For agents to coordinate safely, that layer must make handoffs, shared state, delegated permissions, and recovery explicit—not leave them to a model’s prompt alone.
What is an AI agent harness?
Microsoft describes an agent harness as the runtime scaffolding that turns a language model into an agent capable of doing work. In practical terms, it is the running control layer that connects a model to instructions, tools, memory, execution environments, policies, and oversight. The model generates decisions or requests; the harness determines how those requests are handled and what happens next.

The terminology is not yet consistent across the industry. A useful working distinction, also reflected in Snowflake’s explainer, is:
- Framework: reusable building blocks developers can use to create agent applications.
- Orchestration: the logic that decides which task, agent, or step comes next.
- Harness: the running layer that wires the model and those building blocks together, manages execution, and applies operational controls.
A prompt can describe an agent’s role, but it does not by itself enforce permissions, isolate code, persist state, or create an audit trail. Those controls belong in the surrounding system.

What belongs in the harness?
The architecture can be understood as a path from a user request to controlled execution and back to an observable result. Microsoft’s implementation description is one concrete example, not a universal standard; Snowflake’s explainer identifies a similar set of operating responsibilities.
1. The control loop
The harness receives a request, assembles the relevant instructions and context, calls the model, interprets the response, and decides whether to return an answer, invoke a tool, ask for approval, or continue another step. It should be able to stop a loop that exceeds its allowed scope or cannot make safe progress. The model’s response is an input to that decision, not proof that a requested action is authorized.
2. Tool interface and execution boundary
Tools let agents interact with business systems, data, and code. The harness should validate that a requested tool exists and that the current agent and user are permitted to use it before execution. Snowflake recommends classifying tool actions by permission scope, cost, reversibility, and operational impact so controls can match the risk. For code execution, Snowflake also advises sandboxing to limit file and network access and to separate experimental work from production.
Recommended Free Tools
That boundary matters because actions differ in consequence. Reading approved information is not equivalent to changing a record, sending a message, or running code with access to sensitive systems. The harness should apply the relevant checks at the point of execution, rather than relying solely on instructions asking the model to behave carefully.
3. Context, memory, and task state
Context management determines what information the model sees for a particular step. Memory and persisted state allow a longer-running task to resume and give later steps the information they need. Microsoft’s implementation description includes providers for instructions, tools, memory, and task state, alongside history persistence and optional compaction in the chat pipeline.

For a multi-agent workflow, specify what state is shared, who can read or change it, and how it is isolated between users, tasks, and agents. AWS emphasizes persistent context and isolation for long-running agents, as well as secure discovery and access to tools and other agents. Shared state without ownership and access rules can turn a useful handoff into an unintended data or permission path.
4. Policy, approvals, and identity
The harness applies the rules that govern what an agent may do and when a person must intervene. Microsoft recommends agent charters that document business purpose, responsibilities, role boundaries, and prohibited actions. Those charters should be backed by enforceable permissions and approval policies, not treated as a substitute for them.
For delegated actions, the system needs to establish which agent is acting, on whose authority, and with what permissions. AWS calls out identity, delegated permissions, authentication and authorization between agents, and permission checks for delegated actions. Passing a task to another agent should not silently grant it the initiating agent’s full access.
5. Traces, evaluation, and oversight
Operational records should make it possible to reconstruct the request, the context and tools used, approvals, handoffs, and outcomes. Tracing supports oversight and helps teams investigate errors; evaluation and safety testing help detect regressions as instructions, models, tools, or workflows change. AWS identifies evaluation, safety testing, regression detection, feedback loops, access control, identity propagation, audit trails, and circuit breakers as relevant architecture controls. Google Cloud documents tracing, evaluation, and simulation capabilities in its platform documentation.
Microsoft’s example also includes middleware for approvals and observability, plus a user experience for streaming progress and collecting tool approvals. This illustrates that the harness is not only a backend runtime: the user-facing path may need to show progress and present decisions for review.

How should agents coordinate?
Coordination is a workflow design choice, not a guarantee that adding agents will improve a task. Microsoft’s enterprise guidance recommends defining approved orchestration patterns and agent charters, then choosing the pattern to fit the work.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors| Pattern | Useful when | Tradeoff to plan for |
|---|---|---|
| Sequential chain | Steps depend on earlier results, or clear responsibility and straightforward debugging matter. | Each handoff adds time, so end-to-end latency can increase. |
| Parallel processing | Independent subtasks can be run at the same time and their results combined. | Coordination and error handling become more complex; the workflow must reconcile results and handle failures across branches. |
These are tradeoffs, not universal rankings. A faster parallel path is not automatically better if its outputs are difficult to reconcile; a sequential path is not automatically safer if a critical decision is left to a probabilistic model step.
Make handoffs explicit
For every handoff, define the sending agent’s output, the receiving agent’s permitted responsibilities, the state transferred, and the conditions for success or escalation. AWS discusses agent registries and catalogs for discovering agent capabilities, along with state, protocols, identity, and delegated permissions. A registry can help teams understand which agents are available; it does not, by itself, enforce what they may do.
Use deterministic workflow steps for critical business logic and well-defined handoffs rather than relying only on a model to choose the next action. Microsoft recommends this approach in its enterprise process guidance. Keep parallel branches isolated where possible, and make their shared data and result-merging rules explicit.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Which guardrails keep coordination inside organizational boundaries?
Guardrails need to cover the execution path from request to result. A system prompt or output filter can be one component, but neither replaces access controls, validation, approval checks, or operational monitoring.

- Define purpose and role: document each agent’s business purpose, responsibilities, boundaries, and prohibited actions in a charter, as Microsoft advises.
- Use least privilege: give agents access only to the tools, data, and actions required for their assigned work; check permissions again when a task is delegated.
- Gate consequential actions: require validation or human approval according to the action’s impact and reversibility. Make the approval requirement part of the execution policy.
- Constrain execution: isolate code and limit file or network access where appropriate; keep experimental work separate from production, following Snowflake’s sandboxing guidance.
- Validate outputs: use structured outputs and validation for downstream steps. Microsoft recommends version-controlled instructions, structured outputs, and validation.
- Register and review agents: AWS recommends recording capabilities, permissions, purpose, ownership, versions, dependencies, performance, approval status, and governance classification in an agent registry.
- Plan for failure: define what happens when a tool fails, an agent returns unusable output, an approval is denied, or a workflow exceeds its limits. Circuit breakers and recovery paths help prevent a failing loop from continuing unchecked.
- Test and monitor changes: use tracing, evaluation, safety testing, regression detection, and feedback to find behavior changes after updates to instructions, models, or tools.
Google Cloud describes an Agent Gateway as a central policy enforcement point for tool calls and authentication, with documented capabilities that include agent identity, governance policies, threat scanning, evaluation, simulation, and tracing. These are product-documentation claims, not independent findings about how effective the controls are in a particular deployment.
Managed platform or code-first framework?
The choice is about where the organization wants to place engineering responsibility. Microsoft’s guidance characterizes managed orchestration as a way to accelerate deployment and obtain built-in security, with less customization; code-first frameworks offer more granular control and multicloud flexibility, but require substantial engineering and ongoing maintenance.
| Approach | What the cited documentation supports | What the team still needs to assess |
|---|---|---|
| Managed services | Microsoft describes managed orchestration as a way to accelerate deployment and provide built-in security, while limiting customization. AWS lists Amazon Bedrock AgentCore capabilities for secure execution at scale, session persistence and isolation, and multi-protocol support, with separate memory and identity functions. Google Cloud describes build, runtime, governance, and optimization capabilities, including Agent Gateway, Agent Registry, Agent Identity, evaluation, and tracing. | Whether the service fits required workflows, permissions, data boundaries, integrations, portability, and oversight needs. Vendor documentation describes capabilities; it does not establish comparative performance or suitability for every workload. |
| Code-first frameworks | Microsoft describes this path as offering granular control and multicloud flexibility. | The organization must provide the engineering, security controls, deployment and maintenance processes, and monitoring needed to operate the harness. |
Microsoft’s Agent Framework and Foundry Agent Service are examples of its documented harness and managed orchestration path. Amazon Bedrock AgentCore is AWS’s managed-service path. Google Cloud’s Gemini Enterprise Agent Platform documentation describes a platform spanning build, runtime, governance, and optimization; its page was last updated 2026-10-06 UTC. Product names and capabilities can change, so verify current documentation and regional availability before making a deployment decision.
Architecture checklist before choosing a platform
Use these questions to compare a proposed design against the actual work it will perform:
Free tools Windows power users keep installed
One-click scans. No signup required.
- Are the agent’s purpose, role, prohibited actions, and accountable owner defined?
- Are tools cataloged with their permissions and operational impact, and are requests checked before execution?
- Does the design specify identity, authorization, delegated permissions, and isolation between agents and tasks?
- Is shared state defined, including who can access it and how it persists across a long-running task?
- Is the workflow sequential, parallel, or a deliberate combination—and how are handoffs, failed branches, and conflicting results handled?
- Which actions require human approval, and can the runtime enforce that requirement?
- Are critical steps deterministic and outputs validated before downstream actions?
- Can operators trace decisions and tool calls, evaluate outcomes, detect regressions, and stop unsafe or stuck execution?
- Does a managed service provide enough control for the workload, or does the need for customization justify the engineering and maintenance of a code-first approach?
No coordination pattern or platform is the right answer for every enterprise. The design is sound only when its runtime, permissions, state handling, failure paths, and oversight match the consequences of the work agents are allowed to perform.
