Enterprise AI agents are moving beyond answering questions: companies are connecting them to business context and approved tools so they can carry out bounded steps in real workflows. The change is not simply a better chatbot. It requires a defined process, suitable data access, permission boundaries, human review and measures of operational results.
What changes when an agent moves beyond chat?
A chatbot typically responds to a prompt with information or a suggestion. A workflow-oriented agent can be assigned a task that involves gathering information from multiple company sources, acting through permitted tools, coordinating handoffs and recording an outcome. OpenAI describes the shift as “moving from assistance to execution,” including an example in which a worker asks an agent to gather information across sources and draft a presentation rather than ask how to prepare one. OpenAI’s enterprise AI report describes agents connected to company context and tools, with permissions, governance and human review.

The practical distinction is whether the system participates in a process and can complete authorized steps—not whether it gives a longer or more polished answer. An agent’s useful scope is therefore shaped by the workflow, its data and tool access, and the points where a person must review or approve its work.
What adoption figures do—and do not—show
Recent figures point to growing activity, but they measure different things: survey respondents’ experimentation, platform usage or governance maturity. They should not be combined into one market-wide adoption rate.

| Finding | What it measures | How to interpret it |
|---|---|---|
| 75% of surveyed IT application leaders were piloting, deploying or had deployed some form of AI agents; 15% were considering, piloting or deploying fully autonomous agents. | Gartner’s survey of 360 IT application leaders at organizations with at least 250 employees in North America, Europe and Asia/Pacific. Fieldwork was conducted in May and June 2025. | The 75% figure includes “some form” of agents and is not the share using fully autonomous systems. The lower figure uses a different threshold and wording. Gartner’s survey release. |
| The median sector’s enterprise usage grew by more than 6x over the prior 12 months. | OpenAI’s aggregated enterprise usage, reported in 2025. | This is a vendor-specific usage signal, not a universal measure of agent adoption across businesses. OpenAI’s report. |
| Average activated agents rose from 5 in February 2025 to 13 in April 2026. | Activity in Salesforce’s own platform dataset. | This describes activity in that platform, not the number of agents used across all businesses. Salesforce’s Agentic Enterprise Index. |
| 21% of surveyed companies reported having a mature model for AI agent governance. | Deloitte’s survey of 3,235 business and IT leaders across 24 countries and six industries, conducted in August and September 2025. | This is a reported governance-maturity result, not an assessment that the remaining companies have no controls. Gartner’s 2026 analysis of 107 agentic AI deployments argues that focused use cases tend to deliver the greatest business value. It also warns that unmanaged agent sprawl can fragment governance, enable unauthorized actions and elevate security risk. Gartner’s analysis of agentic AI.
How to tell a workflow project from a chatbot pilot
Start by describing the work, not by choosing a system and looking for a task to give it. Deloitte recommends documenting the tasks performed by people and agents, their handoffs and coordination points, and the process KPIs that will indicate whether a redesigned workflow creates value. - Name a bounded process. Specify where the work begins, what it must accomplish and where it ends. Avoid defining the project as “use an agent” or “automate everything.”
- Map tasks and handoffs. Identify what people do, what the agent may do, which tools and company information each step needs, and when responsibility moves between them.
- Set permissions and review points. Define which actions the agent may take, which require approval, and who is accountable for reviewing or correcting its work.
- Choose a process outcome and KPI. Measure the workflow’s intended result rather than counting prompts or agents alone. The KPI should let the team judge whether the redesigned process is useful.
- Monitor the operating model as it scales. Track whether additional agents create duplicated responsibilities, fragmented oversight or access to actions beyond their intended scope.
This approach makes the project testable: it has a specific workflow, defined responsibilities and a way to assess results. Without those elements, a chat pilot can acquire an “agent” label without changing how work gets done.

- Workflow fit: Can the approach support the actual tasks, decisions and handoffs in the process?
- Context and integrations: Can it reach the company information and tools required for the task?
- Permissions and approvals: Can access and allowed actions be bounded, with human approval at the steps that need it?
- Monitoring and accountability: Can the organization review what the agent did and assess whether the process met its KPI?
- Implementation and scale: Can the workflow be introduced and expanded without creating unmanaged agent sprawl?
