1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsA cybersecurity pilot should produce evidence for a specific acquisition and risk decision—not a de facto authority to operate. Before inviting vendors, define the mission problem, data, users, integrations, hosting boundary, test duration, exit conditions and measurable outcomes. Then apply the same agency-tailored criteria to every supplier, verify claims through documents and observed behavior, assess supplier and supply-chain risk, and record residual risk and the approval required for any production use.
What a cybersecurity vendor pilot can—and cannot—decide
A bounded pilot answers questions such as whether a product detects the agreed threats, integrates with existing identity and logging systems, protects the data in scope and can be operated by the mission team. It can also expose implementation effort, administrative workload, unsupported assumptions and security gaps before an agency makes a larger commitment.

A pilot does not automatically authorize operational deployment, satisfy an agency’s procurement rules, approve a privacy impact, or replace a required security-control assessment. The next gate depends on the agency, system boundary, information sensitivity, hosting model, acquisition route and applicable legal requirements. Write those dependencies into the pilot plan rather than implying that a successful demonstration removes them.

1. Set a precise pilot boundary
The boundary is the foundation for comparable results. Record the decision the pilot will inform and the conditions under which the test is valid.

Define the mission question
State the operational problem in one sentence, such as reducing the time to identify unauthorized access to a specified service or improving protection of a defined class of records. Identify the users who will act on the product’s outputs and the consequence of a false positive, missed event or service outage.
Inventory information and sensitivity
List the data the vendor will see, create, transmit or retain. Classify it under the agency’s rules, including personally identifiable information, controlled unclassified information, law-enforcement information or mission data. Specify whether production data is prohibited, whether de-identified or synthetic data is acceptable, and how test data will be destroyed at the end.
Draw the technical and hosting boundary
Document the deployment model, regions, cloud or on-premises locations, administrative paths, endpoints, network connections, identity providers, logging destinations and subcontracted services. Show which components are supplied by the vendor and which remain under agency control. Include privileged access, support access and any data leaving the agency boundary.

Set duration, scenarios and exit conditions
Choose a fixed test window and a small number of representative scenarios. Define the evidence that will count as success, the maximum tolerable downtime or data loss, rollback steps, data-return and deletion requirements, and the event that ends the pilot early. Identify what additional controls would be required before production use.
Assign decision owners
Include mission, cybersecurity, privacy, IT operations, acquisition, legal and records-management stakeholders. Give one official responsibility for accepting or rejecting pilot risk and name who can authorize changes to scope. A vendor can supply evidence, but it cannot accept agency risk on the agency’s behalf.
2. Decide what “good” means before seeing results
Build one scorecard for all vendors. Separate non-negotiable thresholds from factors that can be compared by degree. Publish the evidence expected for each criterion and define how missing, conditional or non-comparable evidence will be handled.
| Evaluation area | What to define before the pilot | Examples of evidence |
|---|---|---|
| Mission effectiveness | Use cases, test data, detection or prevention targets, acceptable error rates and response times | Observed scenario results, event records, analyst actions and repeatable measurements |
| Security and privacy | Required controls, data-handling limits, identity requirements, retention and incident-notification expectations | Control documentation, configuration review, access logs, privacy procedures and assessment results |
| Software supply chain | Component visibility, vulnerability handling, build integrity and disclosure expectations | Software inventory or bill of materials, secure-development practices, remediation records and supplier attestations |
| Resilience | Availability objective, recovery expectations, dependency tolerance and continuity requirements | Architecture diagrams, recovery procedures, test results and dependency maps |
| Integration and operations | Supported identity, network, ticketing and logging interfaces; staffing and administrative effort | Configuration steps, integration tests, runbooks, support response records and operator observations |
| Acquisition and lifecycle | Contract conditions, data rights, exit assistance, support term, update policy and total cost categories | Draft terms, service descriptions, renewal assumptions and exit plan |
Use agency-tailored requirements. Two vendors may implement the same control differently, so requiring identical artifacts can obscure rather than improve comparability. NISTIR 8170 describes using Cybersecurity Framework profiles to express needs during market research, evaluation, proposal review, contract requirements, evidence collection and verification.
3. Perform supplier due diligence before commitment
NIST’s Cybersecurity Supply Chain Management: Due Diligence Assessment Quick-Start Guide (SP 1326), finalized July 8, 2026, describes five components for ICT supplier due diligence. Use them to investigate the supplier as well as the product offered to your agency.
| SP 1326 component | Questions for the supplier | Evidence to retain |
|---|---|---|
| Foreign Ownership, Control or Influence (FOCI) | Who owns or controls the supplier? Could a foreign government or other party direct access, operations or disclosure? | Ownership and control disclosures, relevant corporate relationships and documented mitigation |
| Provenance | Where are the product, critical components, data flows and support activities sourced and developed? | Component and service inventories, location information and chain-of-custody records |
| Resilience | What happens if a facility, cloud region, key subcontractor or supplier becomes unavailable? | Continuity plans, dependency maps, recovery objectives and test evidence |
| Foundational cyber practices | How are vulnerabilities, incidents, identities, secure development and privileged access managed? | Policies, assessment results, incident records or summaries, remediation metrics and access procedures |
| Supply-chain tiers | Which subcontractors, cloud providers and component suppliers support the service, and how are they overseen? | Tiered supplier lists, flow-down requirements, monitoring practices and change-notification terms |
Ask who develops and supports the specific offering, not only what the parent company does. Establish how the supplier handles a newly disclosed vulnerability, a suspected compromise, a material ownership change and the loss of a critical subcontractor. Treat a certification or completed questionnaire as one input; neither substitutes for context-specific due diligence.
4. Request verifiable evidence and test the claims
For each material assertion, maintain a traceable record with five fields: the claim, the artifact or observation that could substantiate it, the reviewer, the result and the remaining uncertainty. Keep vendor statements separate from independently observed behavior.

Use a tailored control-assessment method
NIST SP 800-53A Rev. 5, published January 25, 2022, provides adaptable assessment procedures, assessment-plan guidance and analysis procedures aligned with SP 800-53 Rev. 5 security and privacy controls. Select only the controls relevant to the pilot boundary, document the tailoring rationale and identify which procedures were examined by document review, interview, technical testing or observation.

- Exercise the agreed mission scenarios with known inputs and record timestamps, outputs, analyst actions and errors.
- Verify identity, least privilege, separation of duties, administrative access and account-revocation behavior.
- Confirm that required events reach the agency’s logging or monitoring system with sufficient detail and time synchronization.
- Test alert handling, escalation, evidence preservation and the supplier’s incident-notification path.
- Check configuration changes, updates, rollback and secure deletion at the end of the pilot.
- Measure integration effort and operator workload rather than accepting “easy to deploy” as an untested claim.
Ask software-supply-chain questions that expose gaps
CISA’s Software Acquisition Guide for Government Enterprise Consumers, located in its July 2024 publication directory, offers useful prompts to tailor to the agency. Ask for the supplier’s incident-response plan; log-management approach; process for detecting undocumented code or functions; and protections separating supplier networks from cloud providers. Also ask how vulnerability reports are triaged, how fixes are distributed, how customers are notified of material changes and which components are outside the supplier’s direct control.
Use independent assessment where the risk warrants it
CISA’s federal assessment-service description identifies deliverables such as a Security Assessment Report, findings and recommendations, while noting that agency tailoring applies. An independent review can validate high-consequence claims or a significant architectural change, but its scope, authority and acceptance criteria must be established by the agency. Do not present an assessment report as a blanket authorization.
5. Run the pilot as a controlled experiment
- Approve the test plan. Record scope, scenarios, data, roles, safeguards, evidence owners, schedule, stop conditions and the decision gate.
- Baseline the environment. Capture relevant identity, network, logging, performance and configuration states before installation so changes are visible.
- Onboard the vendor under written rules. Limit accounts and data, require named support personnel, log administrative activity and prohibit unapproved onward sharing.
- Execute identical scenarios. Give each vendor the same inputs and equivalent time, interfaces and operator access. Record deviations instead of silently correcting them.
- Collect contemporaneous evidence. Preserve system logs, screenshots where appropriate, configuration exports, tickets, test data identifiers and reviewer notes with timestamps.
- Challenge favorable results. Repeat important tests, include failure and recovery cases, and investigate results that depend on a vendor-managed setting or manual intervention.
- Close the environment. Revoke access, remove agents and credentials, obtain data-return or deletion confirmation, and verify that integrations no longer transmit pilot data.
- Reconcile findings. Ask the supplier to explain factual discrepancies, but keep the agency reviewer’s observed result and risk judgment distinct from the response.
6. Compare vendors on explicit axes
Use a common comparison record even when a vendor cannot provide an identical artifact. Mark evidence as verified, partially verified, vendor-asserted or unavailable, and assign a confidence level. Explain why evidence is not comparable instead of treating an absence as proof of failure or success.
| Axis | Decision question | What a defensible finding contains |
|---|---|---|
| Mission fit | Did the product meet the agreed use cases under the defined conditions? | Scenario, inputs, observed result, limitations and repeatability |
| Security and privacy | Are required safeguards demonstrated, and what gaps remain? | Control evidence, test observations, data-handling facts and residual risk |
| Supplier and supply-chain risk | Can the agency understand and manage ownership, provenance, dependencies and continuity? | SP 1326 dimensions reviewed, unresolved dependencies and mitigations |
| Deployment and resilience | Can the agency operate, recover and change the service within its constraints? | Integration effort, recovery evidence, outage behavior and staffing needs |
| Usability | Can intended operators use it accurately without unreasonable workload? | Training, workflow steps, error handling and administrative observations |
| Acquisition feasibility | Can the agency obtain acceptable terms and sustain or exit the service? | Support, data rights, notification, transition, lifecycle and cost assumptions |
Do not hide a threshold failure inside a high average score. A vendor that misses a mandatory data-handling or access requirement should be marked accordingly, even if it performs well on optional features. Conversely, a comparative weakness can be acceptable when the responsible official documents the trade-off and mitigation.
7. Document the risk decision and the next gate
The final record should allow someone who did not attend the pilot to reconstruct what was tested and why the agency reached its decision. Include:
- Mission objective, scope, system boundary, data categories, participants and dates.
- Test scenarios, baseline conditions, deviations, metrics and observed results.
- Supplier due-diligence findings, including the five SP 1326 dimensions and material dependencies.
- Artifacts reviewed, control-assessment procedures used, reviewer identity and evidence confidence.
- Findings, exceptions, unresolved questions, compensating safeguards and residual risk.
- Conditions for another pilot phase, contract award, production deployment or rejection.
- The official risk decision, its authority, expiration or review date, and the owner of each follow-up action.
State explicitly what is not decided. Before operational deployment, the agency may still need a formal authorization, privacy review, records decision, security assessment, contract clauses, accessibility review, data-use restrictions or a change to the system’s boundary. Those requirements are agency- and context-specific; no single pilot template establishes them.
Common failure modes and how to correct them
Starting with a product demonstration
Problem: A polished demonstration substitutes for a mission requirement and produces no comparable baseline.
Correction: Write the mission question, scenarios and pass criteria first. Require every vendor to address the same conditions.
Using one generic questionnaire for every architecture
Problem: Identical paperwork rewards familiar documentation rather than actual risk reduction.

Correction: Keep common outcomes and thresholds, then tailor evidence requests to each deployment and data flow. Record why an artifact differs.
Accepting attestations without observation
Problem: A policy or certification may not describe the configuration offered to this agency.
Correction: Tie every material claim to an artifact, interview, technical test or observed behavior, and note the scope and date of the evidence.
Ignoring the supplier beyond the product
Problem: A technically capable service can still create ownership, dependency, support or continuity risk.
Correction: Apply the SP 1326 due-diligence dimensions to the actual supplier, subcontractors and critical components.
Confusing pilot success with authorization
Problem: Stakeholders treat a favorable demonstration as permission to connect production systems.
Correction: Put the next approval, procurement and privacy gates in the pilot decision record, with an accountable owner and explicit conditions.

A practical decision rule
Advance a cybersecurity vendor only when the pilot shows mission value within the defined boundary, mandatory security and privacy conditions are met or formally excepted, supplier and supply-chain risks are understood, and the responsible agency official can state the residual risk and the next required authorization. If any of those elements is missing, the defensible outcome is to narrow the scope, require remediation or stop—not to treat an incomplete pilot as a production approval.
