For a ranked event, the organizer selects the eligible VRS list or lists, sets an invitation starting rank and number of places, then offers invitations in order. A roster generally needs at least three of its five players from the invited roster to play every match to accept; Major invitations have a stricter intact-roster rule.
Open qualifiers and, in limited circumstances, Wildcard Invites provide other entry routes. The exact list, cutoff, filters and deadlines depend on the event’s rules and announcement, so a team’s ranking alone does not establish that it will receive or can accept an invitation.

What VRS ranks—and what an invitation means
Valve Regional Standings (VRS) is Valve’s official system for ranking the performance of Counter-Strike 2 rosters. Valve publishes the rankings monthly, and they form the basis for direct VRS invitations. In the rules, a roster means five specific athletes. The team organization’s name is not the thing being ranked: if players later move to another organization, that fact alone does not turn the old roster into a different five-player group or transfer its invitation eligibility to any lineup the organization fields.
A direct invitation is an offer to a particular roster for a particular tournament, not a general qualification earned by an organization. The offer is governed by the VRS list and event criteria the organizer has selected, the invitation date, and the roster-continuity requirements. A high position can make a roster eligible to be considered, but it does not guarantee an invite to every event: organizers decide which list or lists to use, how many direct places to allocate, and where invitations begin.

The official materials cited here do not explain the VRS scoring formula. It is therefore not possible to infer from these rules alone how a match result or roster change changes a ranking. For a particular event, the organizer’s current announcement and rulebook are needed to identify the applicable standings and conditions.
How direct VRS invitations are issued
- The organizer selects the list or lists. A tournament may draw from one or more VRS lists. The event’s own rules determine which lists apply and how many invitations come from each.
- The organizer sets the starting point and slot count. The rules must establish the rank at which invitations begin and the number of rosters to invite. Different events can use different cutoffs or allocation choices.
- The applicable standings are fixed by the invitation date. For a ranked tournament, the organizer must use the latest VRS version available on the date invitations are sent. The current Tournament Operation Requirements also say the version applicable to a tournament is the version current as of its Additional Information deadline; check the event documents for the controlling dates and version.
- Invitations move sequentially through the selected list. The organizer sends offers down the list from its announced starting point. If a roster declines or cannot accept, the organizer proceeds to the next eligible roster rather than skipping ahead based on an unstated preference.
- The roster must satisfy the acceptance conditions. It must meet the event’s invitation criteria, have at least three athletes from the invited roster who will play every match, and not already have declined that event invitation.
These steps make the invitation date important in two ways: it determines which VRS version is used and which players count as members of the roster for the continuity test. A ranking list viewed later may not be the list that governed an earlier invitation.
How many players can change and keep a general VRS invite?
For the general direct-invite rule, at least three athletes from the invited roster must remain and play every match of the event. In practical terms, that permits no more than two of the five roster players to be replaced while still satisfying this particular minimum. It is not a blanket right to make two changes: the event may impose additional criteria, the replacement lineup still has to meet them, and the same three qualifying athletes must play every match.

A lineup with only A and B from the invited roster does not meet it. Nor does a lineup that starts with three of the invited players but later leaves one of them out of a match. The relevant count is not simply how many familiar names appear on a team page; it is whether at least three athletes from the invited roster actually play every match.

This is the general ranked-event standard described in Valve’s tournament requirements. A Major uses a separate and stricter condition: its rulebook requires the invited roster to remain intact. Do not apply the general three-player minimum as if it overrides that Major-specific requirement.
Other ways to enter a ranked tournament
Open qualifiers
Valve’s rules permit open qualifiers, subject to the event’s tier and applicable requirements. They can serve as a route into an event independently of receiving a direct VRS invite. If a ranked tournament has fewer eligible VRS rosters than the number of announced direct-invite slots, the organizer may fill the shortfall with open qualifiers. Qualifier entry criteria must be reasonable, transparent and not designed to target particular rosters.
Check the event announcement for qualifier dates, format and eligibility terms; the general rules do not establish one universal qualifier format or calendar. The fact that an event has VRS invites does not by itself tell you whether open qualifiers are available or how many places they provide.

Wildcard Invites are limited additions to VRS invitations, not an unrestricted substitute for the standings. For each eight rosters invited from a VRS, an organizer may issue two Wildcard Invites. A wildcard roster must be ranked below 12 on the Global VRS and satisfy at least one of the following tests on the invitation date:

- At least three of its players were individually members of a top-12 roster on an invitation VRS list during the preceding six months; or
- The roster placed first or second at a tournament of equal or lower tier during the preceding six months.
The two tests are alternatives: meeting either one is enough, provided the Global VRS rank condition is also met. The relevant six-month period is measured against the invitation date, so a roster should verify its standing and results against the event’s actual timeline.
How Tier 1 and Tier 2 requirements differ
Tier affects how much an event can rely on direct VRS invitations and what other conditions may apply. The baseline differences in Valve’s rules are:
| Requirement | Tier 1 | Tier 2 |
|---|---|---|
| Direct VRS invitations | Must invite at least 20 rosters directly from official VRS lists. | May rely entirely on open qualifiers. If it uses direct VRS invitations, it must invite at least four rosters. |
| Starting rank | Must begin with the top-ranked roster. | The cited general requirements do not establish the same top-ranked starting-point requirement. |
| Main Stage size | Must have a Main Stage with at least eight rosters. | The cited general requirements do not specify a minimum Main Stage size. |
| Permitted filters | The cited general requirements do not specify the Tier 2 filter allowance. | When using direct VRS invites, may apply non-targeting filters such as country or gender. |
“Not specified” in this comparison means the cited general tier rules do not provide that particular requirement; it does not mean an event has no other rules. The event’s own materials may add criteria, and any filter must be read in context rather than assumed from the tier label alone.
Major invitations and regional places
Majors have their own Supplemental Rulebook. The rulebook describes 32 invitation places: 16 for Stage 1, eight for Stage 2 and eight for Stage 3. Regional stage allocations are connected to regional teams’ performance at the preceding Major: each team from a region that reached Stage 3 earns that region a Stage 2 invitation, while each team that reached the playoffs earns a Stage 3 invitation.

| Major stage | Places described in the rulebook | Allocation basis described |
|---|---|---|
| Stage 1 | 16 | Regional allocation is governed by the applicable Major rules and event-specific distribution. |
| Stage 2 | 8 | Each team from a region that reached Stage 3 at the previous Major earns its region a Stage 2 invitation. |
| Stage 3 | 8 | Each team that reached the playoffs at the previous Major earns its region a Stage 3 invitation. |
The rulebook’s displayed Winter 2025 allocation is an example for that event, not a permanent map of places. Allocations can change with the prior Major’s results and the current event’s rules. A team should use the allocation published for the Major it is entering, not carry forward an old stage distribution.
Order of Major invitations and what happens if a roster cannot take its place
Major invitations are sent first to Stage 3 invitees, then Stage 2, then Stage 1. The roster must remain intact under the Major rulebook. If it declines or is no longer intact, the next-highest-ranked roster receives the invitation. If no roster remains to take the place, a last-chance regional qualifier fills it. This is a distinct replacement mechanism from simply applying the general three-player test.
How a Major assigns a roster to a region
The region represented by the majority of a roster’s players determines its regional assignment. If player representation is tied, the tie is resolved by the region with greater Major representation, in this order: Europe, then Americas, then Asia. A roster cannot receive a regional assignment if it appeared on another region’s VRS list during the preceding three calendar months.

VAC bans: use the rule for the event in question
The Major Supplemental Rulebook says a player VAC-banned in Counter-Strike may not be qualified or allowed to participate in a qualifying event unless Valve approves that player in writing. The same section gives Valve discretion to disqualify participants. A player or team assessing Major eligibility should therefore read the current Major rules and obtain any applicable written approval rather than rely on an older generalization.
A 2021 Valve announcement for the RMR described a different, time-limited test for that RMR context: a VAC ban disqualified a player if it had been received less than five years earlier or after the player’s first Valve-sponsored event. That announcement concerns its stated historical RMR rules; it should not be presented as a universal current VAC policy for every CS2 tournament. The event’s current rulebook governs.
How to check a specific event’s invitation rules
Before treating a ranking as an invite—or assuming a lineup change is allowed—work through the event’s published information in this order:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Confirm the event and tier. Determine whether it is a ranked Tier 1 or Tier 2 tournament, a Major, or another event with its own rules. The Major Supplemental Rulebook adds requirements beyond the general ranked-event framework.
- Identify the selected VRS list or lists. Note the region or Global VRS list used and how many slots are allocated to each. A team’s position on a different list may not be relevant to that event’s invitations.
- Check the controlling VRS version and dates. Compare the invitation date with the applicable standings and the event’s Additional Information deadline. Do not substitute a newer monthly list for the version the rules say applies.
- Read the starting rank, slot count and filters. Establish where invitations begin, how many direct slots exist, and whether country, gender or other permitted criteria affect eligibility.
- Account for alternatives and replacements. Check whether open qualifiers or Wildcard Invites are offered, and what happens if a roster declines or is ineligible. For a Major, also check the stage allocation and last-chance regional qualifier provisions.
- Test the exact lineup against continuity rules. For a general direct invite, confirm that at least three invited-roster athletes will play every match. For a Major, confirm that the invited roster remains intact.
- Read all event-specific eligibility terms. This includes any applicable VAC-ban provision and other stated requirements. If the rule is unclear, the event’s current announcement and rulebook—not a rule from another event or year—are the relevant references.
Two tournaments can use the same monthly VRS and still produce different invitation outcomes because their chosen lists, starting ranks, slot counts, filters, alternative routes and roster conditions differ. Compare those items directly instead of comparing only the teams’ positions in a standings snapshot.
