Google Search works in three distinct stages: it discovers and crawls URLs, analyzes crawled pages and may add them to its index, then selects and ranks indexed pages for a particular search. Each stage has its own failure points: discovery is not a crawl, a crawl is not indexing, and indexing does not guarantee visibility for a query.
The three stages of Google Search
It helps to picture Google Search as a sequence of decisions rather than a single act of “ranking.” Google first needs to learn that a URL exists, then retrieve and understand its content, and finally decide whether that content belongs among the results for a particular search. These steps are related, but none guarantees the next one.

| Stage | What happens | What it does not guarantee |
|---|---|---|
| Crawling | Googlebot discovers a URL and requests its page or resources. | That the page will be stored in the index. |
| Indexing | Google analyzes a crawled page and may store information about it, sometimes choosing a canonical page for a group of similar URLs. | That the page will be shown for a search. |
| Serving and ranking | For a user’s query, Google searches its index and orders results its systems judge relevant and useful. | A fixed position across queries, users, or contexts. |
This distinction is the starting point for understanding both how Google Search works and what a site owner can diagnose when a page is missing.
How Google discovers and crawls pages
Discovery: how a URL becomes known
The web has no central registry containing every page. Google has to discover URLs through information it can access. One important route is links from pages Google already knows about. A sitemap can also provide Google with URLs to learn about. These routes help make a page discoverable; neither means Google must crawl it or include it in results.

A useful mental model is that a sitemap is a list of directions, not an order to visit every destination. Google’s guidance says submitting a sitemap can help it learn about URLs, but it does not guarantee that they will be included in the index or improve their ranking. A page may be listed in a sitemap and still be absent from search.
Crawling: Googlebot requests a page
After a URL is known, Googlebot—the name for Google’s web crawler—may fetch it. Google uses automated systems to determine which sites to crawl, how often to revisit them, and how many pages to request. There is no stated universal schedule or crawl rate that a site owner can assume. The outcome can depend on whether Googlebot can reach the site and on the site’s own access rules and technical condition.
Robots.txt rules can prevent crawling. Server or network availability problems can also stop a request from succeeding. Server errors matter beyond a single failed page: Google says errors can cause Googlebot to slow its crawling. A site that is intermittently unreachable may therefore have a different crawl outcome from one that consistently responds.
Google may render pages and run JavaScript using a recent version of Chrome to see content that depends on client-side code. “May” is important: it does not establish that every page, script, image, or other resource will be fetched or rendered successfully. A page owner should not treat the possibility of rendering as a guarantee that all content produced in the browser will be available to Google.

What crawling means—and what it does not
A successful crawl means Googlebot retrieved something from a URL. It does not mean that Google considers the page suitable for its index, nor that the page will rank for any search. Conversely, if a page has not been crawled, it is premature to treat its absence as a ranking judgment: Google may not yet know its URL, may be unable to access it, or may not have requested it.
How Google analyzes and indexes a page
Understanding the page
After crawling, Google attempts to interpret what it fetched. Its documented analysis includes the page’s textual content and metadata such as the title element and image alt attributes, as well as images and video. This is broader than simply reading one visible sentence, but it does not mean that Google understands every page exactly as a person would. Page design that makes content difficult to process can be an indexing problem.
Content and technical directives both matter at this stage. Google identifies low-quality content and directives that disallow indexing as possible reasons a crawled page may not be indexed. A crawl report alone therefore cannot settle whether the page is eligible to appear in Search: the content, directives, and Google’s processing of the page also matter.

Google can group similar pages into a cluster and select one canonical page to represent that group. This is one reason two URLs that appear to a site owner to be separate pages may not both be represented independently in search. Signals Google may consider include HTTPS, redirects, sitemap inclusion, and a rel="canonical" annotation.

A canonical annotation expresses a preference; it is not a command that guarantees Google will select that URL. Google makes its own canonical selection from the signals it sees. The documentation for Google’s canonicalization guidance was last updated on August 20, 2026 UTC, but the date of that page update should not be confused with a promise that every canonical decision follows a publicly predictable formula.
These signals play different roles. A redirect points a URL elsewhere, while a canonical annotation indicates a preferred representative among similar pages. Sitemap inclusion can support a preference signal, but it does not force that outcome. If Google selects a different canonical than the one a site owner prefers, that is an indexing and URL-consolidation issue—not evidence that the page has simply received a low ranking.
Why indexing is not automatic
Google may store information about a page and its cluster in its index, but it does not guarantee indexing after a crawl. A page can be omitted because of indexing directives, content-quality concerns, difficulty processing its design, or Google’s decision about how to represent similar pages. Following published guidance does not create a guarantee of crawling, indexing, or display.

How Google serves and ranks results
Ranking is tied to a particular search
When someone searches, Google searches its index and returns pages its systems consider relevant and useful for that query. The question is not simply whether a page “ranks”; it is whether Google selects it for a particular search in a particular context. Relevance can depend on factors including the user’s location, language, and device. Results and search features can therefore differ even when people are using the same words.

Google describes ranking as programmatic. It does not publish a complete formula that would allow a site owner to predict a position with certainty. A page can be indexed but not appear for a given query because Google’s systems do not select it as sufficiently relevant or useful in that context, or because other results better meet the query. That outcome is distinct from a crawling or indexing failure.
What Google’s ranking systems do
Google describes a broad, evolving set of ranking systems rather than a single score or a checklist every page can pass. Examples include systems that help interpret relationships between words and concepts, systems for analyzing links, systems that respond to queries where newer information is expected, systems intended to support original content, and passage ranking, which can identify relevant sections within a page.
- Language and concepts: RankBrain and neural matching help Google connect words and concepts rather than relying only on exact word matches.
- Links: Link analysis, including PageRank, is one part of Google’s systems for understanding pages and their relationships.
- Freshness: Freshness systems apply to searches where people are expected to want newer information; this does not imply that every query rewards the newest page.
- Originality: Original-content systems are among the systems Google describes as relevant to ranking.
- Relevant sections: Passage ranking can help identify a useful section within a page, rather than treating the entire page as one undifferentiated block.
These examples explain kinds of tasks the systems address; they are not a complete ranking formula, nor a set of independent switches a publisher can turn on. Google’s descriptions can evolve as its systems change.

Historical system names need context
Some familiar names are easy to misread as current, standalone ranking controls. Google says the helpful content system became part of its core ranking systems in March 2024. Panda and Penguin are described as systems that evolved into or were integrated with core systems, not as unchanged, separate switches that can be diagnosed from a page’s position alone.

Google also says MUM is not used for general ranking in Search, although it is used for specific applications. Its mention in Google documentation should not be interpreted as evidence that MUM determines ordinary search rankings. Treat named systems as descriptions of components and capabilities, not as a public recipe for achieving a particular position.

Start by identifying the stage at which the page appears to be stuck. “It is not on Google” can describe several different conditions, and each points to a different question. Search Console, which Google makes available at no cost to site owners, can report on crawling and visibility and is a sensible first diagnostic for a site owner.
- The URL may not be discovered. Check whether Google has a route to learn about the URL, such as a link from a page it knows or its inclusion in a sitemap. A sitemap may help with discovery, but submitting one does not force a crawl.
- The URL may be inaccessible to Googlebot. Consider whether robots.txt rules block access, whether the server or network is available, and whether requests are returning errors. A crawl-access problem should be addressed before drawing conclusions about ranking.
- The page may have been crawled but not indexed. Consider whether an indexing directive prevents inclusion, whether the page is difficult to process, whether Google selected another canonical URL, or whether the content is not considered suitable for the index. Crawling and indexing are separate outcomes.
- The page may be indexed but absent for the search you tried. This is a serving and relevance question. The query, language, location, device, and competing pages can affect what Google displays. Index inclusion alone does not promise a visible result for every search.
This sequence prevents a common diagnostic mistake: changing page content in response to what is actually a crawl-access problem, or repeatedly submitting a sitemap when the page is already indexed but is not selected for a particular query. Diagnose the stage first, then investigate the signals relevant to that stage.

What website owners can—and cannot—control
Site owners can make URLs easier to discover, keep pages accessible, avoid unintended crawl or indexing restrictions, and give Google clear information about similar URLs. They can also use Search Console to examine crawling and visibility. Those actions improve the conditions under which Google can process a site; they do not give a site owner control over Google’s final decisions.
Google explicitly says it does not accept payment to crawl a site more frequently or rank it higher. Paying for something cannot buy a guaranteed position or make indexing automatic. Nor do sitemap submission, a canonical preference, or compliance with published guidance compel Google to crawl, index, or serve a page.
The practical distinction is between providing clear, accessible pages and controlling the outcome. The former is within a site owner’s influence; whether Google selects a page for a query, and where it appears, remains a decision made by Google’s systems.
