A copper or gold mine expansion can increase royalty or stream payments when the agreement covers the added production, recovered or payable metal, or cash flow. It does not automatically raise the contractual rate or guarantee higher payments: coverage, measurement rules, thresholds, deductions, purchase prices and timing all matter.
What an expansion changes—and what it does not
More nameplate capacity alone does not establish a larger payment. The relevant question is whether the agreement calculates payments from production or cash flows affected by the expansion. Actual ore processed, grades, recoveries, payable metal, the covered property and contractual definitions can all matter.

A production-based royalty applies an agreed rate to a defined base, such as net smelter returns (NSR) or specified production. A stream is different: it is a purchase agreement under which a financier receives a defined amount or percentage of metal, usually in exchange for an upfront payment and continuing purchase payments. A stream may be measured against payable metal, recovered metal or another defined measure; the label alone does not tell you how expansion affects it. Royal Gold’s Kansanshi disclosure and Centerra Gold’s Mount Milligan filing illustrate different structures.
How to assess a specific mine agreement
- Identify the covered property. Check whether the agreement applies to the whole mine, a defined claim or area, specified deposits, or production from particular facilities. Do not assume a new pit, deposit or processing plant is covered merely because it belongs to the same project.
- Find the payment base and metal definition. Determine whether the calculation uses mined or processed material, recovered or payable metal, shipments, or net smelter returns. These measures are not interchangeable.
- Read the rate or delivery formula. A royalty may apply a percentage to its defined base; a stream may specify a percentage or ounces delivered per unit of metal production. Check whether the formula changes at cumulative delivery thresholds.
- Account for cash deductions and ongoing payments. Review allowable deductions from a royalty base and any stream purchase price, buyback or other adjustment. A larger gross production base does not necessarily translate dollar-for-dollar into a holder’s cash receipts.
- Check all triggers and timing. Thresholds may be cumulative, annual, tied to commodity prices or free cash flow, or triggered by a date. A step-up or step-down can change the amount or timing even if the underlying production rate is unchanged.
- Separate plans from results. Classify the expansion as planned, commissioned, ramping or producing. Operator guidance and technical-report forecasts are not realized production, and neither by itself proves what a royalty or stream holder will receive.
Examples: expansion can affect streams and royalties in different ways
The examples below show why the agreement and the mine plan need to be examined separately. They involve distinct properties and contract structures, not a sector-wide rule.

Kansanshi: copper output indexes gold-stream deliveries
Royal Gold’s August 5, 2025 disclosure says its Kansanshi gold stream is indexed to recovered copper. Under the stated formula, deliveries are 75 ounces of gold per million pounds of recovered copper until 425,000 ounces have been delivered; 55 ounces per million pounds from that point through 650,000 ounces; and 45 ounces per million pounds thereafter. Royal Gold initially pays 20% of spot gold for delivered ounces, with a disclosed condition under which that ongoing payment can rise to 35%. These are contract terms, not a fixed forecast of additional gold deliveries from any particular increment of copper output. Royal Gold’s announcement describes the formula and payment condition.
Royal Gold’s 2025/2026 Asset Handbook reports First Quantum’s guidance of 175,000–205,000 tonnes of copper in 2026, 210,000–240,000 tonnes in 2027 and 230,000–260,000 tonnes in 2028, attributing the increase over that period to the S3 Expansion ramp-up and grade profile. Those are operator guidance figures as reported by Royal Gold, not realized production or a guaranteed stream-payment forecast. The guidance is in tonnes of copper; the stream formula uses pounds of recovered copper and is subject to delivery thresholds, so the figures cannot be equated without recovery and contract calculations.

Mount Milligan: the stream percentage stays distinct from added payment terms
Centerra Gold’s 2025 Annual Information Form reports that the existing Mount Milligan stream remains at 35% of gold and 18.75% of copper production, with ongoing payments of $435 per ounce of gold and 15% of copper spot price per metric tonne. A separate agreement adds cash-payment thresholds. The first is reached after delivery of either 375,000 ounces of gold or 30,000 tonnes of copper from shipments after January 1, 2024. Later thresholds are 665,000 ounces of gold and 60,000 tonnes of copper. Centerra expected the first threshold around 2030 and the later thresholds around 2036; those dates are company expectations in the cited filing, not confirmation that milestones have been achieved.

Corresponding copper payments are 50% and then 66% of spot. The additional agreement also provides a 5% free-cash-flow royalty after specified delivery conditions or by the stated outside date, potentially rising to 10% after further thresholds. No payment is due for a calendar year with negative free cash flow, and negative free cash flow can be recouped before payments resume. This financing amendment adds separate cash-flow-based terms without changing the stated underlying stream percentages. The terms and expectations are in Centerra’s 2025 Annual Information Form.

Taca Taca: a planned capacity increase under an NSR
Metalla’s MD&A for the three months ended March 31, 2026 reports that an updated technical report for First Quantum’s Taca Taca project supports initial processing capacity of 40 Mtpa, expanding to 60 Mtpa in the fifth year. The report figures cited by Metalla include average annual production in the first ten years of 291 kt of copper and 133 koz of gold, and a 35-year initial mine life. Metalla reports a 0.42% NSR royalty, subject to a buyback based on proven reserves in a feasibility study multiplied by prevailing market prices of applicable commodities. These are plans and reported royalty terms, not evidence of operating expansion or increased royalty receipts. Metalla’s financial reports contain the disclosure.
Why payment-base interpretation can matter
At Mount Milligan, a dispute over the royalty calculation illustrates that the defined payment base can affect amounts owed even where a stream is also in place. Centerra’s 2025 Annual Information Form, filed as a SEC exhibit in 2026, says the B.C. Court of Appeal issued a written decision on January 13, 2026 determining that TCM should calculate the royalty on the full amounts received from concentrate offtakers, notwithstanding its immediate obligation under the stream agreement to use part of those proceeds to purchase gold and copper credits for Royal Gold. The filing says this overturned a prior B.C. Supreme Court decision and that Centerra was assessing historical and future recalculations; it does not establish the final amount of any such recalculation. Centerra’s filing reports the decision and its stated response.

What can be concluded about an unnamed mine?
Without the executed agreement and updated production or recovery assumptions, the effect of an expansion on a particular holder’s payments cannot be calculated. Disclosures may omit contract details or report forecasts rather than realized output. The Kansanshi, Mount Milligan and Taca Taca examples show possible mechanisms—production-linked delivery, thresholds, free-cash-flow terms and an NSR—but do not establish an average industry effect or a jurisdiction-wide rule.
