APIs can connect the systems, but the transformation is broader: banks and platform businesses must decide who serves the customer, who supplies the regulated service, how the partners share value, and who manages the risks.
What is embedded finance?
The EBA Open Finance Working Group defines embedded finance as integrating financial services into non-financial platforms to create seamless customer experiences. A customer might pay within a shopping app, seek financing while buying a product, or access earnings through a worker platform instead of moving to a separate financial-services destination.

The financial action is embedded in the customer journey; it does not follow that the platform itself is a bank. The service may be provided through a financial institution and a contractual arrangement with the platform. The precise responsibilities depend on the product, jurisdiction and agreement between the parties.

How does embedded finance work?
An API can let one system request a service or exchange data with another. That technical connection makes integration possible, but it does not by itself create a useful product or a viable operating model. Embedded finance brings together four layers:
- Technical: APIs, data connectivity, authentication and modular systems connect the platform to financial services.
- Product: The business chooses a financial action that fits the moment—for example, a payment at checkout or financing alongside a purchase.
- Operating: The partners must arrange onboarding, customer support, compliance work, data governance, complaints and partner oversight.
- Business: They determine who reaches and serves the customer, how economics are shared, and how risks and responsibilities are allocated.
There is no single architecture or universal allocation of duties. An arrangement that works for a payment product may not be appropriate for lending or deposit accounts. Contracts, local rules and the specific roles of each participant matter.
Why an API project can be a business change
A bank can expose an API without changing how it reaches customers or earns revenue. Embedded finance becomes strategic when the bank uses a connection to participate in another company’s customer journey: it may supply the balance sheet, enable a partner’s offering, distribute a product, or help operate a broader platform.

McKinsey’s API analysis, published around 2022, reported that innovation had moved from the fifth-ranked API objective in 2020 to the leading objective in 2022. The same analysis said three-quarters of APIs in the survey remained internal, while one-quarter were available to partners or the public. Those figures describe the analysis at that time, not the current distribution of banking APIs.
Technology readiness is not the same as launch readiness. McKinsey described a bank whose API-based loan technology was ready while business readiness delayed the product launch by more than six months. Processes, ownership, approvals and partner operations can therefore determine the timetable even when the interface is built.
How is embedded finance different from open banking and BaaS?
These terms are related, but they describe different parts of the picture. Embedded finance describes the customer and distribution proposition: a financial service appears within a non-financial experience. Open banking concerns access to financial data or services through permitted connections. Banking as a service (BaaS) is one possible way a financial institution enables another business to offer banking-related services.

APIs are a technical means of connection, not a business model by themselves. A product can use APIs without being embedded finance, and embedded finance can involve a BaaS arrangement, but BaaS is not the only possible structure.

What roles can a bank take?
The EBA report describes financial institutions as providers, enablers or distributors, with strategies that can also include operating platforms or making strategic investments. These are choices about a bank’s place in the value chain, not a fixed maturity ladder.
| Role | What the institution contributes | Strategic question |
|---|---|---|
| Provider | Financial capacity, including balance-sheet provision for a product. | Can the institution support the product’s financial and risk requirements? |
| Enabler | Capabilities that let a partner incorporate a financial service, potentially through APIs or a BaaS offering. | Can the bank support integration and the operating responsibilities that accompany it? |
| Distributor | Access to customers and a channel through which a financial product is offered. | Does distribution reach a customer need or segment the institution wants to serve? |
| Platform or strategic investor | A broader role in operating an offering or investing in a strategic position in the ecosystem. | Does the institution have the capabilities and appetite for a broader partnership? |
The right role depends on the institution’s strengths, customer needs, market presence and desired position in the value chain. In its analysis of U.S. banks, McKinsey notes that smaller banks may see distribution opportunities but lack the technology or operating capacity to deliver an end-to-end journey. Larger banks may bring balance-sheet capacity and risk controls, while costs and concern about shifting existing business into a new channel can make some partnerships less attractive. These are trade-offs described for U.S. bank choices, not rules for every institution.

What do embedded-finance partnerships look like?
Examples reported in McKinsey’s April 11, 2024 analysis of U.S. banks illustrate how a financial action can sit inside a non-financial service. Their appearance in that analysis does not establish that the programs, terms or partnerships remain available today.
- Restaurant-management software platform Toast partnered with WebBank on a merchant cash advance informed by card-receivables data.
- Uber partnered with Evolve Bank & Trust and accelerated-pay company Branch on a debit Mastercard arrangement intended to help drivers get paid faster and earn fuel rewards.
- Airlines partnered with Uplift and CBW Bank to offer installment loans for flight purchases.
- Citizens Bank began offering installment financing for iPhone purchases through Apple and extended the capability to other e-commerce merchants.
The common pattern is not that every platform provides the financial product itself. Rather, a financial action is offered in a context where it can address a customer need, with participating institutions and businesses contributing different capabilities.
What should leadership decide before launching?
Start with the customer journey, then test whether the business and operating model can support it. The EBA emphasizes choosing roles in light of institutional strengths and customer needs. PwC highlights the need to integrate partnership management into core operating models, manage ecosystem risk and invest in legacy modernization and data protection.
- Find a real point of friction. Identify a specific customer task or obstacle that a financial service could address. Do not start with an API and assume a product will follow.
- Choose the institution’s role. Decide whether the institution will provide the balance sheet, enable a partner, distribute the offer, or take a broader platform role.
- Set ownership and responsibilities. Define who handles customer interaction, onboarding, support, access to data, complaints, recordkeeping and applicable compliance work.
- Check business readiness as well as technical readiness. Confirm that core systems, processes, approvals and partner operations can deliver at the pace the API layer allows.
- Test the economics and strategic fit. Assess whether the arrangement brings access to new customers or a useful niche, and whether it could instead move existing customers into a different channel.
- Plan for failure and oversight. Agree how partners will address service outages, fraud, cybersecurity incidents, privacy issues and other problems, and how each party will monitor the arrangement.
What risks and regulatory questions matter?
Adding a third party can introduce more dependencies and access points. In a joint statement issued July 25, 2024, the Federal Reserve, FDIC and OCC warned that third-party arrangements can amplify operational risks, including fraud, cybersecurity and data-privacy incidents at a third party that then affect a bank. The statement concerns U.S. bank third-party deposit arrangements; it notes that such arrangements may be called BaaS or embedded finance depending on their structure and participants.
For pass-through deposit insurance in the United States, the statement identifies conditions including that funds are first deposited at an insured depository institution, account records disclose the basis for pass-through coverage, the actual owners and their interests can be ascertained, and the ownership relationship is genuine. A platform’s branding alone does not establish pass-through coverage. These conditions concern deposit products and services; they do not mean that every embedded financial product is insured.
Operational issues extend beyond that U.S. deposit guidance. The EBA identifies legacy systems, organizational structures, complex stakeholder interests and data security as challenges. PwC’s recommendations to manage ecosystem risk and build dedicated partner-management capacity point to an important practical requirement: oversight must be part of the operating model, not an afterthought to integration.

Market figures can describe different things and should not be combined as if they measured one embedded-finance market. PwC’s research, approximately 2023, projected that global B2B ecosystem services would reach roughly US$8.4 trillion by 2030, with aggregate growth above 70% over the following seven years. That is a projection for B2B ecosystem services, not embedded-finance revenue.
McKinsey’s April 2024 U.S. bank analysis described the U.S. embedded-finance market as worth $20 billion, but did not provide enough methodological detail to make that figure directly comparable with the PwC ecosystem projection or treat it as a current global market value.
PwC’s 26th Annual Global CEO Survey, published in 2023, found that 61% of financial-services CEOs cited changing consumer behaviour as a threat to profitability, and 74% said they intended to invest in technology such as AI and cloud over the next 12 months. These are attributed survey responses from 2023, not current rates of investment or forecasts of embedded-finance adoption.
