Variable rates tied to short-term benchmarks often respond relatively quickly to a Federal Reserve rate decision, while fixed long-term rates—especially new mortgage offers—move with market yields and expectations and may change before, after, or independently of the announcement. An existing fixed-rate mortgage does not automatically change, and an adjustable-rate mortgage (ARM) resets only on the schedule and under the limits in its contract.
What the Fed changes—and what it does not
The Federal Open Market Committee sets a target range for the federal funds rate, an overnight rate used in lending among banks. That policy rate influences financial conditions and other interest rates, but it is not the rate charged on every consumer loan. The Federal Reserve describes how changes in policy affect short-term market rates and broader financial conditions in its monetary policy explainer and overview of the Fed.

The practical difference is the connection between a loan’s rate and the Fed’s policy. A variable-rate product may use a short-term benchmark that follows policy moves; a long-term fixed rate reflects market pricing for borrowing over many years. Contracts determine how and when benchmark changes reach individual borrowers.
How variable rates respond
Credit cards: benchmark changes can pass through quickly
Most credit-card rates are variable and tied to the prime rate, according to the Federal Reserve Bank of Boston. A card’s APR is commonly the prime rate plus an account-specific margin. The margin generally stays fixed after the account is opened, while prime can change; the Boston Fed says prime typically adjusts within a month of a federal funds rate change. That means card rates often respond sooner than fixed mortgage offers, though the exact terms of an account still matter.

Rate changes can affect consumers’ choices as well as their interest charges. In a 2026 Boston Fed study using supervisory data covering nearly 80 percent of active U.S. credit-card accounts from 2016 through 2025, a one-percentage-point increase in credit-card interest rates was associated with an 8.7 percent decline in consumer credit-card spending in the following month. The authors describe this as a local effect for accounts near contractual APR ceilings, not a universal forecast for household spending.
Adjustable-rate mortgages: the contract sets the reset
An ARM usually begins with an initial fixed-rate period. After that, its rate is generally calculated using an index plus a lender-set margin, with rate caps limiting how much it can change. The index may respond to market conditions, but an individual borrower’s rate changes only when the loan reaches a scheduled adjustment date—not automatically on the day of a Fed announcement. The CFPB explains the role of the index and margin and provides further detail in its ARM handbook.

How fixed mortgage rates respond
The Fed does not set mortgage rates directly. New fixed-rate mortgage offers are priced in longer-term markets, where expectations about future short-term rates, inflation, and economic conditions matter. Treasury yields—especially the 10-year Treasury—and mortgage-backed-security yields are common reference points, alongside the pricing of long-term risk. The Federal Reserve Bank of St. Louis explains these connections in its October 1, 2026 explanation of what determines mortgage rates.
Markets may anticipate a Fed decision, so mortgage rates can move before the announcement. A cut does not guarantee that new mortgage offers will fall: rates could remain steady or rise if inflation expectations or perceived risk increase. Conversely, a fixed mortgage offer may decline even without a policy-rate cut if long-term market pricing shifts.

Existing fixed mortgage versus a new offer
If you already have a fixed-rate mortgage, the interest rate in your contract stays the same when the Fed changes its target. A new mortgage offer is different: its quoted rate can move as market yields and lender pricing change. A policy cut does not automatically lower an existing fixed mortgage payment; refinancing or taking out a new loan is a separate transaction.

Compare the rate mechanism, not just the headline rate
When comparing a fixed-rate mortgage with an ARM, or evaluating two ARM offers, focus on how the rate can change over the full life of the loan.

| What to compare | Why it matters |
|---|---|
| Initial rate and fixed period | Shows the starting rate and how long it lasts before any adjustment. |
| Index and margin | Shows how the ARM’s rate is calculated after the initial period. |
| First reset date and adjustment frequency | Identifies when a benchmark change can reach your payment and how often that can happen. |
| Periodic and lifetime caps | Limits how much the rate can rise at an adjustment and over the loan’s life. |
| Maximum possible payment | Helps assess whether the loan remains affordable if rates rise within contract limits. |
| Total interest under plausible rate scenarios | Shows how costs may differ if rates stay level, fall, or rise. |
| Fees and full-term rate structure | Helps compare overall loan costs and whether the rate remains fixed for the entire term. |
A lower introductory ARM rate by itself does not show that the ARM is the better choice. Review the documents and consider whether the possible payment after adjustments fits your budget.
Will my mortgage rate change when the Fed changes rates?
If you have a fixed-rate mortgage, no: its contract rate does not reset because of a Fed decision. If you have an ARM, it may change at a scheduled adjustment, based on its index, margin, and caps. If you are shopping for a new fixed mortgage, its offer rate can move with long-term market pricing, sometimes before the Fed acts and sometimes in a different direction from the policy rate.
