How Full-Motion Video Was Used in Classic PC Games

Classic PC games used prerecorded video for cutscenes, live-action puzzles, detective stories and strategy briefings. CD-ROM helped, but compression and PC hardware still set limits.

Full-motion video (FMV) brought prerecorded footage and animation into classic PC games. Developers used it for cinematic story scenes, filmed characters, briefings and, in some games, interactive sequences tied to what the player did. CD-ROM made larger quantities of video practical, but it did not make playback effortless: footage still had to be compressed, streamed from disc and made to run on a wide range of computers.

What full-motion video meant in a PC game

FMV was video played by a game rather than imagery drawn entirely in real time by its graphics engine. The footage might show actors, rendered animation or other prerecorded material. The game could play it as a fixed cutscene, use it to present a character or setting, or connect it to the player’s progress.

That distinction matters because “FMV game” does not describe one genre or one level of interactivity. A strategy game could use short filmed briefings, an adventure could insert video between point-and-click scenes, and a puzzle game could build much of its atmosphere around live-action footage. The label describes a presentation technique; what it meant to play each game depended on how video fit into its rules and pacing.

Nor did the presence of video mean that a game was simply a movie. In some titles, footage supplied scenes around conventional gameplay. In others, the game presented clips as part of a larger system of choices or events. The useful question is not only how much footage a game contained, but what the game asked players to do between clips and how closely those clips responded to play.

Why CD-ROM encouraged video-heavy games

Video takes far more storage than a small set of static images. CD-ROM offered substantially more room for game data than floppy disks; Game Developer’s 2017 account of the original Full Throttle describes a CD-ROM as holding approximately 650 megabytes. That capacity gave developers room to consider footage that would have been difficult to distribute in the same quantities on floppy disks.

More storage did not remove the practical limits. A studio had to fit the game across its discs, encode footage into a manageable size, and deliver it from the CD while the computer played it. The image also had to look acceptable on the hardware people owned. A developer could not assume that every player had the same computer, drive speed or playback capability.

These constraints shaped the experience. A game might use a reduced video window, compromise image quality, or divide its content among multiple discs. The number of discs was therefore not just packaging trivia: it reflected the amount of material being distributed and could affect installation and play. The 7th Guest, for example, shipped on two discs.

Different jobs FMV did in classic games

Story scenes and sequences within an adventure

LucasArts’ Full Throttle combined conventional point-and-click presentation with FMV. Some video appeared in non-interactive cutscenes, while other sequences were associated with interactive gameplay modes. That mixture shows how video could sit alongside, rather than replace, the game’s usual visual and interaction systems.

In this kind of design, a prerecorded segment could provide a dramatic moment or a visual transition that would be costly or difficult to produce with the game’s ordinary graphics. But a clip only becomes meaningfully interactive when the software connects it to game state or player action. Otherwise, it remains a scene the player watches.

Live-action atmosphere and puzzle setting

Trilobyte designed The 7th Guest as a horror-themed puzzle game using live-action video and taking advantage of CD-ROM. Here, filmed material was central to the game’s presentation rather than an occasional embellishment. The developers’ account describes the production and technical strain involved in making that approach work.

Live action gave the game a way to show human performers and spaces that felt different from drawn game graphics. It also created an aesthetic challenge: filmed people and environments had to coexist with the rest of the game. The footage could strengthen the mood when it suited the setting, but the presence of actors by itself did not guarantee compelling puzzles or satisfying play.

Detective storytelling and tone

ABC’s retrospective identifies Under a Killing Moon as a detective adventure that combined FMV with a comic tone. This illustrates a different use from horror: video could help establish a character-driven story and its manner, rather than merely deliver spectacle or fright.

Briefings and characterization in strategy

FMV also appeared outside adventure games. ABC notes that Command & Conquer used it to give personality and tone to military units that might otherwise have seemed faceless. In a strategy game, filmed presentation could frame the conflict and make factions or their representatives more recognizable, while the tactical decisions remained part of the game system.

A cinematic presentation built around computer limits

The X-Files PC/Mac postmortem describes a goal of full-frame, full-color video on ordinary computers. Its team used letterboxing as a deliberate presentation choice and reported that playback quality varied by computer and setup. That project makes clear that “cinematic” presentation involved design decisions as well as technical capability: the team had to balance image, playback and minimum system requirements.

How developers stored and played the footage

For Full Throttle, LucasArts used a system called INSANE, developed by Vince Lee, to compress video so it could be stored with game data and streamed from CD-ROM. Trevor Diem, a developer involved in remastering the game, reported that the original PC game’s FMV ran at 320×200 pixels and 10 frames per second. Those figures describe this particular title, not every FMV game of the period.

The files, known as SAN files, could contain multiple video and audio tracks as well as subtitle timing. That structure let the game select material in response to its state. It is a useful example of video being integrated with software logic: the file was not necessarily one indivisible movie that always played the same way.

The X-Files PC/Mac team chose QuickTime for playback on those platforms. Its postmortem says newer computers could achieve quality comparable to VHS, while older systems needed configurable playback settings. For the PlayStation version, the team reports using a 24-bit FPQ library capable of streaming from a single-speed CD. These are project-specific accounts; they should not be treated as universal format specifications or a general ranking of PC and console video quality.

Why FMV could look impressive—or compromised

Video gave developers access to images that were not limited to the game’s real-time rendering style, but the delivered image depended on encoding and the player’s hardware. At low resolution or frame rate, footage could look visibly less smooth or detailed than a modern viewer expects. If a computer struggled to play it, the experience could suffer even when the source material was polished.

The X-Files postmortem describes earlier approaches that conserved bandwidth by shrinking the video window or using black-line techniques. Its own team weighed image quality against low minimum computer specifications and a reasonable number of CDs. A larger, more detailed clip demanded more data and more capable playback; accommodating older machines could mean configurable settings or visual compromises.

For that reason, judging a classic FMV game by one screenshot can be misleading. A fair comparison considers the role of the footage, its image dimensions and frame rate when known, how it was delivered, and whether it fits the game’s other visuals. Playback quality also depended on the computer and setup, as the X-Files account notes. The available examples support these comparison criteria, but not a definitive ranking of all classic PC FMV titles.

Why the format lost prominence

FMV’s retreat did not have one established cause. ABC’s retrospective points to multi-disc installs, pixelated VGA imagery, cumbersome gameplay and improving computer graphics as factors. These are explanations offered by a retrospective, not a measured account proving that one factor alone ended the approach.

Design criticism also mattered. Developer Sam Clarkson criticized games that filled CD-ROMs with video but offered little satisfying gameplay, describing them as pick-a-path novels with footage in place of words. He also objected to the mismatch that could arise when filmed performers were placed against 3D environments. Those comments capture a real design risk: more footage could consume disc space without making choices more meaningful, and visual styles could clash rather than combine.

As computer graphics improved, developers had more options for presenting characters and scenes in real time. That change did not make prerecorded video inherently useless; it changed the tradeoff. Video remained attractive when a project’s presentation benefited from recorded material, while real-time graphics offered a different way to keep characters and environments connected to play. The cited accounts support a combination of technical and design pressures, not a single industry-wide verdict.

How to understand an FMV game today

When looking at a classic PC title that uses FMV, separate the footage’s technical qualities from its design purpose. The questions below help explain why one game used video sparingly while another built its identity around it.

  • What role does the video play? Is it a cutscene, a briefing, a character performance, an atmospheric setting, or a sequence linked to player action?
  • How does it connect to the game state? Does the software select footage, audio or subtitles based on progress, or does a fixed clip simply play from beginning to end?
  • What technical compromise is visible? Look for reduced image size, limited smoothness, letterboxing or other presentation choices, while remembering that playback could vary across computers.
  • Does the footage suit the rest of the game? Consider whether filmed or prerecorded material reinforces the art direction and pacing, or interrupts the experience.
  • What does the player do? The amount of video alone says little about depth. The game’s puzzles, tactics, exploration or choices determine whether the footage supports an engaging game.

These questions distinguish the format’s capabilities from the results of particular design decisions. Full Throttle, The 7th Guest, Under a Killing Moon, Command & Conquer and The X-Files show that FMV served several kinds of games, with different technical pipelines and different relationships between footage and play.
