve workers, unions, employers, and government, with the form depending on the workplace and national institutions.

Protect fairness, safety, and job quality as AI is adopted

Support should cover the conditions under which AI is introduced, not only what happens after a job is lost. The OECD’s July 24, 2026 review of AI-related labor-market policies covers G7 countries, the European Union, and selected Latin American economies. It organizes policy responses across six areas: automation, productivity, skills and inclusiveness; privacy and data protection; non-discrimination; occupational safety and health; transparency, explainability and accountability; and social dialogue.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The review finds that governments mostly address AI-related issues through existing labor-market policy frameworks. AI-specific measures are most developed around skills and adoption, while guidance is still emerging in areas such as privacy, transparency, and accountability. This suggests a practical starting point: check whether existing employment, equality, safety, and data-protection protections reach workers affected by AI, then identify gaps in coverage or enforcement.

EU employment guidance calls for responsible, inclusive, and ethical AI use that complements human labor, monitoring of labor-market effects, and protections against unfair or precarious practices. These safeguards matter because a worker can face harm even when their role remains in place—for example, if a system affects how tasks are assigned or changes working conditions. Responsible adoption can help prevent avoidable harm and make transitions fairer when work does change.

Target support where transition barriers are greatest

A universal program can be formally open to everyone yet still miss people who have the least time, flexibility, or access to participate. The European Commission’s 2026 note singles out low-skilled and young workers and structurally weaker regions as more exposed to negative effects without targeted support. For governments in Europe, that is a reason to examine whether those workers can access timely advice, income protection, relevant training, and actual vacancies—not a basis for assuming that every person in those groups will be displaced.

Targeting need not mean assuming in advance which individuals will lose jobs. Governments can look for barriers in access and outcomes: whether services reach workers in affected regions, whether training fits their prior skills and schedules, and whether referrals connect to jobs they can realistically take. Because the risks vary by region and sector, local labor-market information is important when deciding what training or placement support to provide.

The OECD’s 2026 policy review spans multiple regions and finds that existing labor-market frameworks remain the main channel for most responses. A government can therefore begin by checking whether its current unemployment, training, and employment-service systems reach people affected by AI. It can then address specific gaps in eligibility, capacity, coordination, or fit instead of assuming that an entirely separate AI-displacement program is always necessary.

How to judge whether a policy response is working

Governments can compare programs against a common set of practical questions. These are decision criteria derived from the aims of the cited policy guidance, not a published universal scoring system.

Question What to examine
How quickly does support arrive? Whether workers can reach advice, income assistance, and relevant services before a long period of unemployment or a worsening financial crisis.
Does it protect income? Whether support helps people meet essential needs while they search, train, or move into another role, within national eligibility rules.
Does it connect to hiring? Whether training and job-search help lead toward real, accessible vacancies rather than credentials or referrals without a credible employment path.
Who can take part? Whether lower-skilled and younger workers, vulnerable people, and people in affected regions can access the program and participate in practice.
Does it include worker voice and job-quality protections? Whether workers are consulted about workplace changes and whether policies address safety, fairness, and precarious work as well as job placement.
Can it adapt as evidence changes? Whether outcomes are measured and program design can change as local evidence on adoption, hiring, and worker needs develops.

These questions help distinguish between an intervention that exists on paper and one that reaches people at the right time and connects them to a viable next step. Evaluation should inform adjustment: a mismatch between training and available jobs, for example, calls for changes in course design or referral practices rather than an assumption that workers simply need more training.

What governments should avoid

  • Treating exposure as a forecast of job loss. A task or occupation’s potential exposure to AI does not establish that a particular worker will lose a job. Adoption, workplace choices, and the reorganization of work affect the outcome.
  • Relying on retraining alone. Training cannot substitute for income protection, individualized job services, worker consultation, or action on barriers that keep people from participating.
  • Offering courses without a route to work. A course should respond to local or sectoral demand and help workers build skills they can use in available roles.
  • Assuming one policy fits every region. The Commission’s employment outlook is specific to Europe, and transition barriers vary across places and sectors. Programs should be designed around local conditions.
  • Waiting until displacement is complete. Consultation and responsible adoption can identify changes and training needs earlier, while transition services can be ready when workers need them.

The policy direction

The strongest government response is a coordinated transition system: income protection for the period of change, tailored employment services, training connected to actual opportunities, worker involvement, and safeguards for fair and safe work. Governments should use existing labor-market institutions where they work, close gaps where they do not, and assess outcomes without mistaking early signals or exposure measures for a certain count of future job losses.
