Ethernet scale-up networking connects accelerators inside a tightly coupled AI system through a low-latency, high-bandwidth fabric; scale-out networking links systems across a larger cluster. Ethernet is the foundation, not a guarantee that every design has the same transport, performance, compatibility, or operational behavior.

Scale-up and scale-out solve different problems

AI workloads often distribute work across many GPUs or other accelerators. Those devices must exchange data as they cooperate: for example, they may need to coordinate during a computation rather than operate as isolated computers. A scale-up fabric provides a communication domain for closely cooperating accelerators. Its design tends to emphasize high bandwidth, low latency, and efficient handling of frequent exchanges. Scale-out networking connects systems across a wider cluster so workloads can grow horizontally across machines and racks.

These terms describe architectural tendencies, not universal size boundaries. A scale-up system is not defined solely by being inside one rack, nor does scale-out begin at a particular GPU count. The intended workload, topology, endpoint protocol, and system design determine where a particular fabric fits.

Characteristic Scale-up Scale-out
Communication domain Closely cooperating accelerators, often within a tightly managed system Systems connected across one or more racks for distributed, horizontally expanded workloads
Typical design emphasis Low latency, high bandwidth, and efficient smaller exchanges Growth across systems and support for distributed workloads
Physical extent Often short and tightly managed; not necessarily limited to one rack Often spans multiple systems or racks; exact extent depends on design
Numerical boundary Not universally defined by a GPU count or rack count Not universally defined by a GPU count or rack count

A SONiC architecture guide dated July 27, 2026, illustrates the distinction with example round-trip times (RTT): less than 2 microseconds for scale-up and less than 20 microseconds for scale-out. Those are characteristics stated in that document’s comparison table, not industry-wide limits or independently measured results. A real system’s latency depends on its topology, endpoints, traffic, and implementation.

What an Ethernet scale-up fabric includes

The simplest mental picture is a set of accelerator-equipped compute trays connected through a switch tray, with links made from copper, optical cabling, or a combination suited to the system. But the fabric is not just its switch and cables. It includes endpoint interface or station logic, the links and their behavior, packet framing and forwarding, transport and transaction handling, traffic management, configuration, and operational software.

Information moves through several conceptual layers. The exact boundaries and names differ among designs, but the questions at each layer are useful when evaluating a system:

Layer or function What it does What to check
Physical links Carry signals between accelerator-side interfaces and the switching fabric, over copper or optics. Supported reach, cabling layout, serviceability, and system compatibility.
Link behavior and framing Defines how neighboring devices exchange frames and handle link-level errors. Supported framing, optional tags, and whether link retry or flow control is used.
Forwarding and addressing Gets traffic from a sending accelerator to the intended destination through the fabric. Addressing model, switching stages, path redundancy, and any adapted or compressed headers.
Transport and transactions Provides communication behavior above forwarding, including reliability and delivery semantics needed by accelerator traffic. Protocol support, endpoint integration, and how the design handles congestion and recovery.
Traffic management and operations Configures the fabric, allocates or manages traffic, and helps operators detect faults and congestion. Provisioning, telemetry, fault response, and the maturity of the management software.

Standard Ethernet components and operational experience can provide a familiar base. However, an implementation may adapt forwarding or packet encodings to meet accelerator requirements or reduce overhead. Therefore, the word “Ethernet” by itself does not tell you which transport is used, how endpoints communicate, what traffic controls exist, or whether two products will interoperate.

How the fabric handles traffic and errors

Flow control and congestion are related but different

When many accelerators send traffic through shared links, they can contend for the same paths. High utilization can therefore affect latency and throughput even when a link’s advertised rate is high. Flow control can help regulate traffic between connected devices. The SONiC architecture guide discusses Priority Flow Control (PFC) and Credit-Based Flow Control (CBFC) as possible ways to support lossless traffic classes. These are architectural options, not guarantees that a fabric will be lossless end to end or free from congestion.

Congestion management concerns how the system detects or responds when paths are under pressure. In an October 9, 2025 update, the Ultra Ethernet Consortium (UEC) described work on programmable congestion management, allowing configurable algorithms, and richer congestion signaling intended to give transport more information about network conditions. That update described work underway; it should not be read as proof that every implementation already supports those capabilities.

Link recovery does not replace fabric-level resilience

Link-Level Retry (LLR), also discussed in the SONiC guide, can address errors between link partners. It addresses a different problem from congestion: retry can help recover from a link-level error, while congestion control addresses contention for network resources. Neither mechanism alone establishes that an entire fabric can withstand every fault or maintain a required application performance level.

Resilience also depends on the wider system: whether paths are redundant, how failed links or devices are detected, how traffic is rerouted or recovered, and whether operators can see what happened. An Open Compute Project (OCP) workshop held August 26, 2025, included a session on observability and resiliency in NICs and DPUs, alongside discussions of AI interconnect architectures and traffic management. The workshop shows that these are active ecosystem topics; it is not a specification or proof of a particular product capability.

Why small messages make packet design matter

Header and processing costs occupy a larger share of a short transfer than of a large one. In an October 2025 article about its Unified Ethernet Transport (UET), UEC stated that a basic UET packet has 104 bytes of headers. UEC compared that with a 4,096-byte target packet and characterized the header overhead as 2.5% in that example. It also used a 256-byte transfer as an example where the overhead becomes more significant. These figures describe UEC’s UET discussion; they are not measurements of every Ethernet packet or a claim that all AI scale-up traffic uses those transfer sizes.

Ethernet framing and optional tags can also matter when transactions are small. The SONiC architecture guide describes compressed encodings, including UEC’s Unified Forwarding Header, as one possible approach to reducing overhead. Its trade-off is that an adapted encoding can affect familiar Ethernet functions, such as ordinary MAC learning or Link Layer Discovery Protocol (LLDP) behavior. This is a design choice, not a requirement for all Ethernet scale-up fabrics. Ask how a proposed implementation handles discovery, forwarding, observability, and compatibility if it uses a nonstandard or compressed encoding.

Topology and physical media shape the system

A single switching tier is often attractive for scale-up because fewer stages can help limit latency, but it is not a strict requirement. The number of switching stages, fabric size, addressing scheme, redundant paths, and provisioning method depend on the accelerator platform and use case. Increasing the number of endpoints may affect more than switch capacity: it can alter path depth, cabling, traffic contention, fault domains, and the operational complexity of bringing the fabric up.

Copper and optics are both possible physical-link choices. The right medium depends on reach and system layout; the relevant comparison is not simply which one is “faster.” Examine the supported distance, connection density, routing through trays or racks, replacement procedures, and compatibility with the particular endpoints and switches. A cabling choice can constrain where equipment sits and how a failed component is serviced.

The July 2026 SONiC architecture guide states a requirement of at least 1,024 GPUs for the scale-up fabric it describes. That is a stated requirement in an architectural document, not evidence that a shipping product supports that GPU count. Treat any scale claim as specific to the source, design, and implementation that make it.

Standards, architecture documents, and products are not the same thing

The ecosystem includes several kinds of work. A published specification defines intended protocol or system behavior; an architecture guide describes a design; a software network operating system (NOS) provides software for operating network devices; and a shipped product is an implementation with its own compatibility and support details. A proposal or workstream should not be treated as interchangeable with a finished standard or an interoperable deployment.

UEC: an Ethernet-based communication stack

On June 11, 2025, UEC announced the public release of Specification 1.0. The announcement presented it as an Ethernet-based communication stack for AI and high-performance computing, with goals including modern RDMA for Ethernet/IP, open interoperability, and end-to-end scalability. Its stated scope spans NICs, switches, optics, cables, and the networking stack. The announcement described compliance and implementations as in progress, so the release did not mean that every component from different vendors was automatically interoperable. UEC’s site navigation observed in the cited material listed Specification 1.0.3; Specification 1.0 is best understood as the June 2025 milestone, not necessarily the newest version.

UEC Chair Hugh Holbrook described the release as incorporating experience in applications, transport protocols, congestion control, direct memory access, Ethernet link and PHY technologies, and network security. That breadth helps explain why an Ethernet scale-up design is a complete system question rather than a cable choice.

In its October 9, 2025 update, UEC also discussed work on congestion controls, small-message efficiency, a scale-up-optimized transport, and in-network collectives. These were areas being standardized or developed at the time of the update, not capabilities that can be assumed to be complete or universally deployed.

OCP, SONiC, and UALink represent different approaches

The OCP workshop in August 2025 covered multiple complementary efforts, including UEC, scheduled fabrics, multipathing, programmable congestion control, copper scale-up networks, Scale Up Ethernet, UALink, and observability. The variety of sessions is evidence of active discussion, not a final decision that one standard or topology has won.

The public SONiC scale-up architecture document is a guide, with revision 1.0 dated July 27, 2026. It describes an Ethernet-based scale-up architecture and says work would collaborate with the Switch Abstraction Interface (SAI) community on APIs and SONiC modules. That makes it useful for understanding design choices, but it should not be confused with a completed normative specification or evidence that every described feature ships in production.

That guide characterizes UALink as using high-speed Ethernet SerDes while retaining PCIe-style transport and transaction layers, distinguishing it from an approach that uses Ethernet throughout the data-link layer. It also describes ESUN as an OCP workstream. These are descriptions in the SONiC architecture source, not a complete independent comparison of every UALink, ESUN, or commercial implementation.

How to evaluate a real deployment

Before comparing fabrics, define the workload and the system it must serve. A headline link speed or a standards name cannot establish application performance. Ask vendors or system integrators for evidence that matches the intended accelerator platform, traffic pattern, topology, and operational environment.

  1. Confirm endpoint compatibility. Identify the accelerators, NICs or station interfaces, switch hardware, and system architecture the design supports. Confirm that the proposed endpoint protocol and software integration work with the selected platform.
  2. Specify the target topology and scale. Record the number and placement of accelerators, the intended rack boundary, switching stages, addressing scheme, and redundancy. Ask how expansion changes those elements rather than assuming a design scales linearly.
  3. Request workload-matched performance evidence. Ask for latency and throughput under the message sizes and communication patterns the application actually uses, including behavior under contention. Check the test method and configuration; nominal link rate alone does not answer these questions.
  4. Inspect packet, transport, and control behavior. Determine the framing and transport, header overhead, delivery or retry behavior, congestion signaling, and whether PFC, CBFC, or another flow-control mechanism is used. Ask what is optional, what is implemented, and how it is configured.
  5. Check cabling and service plans. Confirm copper or optical media, supported reach, cable routing, replacement procedures, and hardware dependencies. Evaluate these against the proposed tray and rack layout.
  6. Review resilience and observability. Ask how link or device faults are detected, what telemetry operators can inspect, how paths recover, and which management tools support fault isolation. A feature list is less useful than a clear account of failure behavior and operational responsibility.
  7. Verify maturity and support status. Distinguish a published specification, an architecture proposal, a software feature, an interoperability claim, and a currently shipping configuration. Confirm the precise version, compatibility matrix, support commitments, and any conformance evidence directly with the supplier.

These criteria matter because the available cited materials do not provide a validated, independently comparable vendor matrix of product availability, topology limits, and benchmark methods. A buying decision therefore needs implementation-specific documentation and, where possible, independent testing matched to the target workload.

What the Ethernet label does—and does not—tell you

Ethernet provides a familiar physical and link foundation with a broad operational ecosystem, but a scale-up fabric’s behavior emerges from the complete path: accelerator interface, packet format, forwarding, transport, congestion response, topology, and software operations. Two designs can both use Ethernet links while differing substantially in how they move accelerator traffic, recover from errors, manage congestion, or interoperate with a chosen system.

For operators, the practical question is not just whether a design is Ethernet-based. It is whether the exact fabric, endpoints, and software meet the workload’s latency, bandwidth, reliability, scale, and serviceability requirements—and whether those capabilities are documented for the configuration being deployed.
