Europe needs to raise everyday digital capability and grow its specialist technology workforce at the same time—but those are separate goals, and progress on one cannot stand in for progress on the other. Eurostat reports that 40% of EU citizens lacked basic or above-basic digital skills in 2025. The EU’s 2030 targets are for at least 80% of people aged 16–74 to have at least basic digital skills and for the Union to have 20 million employed ICT specialists.
A credible workforce strategy should therefore combine broad, accessible lifelong learning with role-specific upskilling and routes into ICT careers. It should also measure whether people can use digital tools in their work, whether adults can access learning, and whether the specialist workforce is growing—not just count courses offered.

Two different skills gaps require two different targets
The Digital Decade sets two headline ambitions: at least 80% of people aged 16–74 with at least basic digital skills by 2030, and 20 million employed ICT specialists. The first is about capability across the population; the second is about the size of the specialist workforce. They are connected, but not interchangeable. A broad digital-skills course does not by itself train an ICT specialist, and hiring more specialists does not guarantee that other workers can confidently use digital tools.
Eurostat’s 2026 edition reports that 40% of EU citizens lacked basic or above-basic digital skills in 2025. In other words, on the reported measure, around 60% had at least basic skills. That is an indicative gap of about 20 percentage points from the 2030 target, not a forecast of how quickly Europe can close it. Eurostat’s overall measure covers five competence areas, so “digital skills” cannot be reduced to familiarity with one app or a single technical subject. Eurostat’s 2026 digitalisation edition provides the skills figure and measurement context.

The specialist workforce has its own baseline. Eurostat reported 10.4 million employed ICT specialists in 2025, with data extracted in June 2026. That is a little over half of the 20 million target, but the two figures describe employment counts, not the share of people with basic digital skills. Eurostat’s account of progress toward the Digital Decade targets gives the specialist figure.
The distinction matters when setting budgets and judging results. A programme can improve broad digital competence without adding specialists, while a specialist recruitment initiative may do little for the day-to-day digital confidence of employees in other occupations. Europe needs both strands, with separate outcomes and reporting.
Build a foundation workers can use across jobs
Foundational digital capability should be treated as a practical prerequisite for participation in modern work and society, not as a narrow computing subject. The Commission’s five-area measurement makes the useful point that competence has breadth. An employer or public programme can translate that breadth into tasks relevant to its audience: using digital tools to complete work, handling information, communicating through digital channels, and navigating common online services. The exact curriculum should reflect the applicable competence framework and the tasks learners actually face; the headline statistic alone does not prescribe a course.

Ask which recurring tasks workers need to perform, which digital tools those tasks involve, and where people currently need support. For example, a team may need to find and assess information, collaborate through online systems, or use a secure digital workflow. These are examples of planning questions, not a claim that one particular course format is proven to work best.

Assessments should likewise establish what a learner can do, rather than merely whether they attended training. A short, job-relevant demonstration can help an employer see where additional instruction or support is needed. For population-level monitoring, however, local course assessments should not be presented as if they were Eurostat’s EU-wide indicator; they serve different purposes and may use different definitions.
Make learning continuous and accessible to adults
Digital tools and job tasks change, so workforce development cannot rely only on education completed before a person enters employment. The European Skills Agenda frames learning as lifelong and tracks participation by adults, including low-qualified and unemployed adults. Its page lists a 50% adult-learning participation objective for 2025 and shows 39.5% as the 2022 level for adults aged 25–64. These are a historical objective and a dated level, not a current 2026 participation rate. They indicate why access and participation belong in the policy conversation, but they do not establish which training intervention or delivery method is most effective. See the European Skills Agenda for the stated figures and groups tracked.
To turn that direction into a workforce plan, organisations and public agencies can examine the points at which adults are most likely to be excluded from learning. A practical access review might ask whether workers can find out what training is available, whether the content fits their current roles or career goals, whether participation is feasible alongside work and caring responsibilities, and whether learners have the support needed to complete it. These are proposed design checks, not claims that a specific schedule or course type will work for every group.
Segmenting learners can make the plan more useful. Current employees may need to improve skills for tasks already in their jobs; jobseekers may need capabilities that match vacancies; low-qualified adults may need an accessible route to foundational learning; and people preparing for ICT careers may need deeper technical development. These groups overlap, but their starting points and intended outcomes differ. A programme should state which group it serves and what successful participation means for that group, instead of treating enrolment as a universal measure of impact.

Employers can make continuous learning part of normal workforce planning: identify skills needed in roles, discuss gaps with employees, and make time and guidance available for learning. Public bodies and training providers can focus on reach, clear information, and pathways suited to different adult learners. Those are policy and organisational proposals consistent with the Skills Agenda’s emphasis on lifelong learning; the participation figures do not, on their own, prove a return on investment or rank these actions against alternatives.
Connect training to real roles and specialist demand
Foundational competence is necessary, but it is not the same as advanced, job-specific expertise. The European Commission identifies AI, data science, cloud computing, and cybersecurity among areas addressed by workforce skilling initiatives. Employers and sector bodies can use such areas as prompts to examine changing job tasks, then specify the skill required for each role rather than assuming every worker needs the same technical curriculum. The Commission describes its digital-skills initiatives in this context.
A role-based plan can be developed in a few deliberate steps:
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →- Identify changing work. List tasks that are being introduced, substantially altered, or increasingly dependent on digital systems. Separate broad workforce needs from specialist ICT vacancies.
- Define the capability. For each task, specify what a person must be able to do and what level of expertise the role requires. Avoid using an emerging technology label as a substitute for a job outcome.
- Map current skills and gaps. Use a suitable assessment or structured discussion to identify what workers can already do. Keep local results distinct from EU-wide population measures.
- Choose a learning route. Decide whether the need is best addressed through foundational learning, role-specific upskilling, specialist development, or recruitment. The evidence cited here does not establish a single best delivery method.
- Check workplace relevance. After learning, assess whether the intended capability is being used in the relevant tasks and whether workers need further support. Do not treat course completion alone as proof of improved job performance.
This sequence is a planning framework, not a tested intervention or a promise of a particular result. Its value is that it connects investment to the work to be done and avoids confusing general competence with specialist capacity. It also gives employers a way to identify where learning is not the only answer: the Commission’s wider Digital Decade framework includes infrastructure, business technology adoption, and online public services alongside skills.

Make access and workplace conditions part of the solution
Training alone cannot address every barrier to digital participation. The Commission monitors skills alongside business uptake of technologies such as AI, data and cloud, connectivity and computing infrastructure, and the availability of online public services. Its overview states: “Under the Digital Decade Policy Programme, we track performance in four areas: citizens’ digital skills; take-up of new technologies by businesses like AI, data and cloud; advancing the EU’s connectivity, computing and data infrastructures; and making public services and administration available online.” The Commission’s Digital Decade overview explains this broader frame.
For workforce planning, that means checking the conditions around learning and tool use. A worker cannot demonstrate a skill in a system they cannot access, and an organisation may need to address process or infrastructure constraints as well as training needs. These are practical considerations derived from the policy’s wider frame; the cited figures do not quantify how often a particular barrier occurs or establish that a training programme can resolve it.
Employers, governments, education providers, and EU institutions have distinct roles. Employers understand tasks and workplace requirements; public agencies can focus on access and adult participation; educators and training providers can offer pathways for different starting points; and EU-level monitoring provides common targets and indicators. Coordination should not blur accountability: each programme should identify the population or workforce it aims to serve and the result it is responsible for tracking.
Measure progress without collapsing unlike indicators
A useful scorecard should keep the EU’s headline measures separate and add local indicators that answer operational questions. The three reference points below measure different things and use different populations or dates.
Best Value
| Indicator | Reported figure or goal | What it tells you | What it does not tell you |
|---|---|---|---|
| People with at least basic digital skills | 2030 target: at least 80% of people aged 16–74. Eurostat reports that 40% of EU citizens lacked basic or above-basic skills in 2025. | Broad digital capability across the population. | Whether a particular employer’s staff can perform a specific job task or how effective a particular course is. |
| Employed ICT specialists | 2030 target: 20 million. Eurostat reported 10.4 million employed ICT specialists in 2025; data extracted June 2026. | The scale of the specialist workforce relative to the EU target. | Basic competence across the general workforce or the quality of individual training routes. |
| Adult-learning participation | The European Skills Agenda page lists a 50% objective for 2025 and a 39.5% level in 2022 for adults aged 25–64. | Participation in adult learning as a separate policy concern. | A 2026 participation rate, course effectiveness, or the share of adults who gained digital skills. |
For an employer or programme owner, local monitoring can add measures such as participation and completion by learner group, demonstrated capability in the target task, and whether learners can apply that capability in their roles. These are proposed management measures, not official EU headline indicators. Define them before a programme begins, record who is included, and avoid attributing wider changes to training without evidence that supports that conclusion.
At EU level, the 80% skills goal, specialist workforce target, and adult-learning participation objective should not be added together or presented as one composite score. They have different denominators, reference years, and meanings. Tracking each independently makes it easier to see whether Europe is improving broad capability, specialist capacity, and adult access to learning—and where additional action is needed.
What a credible European workforce strategy looks like
The most defensible approach is a connected portfolio, not a single course for everyone: build foundational capability across the population; make adult learning reachable at different career stages; align upskilling with actual roles and sector needs; and grow routes into specialist ICT employment. Pair those actions with conditions that let people use digital tools, and report outcomes against the correct population and indicator.

The official targets give Europe a clear direction, but they do not prescribe a proven delivery model. Governments and employers can make progress more accountable by stating who each initiative serves, what people should be able to do afterward, how access will be assessed, and which broader EU indicator—if any—the initiative is intended to contribute to. That discipline prevents course counts, broad skills statistics, and specialist hiring numbers from being mistaken for the same kind of progress.
