How Does a VPN Work? A Simple Guide

A VPN sends your traffic through an encrypted tunnel to a provider's server, which forwards it to the website. Here is what that changes, what it leaves exposed, and whom you must trust.

A VPN changes two things about your internet traffic: the route it takes and who can see what is inside it. Your device sends its traffic through an encrypted tunnel to a VPN server, and that server forwards the request onward to the website you are visiting. The website then sees the VPN server as the source of the request, not your device. The tunnel protects the path between your device and the provider. It does not make your browsing anonymous, and it does not replace the other security measures you rely on.

How Do VPNs Actually Work?

A VPN (virtual private network) is a service in which a client app on your device creates an encrypted connection to a server run by the VPN provider. Cloudflare’s overview of VPNs describes this basic model, and it is the same model used in consumer apps and in work setups.

Without a VPN, your device sends requests through your internet service provider (ISP) directly toward the destination. With a VPN, the traffic takes a detour: it first travels through the encrypted tunnel to the VPN server, and only then leaves for the destination.

The path a request takes

  1. The VPN client opens the tunnel. The app on your device connects to the provider’s VPN server and establishes an encrypted connection.
  2. Your traffic travels through your network and ISP inside the tunnel. Those networks still carry the packets, but they handle encrypted data rather than readable contents.
  3. The VPN server forwards the request. The server sends your request on to the destination website.
  4. The reply returns through the VPN server. The website answers the VPN server, which passes the response back through the tunnel to your device.

In short form, the route looks like this:

device / VPN client → encrypted tunnel through ISP → VPN server → destination website

The encryption in this chain covers the segment between your device and the VPN provider. It does not mean every later segment is encrypted by the VPN. What happens after traffic leaves the tunnel is covered in the trust section below.

Where HTTPS fits

HTTPS is a separate layer that protects the connection between your browser and the website. A VPN does not replace it. The Electronic Frontier Foundation (EFF) describes a VPN as transport-layer encryption, meaning it secures the path your traffic takes, while HTTPS secures the connection to the site itself. Using both means each layer protects a different segment. Using only one leaves the other segment unprotected.

What each party can see

A VPN moves visibility around rather than removing it. The table below shows who can see what, based on the EFF guides.

Party What it can see Source
Local Wi-Fi operator and ISP That you connect to a VPN service. The encrypted tunnel limits their view into the traffic inside it. EFF, What Should I Know About Encryption?
VPN provider Traffic after it exits your device and reaches the provider. EFF says the provider can see, store, and modify this traffic. EFF, What Should I Know About Encryption?
Destination website A request that appears to come from the VPN server’s IP address. Your original IP address is generally masked, and your apparent location may change. EFF, Choosing the VPN That’s Right for You

The destination’s view is the one most people notice first. Masking an IP address is not the same as anonymity: a site can still receive whatever information you send it, such as details you enter into forms or log in with.

Whom you now have to trust

Choosing a VPN shifts trust rather than eliminating it. Your ISP is replaced in part by the VPN provider as the party that handles your traffic in readable form. EFF’s guide on encryption makes this point directly: the provider is a party you must trust.

When you evaluate a provider, these are the questions to answer rather than assume:

What a VPN does and does not protect against

EFF’s guide on choosing a VPN describes the core purpose in these terms: “The reality is that VPNs are best suited for one thing: routing your network connection through a different network.” This is EFF’s assessment of what a VPN is for, not a formal standards definition.

TP-Link Dual-Band AX3000 Wi-Fi 6 Wireless Gigabit Internet Router for Home
  • Next-Gen Gigabit Wi-Fi 6 Speeds: 2402 Mbps on 5 GHz and 574 Mbps on 2.4 GHz bands ensure smoother streaming and faster downloads; support VPN server and VPN client¹
  • A More Responsive Experience: Enjoy smooth gaming, video streaming, and live feeds simultaneously. OFDMA makes your Wi-Fi stronger by allowing multiple clients to share one band at the same time, cutting latency and jitter.²
  • Expanded Wi-Fi Coverage: 4 high-gain external antennas and Beamforming technology combine to extend strong, reliable, Wi-Fi throughout your home.
  • Improved Battery Life: Target Wake Time helps your devices to communicate efficiently while consuming less power.
  • Improved Cooling Design: No heat ups, no throttles. A larger heat sink and redefined case design cools the WiFi 6 system and enables your network to stay at top speeds in more versatile environments.
  • A VPN can help with: reducing how much of your traffic your local network and ISP can read, changing the IP address that destination sites see, and certain situations involving local or region-based IP blocking. EFF’s guide on network censorship discusses these circumstances, and cautions that a VPN may not work depending on the situation (EFF, How to: Understand and Circumvent Network Censorship).
  • A VPN does not by itself: prevent malware, stop all tracking, defeat every form of surveillance, or guarantee privacy. EFF warns that VPN marketing often overstates these benefits.
  • A VPN does not replace: HTTPS, secure devices, careful account practices, or a trustworthy provider.

Work VPN versus personal VPN

The same underlying technology serves two different purposes, with different owners and different trust relationships.

Aspect Work VPN Personal VPN
Who sets it up The organization, for authorized remote users The individual, who chooses a provider
Typical purpose Access to an organization’s internal network or resources Routing general internet traffic through the provider’s server
Trust relationship Governed by the employer’s instructions and policies Governed by the provider’s own privacy and security practices
What to do Follow employer instructions for access Evaluate the provider using the questions above

Context matters for the personal case. CISA’s December 2024 mobile communications guidance advises against personal VPN use in that mobile-security context. It describes such a VPN as shifting residual risks from the ISP to a VPN provider, and warns that some providers have questionable security and privacy policies. The same guidance distinguishes an organization-required VPN client used to access organizational data. Treat CISA’s advice as specific to mobile security guidance, not as a universal ban on VPN use (CISA, Mobile Communications Best Practice Guidance, December 2024).
