Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsThe Pentagon does not use one universal process to buy AI software. Under a March 6, 2025 directive, the Department of Defense (DoD) prefers its Software Acquisition Pathway for software development components of business and weapon-system programs. For qualifying efforts, the directive also makes Commercial Solutions Openings (CSOs) and Other Transactions (OTs) the default solicitation and award approaches when statutory conditions are met. The route for a particular AI capability still depends on what is being acquired, the program it supports, applicable legal authority, security needs, integration work, and software rights.
There is no single Pentagon AI-buying process
“The Pentagon” is convenient shorthand, but it can give the wrong impression: DoD headquarters does not personally choose and buy every AI application. The 2025 policy is directed to DoD components and applies to software development components of programs. A program office or other responsible DoD organization frames a mission need, determines what kind of software or service could address it, and selects an acquisition approach suited to the program.
As an Amazon Associate I earn from qualifying purchases.
That distinction matters because “AI software” can describe very different things. One effort might develop custom software for a particular mission. Another might integrate software into a larger weapon or business program. A third might acquire a commercial product or related maintenance. Those are not interchangeable purchases, and the same acquisition route is not automatically appropriate for all of them.
The March 6, 2025 memorandum makes the Software Acquisition Pathway (SWP) the preferred route for software development components of business and weapon-system programs. It directs qualifying SWP efforts to use CSOs and OTs as default approaches for solicitation and award, subject to statutory conditions and thresholds. That is a policy preference with qualifications—not a blanket requirement that every AI purchase use an OT, and not permission to skip evaluation, security, or program requirements.

What the Software Acquisition Pathway is—and is not
The SWP is DoD’s pathway for acquiring software capabilities through an iterative approach. Its purpose is to treat software development as work that can be delivered and improved in increments, rather than assume that a complete system must be finished before users can receive any capability. DoD News described a minimum viable product in under a year as a pathway target in a March 10, 2025 account. That target is not a guaranteed schedule for every program, and it does not establish that a specific AI system will be ready for operational use within a year.
The Secretary of Defense’s March 6, 2025 memorandum gave the policy rationale: “Software is at the core of every weapon and supporting system we field to remain the strongest, most lethal fighting force in the world.” The statement explains the emphasis on software acquisition; it does not mean every software-related purchase is an AI project or that every project follows the same process.
Why an AI effort may fit the SWP
An AI capability that involves developing software as a program component may fit the SWP preference. A 2025 U.S. Army University Press article identifies Army Project Linchpin as an SWP example. The example illustrates a possible route; it does not establish that all Army AI programs, or all DoD AI work, use that pathway.

AI can be one component of a larger program acquired through a major-capability or other program pathway. The 2025 article notes that major-capability pathways remain relevant, while software portions may be handled separately. Whether that division makes sense depends on the program’s structure and requirements. The existence of a software-focused preference does not erase other acquisition pathways.

In practical terms, the question is not simply “Is this AI?” It is also “What is the government acquiring?” A software development component, a commercial software product, a service, and an AI feature embedded in a larger program raise different acquisition questions.
How a DoD AI software acquisition typically takes shape
The details vary by component and program. The following sequence describes the decisions that shape an acquisition, not a single mandatory checklist or a promise that every program follows identical steps.
- Define the mission need and scope. The responsible organization identifies the capability need and clarifies whether it is seeking custom software development, software as part of a larger business or weapon-system program, commercial software, or a service. The scope affects which pathway and procurement approach may fit.
- Select an acquisition pathway. For software development components, the 2025 directive establishes the SWP as the preferred pathway. Other pathways remain relevant when the program context warrants them. The choice is not determined by the AI label alone.
- Choose how to reach vendors and make an award. For qualifying SWP efforts, the memorandum directs CSOs and OTs as default approaches when the relevant statutory authorities and thresholds apply. The program still has to evaluate proposals or solutions against its needs and requirements.
- Address security, software rights, and integration. Planning needs to account for cybersecurity and supply-chain concerns, the rights needed for code and supporting materials, and the work required to integrate and operate the software. The 2025 speed-focused policy does not remove those responsibilities.
- Deliver iteratively and assess whether to continue or scale. The SWP is described as iterative. A program can use that approach to deliver software in increments, but the sources do not establish one universal delivery schedule or a guarantee that an initial capability will be suitable for every operational setting.
This sequence helps explain why a procurement announcement or solicitation cannot be understood from the word “AI” alone. The mission, software scope, pathway, legal authority, security conditions, and integration burden determine what the opportunity actually requires.
CSOs and Other Transactions: what the default means
A CSO is a solicitation approach named in the 2025 memorandum for qualifying SWP efforts. An OT is a transaction authority that can be used for an award when the applicable statutory authority and conditions permit it. The memorandum directs these as default approaches for the relevant category of effort; it does not make either approach universally available for every AI purchase.

- [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by
The key qualification is legal eligibility. The directive ties the default to statutory conditions and thresholds. A program cannot treat the terms “CSO” or “OT” as automatic shortcuts around governing law or the conditions of a particular acquisition. Nor does the use of one of these approaches remove the need to assess whether a proposed solution meets mission, integration, security, and program needs.
DoD’s March 7, 2025 background briefing said the policy was intended to widen access for commercial and nontraditional vendors. That goal should not be mistaken for a guarantee that any vendor can participate without satisfying the solicitation’s requirements. A company considering an opportunity still needs to read the specific announcement and understand its technical, security, and contractual terms.
Custom development versus commercial software
DoD treats commercial software and related maintenance through a distinct set of procedures. DFARS Subpart 208.74 governs those needs and directs DoD components to fulfill them in accordance with the DoD Enterprise Software Initiative (ESI). ESI promotes enterprise agreements intended to obtain favorable terms and pricing; it does not dictate which products or services DoD buys.
This distinction can help a reader interpret what a procurement is actually for. A custom-development effort is not the same thing as acquiring a commercial product, and a product purchase is not necessarily the same thing as obtaining development, integration, or maintenance services. The relevant approach depends on the scope of the requirement rather than on whether the software includes AI features.

| Acquisition situation | What the sources establish | What it does not establish |
|---|---|---|
| Software development component of a business or weapon-system program | The March 6, 2025 memorandum makes the SWP the preferred pathway. | It does not say every AI-related effort must use the SWP. |
| Qualifying SWP effort | CSOs and OTs are directed as default solicitation and award approaches where statutory conditions and thresholds apply. | It does not make either approach available regardless of law or program circumstances. |
| Commercial software or related maintenance | DFARS Subpart 208.74 governs the procedures and directs DoD components to fulfill these needs in accordance with ESI. | ESI does not choose the product or service for DoD. |
| AI software within a larger program | Other program pathways, including major-capability pathways, remain relevant; software portions may be handled separately. | The available sources do not establish one standard structure or route for every such program. |
Security, software rights, integration, and sustainment remain part of the purchase
A faster or more flexible acquisition approach does not make the work of making software usable and supportable disappear. DoD’s Software Fast Track (SWFT) initiative addresses cybersecurity and supply-chain requirements, verification, information sharing, and risk determinations. Those concerns matter to AI software as they do to other software, particularly when a capability must operate in a specific mission environment.
Acquisition planning also needs to consider intellectual-property and software-rights questions. Current DFARS guidance points acquisition personnel toward software pathway and IP guidance. The practical issue is what rights and materials the government will need for its intended use and future support. Relevant planning may include code, documentation, test materials, deployment needs, and operational requirements; the applicable terms depend on the solicitation and agreement.
Integration is another consequential part of scope. Software may need to work with existing systems, data, or operating processes, and the mission environment can impose constraints that do not appear in a general product description. Classification, cyber authorization, mission assurance, data availability, and user testing may affect a program’s timing and delivery choices. The sources do not provide a universal security-authorization timeline for AI software.

Sustainment should not be treated as an afterthought to initial delivery. A program’s acquisition decisions can affect whether it has the rights, documentation, verification information, and deployment arrangements needed to support software over time. The available sources identify these areas as planning concerns but do not prescribe one set of contract terms for every AI capability.

How long does it take to field AI software?
There is no reliable universal timeline in the available DoD material. The SWP’s under-one-year minimum viable product language is a target or description, not a guarantee for a new AI procurement. An early software increment is also not automatically equivalent to a fully integrated, authorized, and fielded capability.
DoD’s published figures illustrate the pathway’s use and reported cadence, but each figure measures something different. They should not be combined into a claim that a particular project will deliver on a particular schedule.
| Reported figure | Source and date | What it measures—and what it does not |
|---|---|---|
| 82 SWP programs and nearly 400% growth since the pathway launched in October 2020 | DoD briefing officials, published March 7, 2025 | A program count and reported growth; the count was attributed to an unnamed defense official, not described as an independently audited total. |
| Approximately 50% annual growth in programs adopting the pathway during FY23–24 | DoD Chief Information Officer implementation-plan summary, 2025 | An adoption rate, not a measure of delivery success. |
| 75% of SWP programs delivered on cadences shorter than six months; 74 active programs and $13.1 billion in spending | DoD, August 2024 | A dated, program-level snapshot. It is not a current 2026 program count or a prediction for an individual AI effort. |
| Minimum viable product in under a year | DoD News, March 10, 2025 | A pathway target or description, not evidence that every program meets it. |
These distinctions are important. A program count is not a delivery measure; adoption growth is not success; a cadence statistic from 2024 is not a current count; and a target is not a contractual or operational guarantee. For a specific solicitation, the program’s stated milestones and constraints are more useful than a general pathway statistic.
What vendors and interested readers should look for
A company seeking DoD work should start with the actual opportunity, not assume that the policy preference itself creates a procurement or a route to award. The solicitation or announcement defines the need and the conditions of participation. An interested reader can use the following questions to understand what kind of opportunity it is:
- What is being acquired? Look for whether the scope is custom development, a commercial product, maintenance, a service, integration, or a combination.
- Which program context applies? Determine whether the effort is presented as a software development component or part of a larger business, weapon-system, or major-capability program.
- Which pathway and instrument are named? If a CSO or OT is used, the opportunity’s terms and applicable authority matter; the labels alone do not explain eligibility or evaluation.
- What mission and deployment conditions are specified? Look for integration, data, user, operational, and security requirements that shape whether a solution can be used.
- What rights and support are required? Review requirements concerning software, code, documentation, testing, deployment, and sustainment rather than focusing only on initial delivery.
- What does the schedule actually promise? Distinguish stated solicitation milestones from broad pathway targets and historical program-level statistics.
These questions are useful for understanding a procurement, but they are not substitutes for the solicitation’s terms or the applicable acquisition rules. Each opportunity must be read on its own facts.
What the policy does not mean
- It does not mean every DoD AI product is bought through the SWP.
- It does not mean every SWP effort must use a CSO or OT regardless of statutory authority or thresholds.
- It does not mean commercial software and maintenance are automatically handled like custom development.
- It does not mean a faster delivery target overrides cybersecurity, supply-chain, software-rights, integration, or mission requirements.
- It does not establish a universal AI procurement price, award example, security timeline, or fielding schedule.
The policy and figures described here are grounded in DoD materials available through October 9, 2026. Acquisition policy and DFARS provisions can change; a live solicitation and the current applicable rules govern a particular opportunity. DFARS Subpart 208.74 was effective May 7, 2026, according to the current enterprise software page referenced in the source material.
