But there is no globally agreed rule specifying one required form of real-time human approval for every strike.
How an autonomous weapon selects a target
In the International Committee of the Red Cross’s (ICRC) framing, an autonomous weapon system selects and applies force to targets without human intervention. A person may activate the system without knowing exactly what it will strike, or the precise place and time of an engagement. After activation, sensors collect information from the environment; software compares that information with a generalized target profile; and the system can trigger an engagement if it detects a match. The ICRC’s explanation of autonomous weapons describes this sensor-and-software process.

As Neil Davison, an ICRC senior scientific and policy adviser, puts it: “This is because an autonomous weapon is triggered by sensors and software, which match what the sensors detect in the environment against a ‘target profile’.” (ICRC)
Autonomous weapons are not the same as all military AI
Military systems may use AI for surveillance, navigation, data analysis, or recommendations without allowing software to select and apply force. If a system analyzes information or proposes an option while a human remains the decision-maker, the ICRC does not classify that decision-support tool as an autonomous weapon in that circumstance. The important distinction is not whether AI is present, but whether the system itself selects and engages targets without further human intervention. (ICRC FAQ on AI in the military domain)

What international law requires—and what remains unsettled
International humanitarian law (IHL), including the rules governing the conduct of hostilities, applies to autonomous weapon systems. The ICRC reports that states party to the Convention on Certain Conventional Weapons reaffirmed IHL’s applicability in 2019, and that UN General Assembly resolutions echoed that position in 2023 and 2024. The ICRC also emphasizes that humans using weapons must fulfill the obligations that IHL places on them. (ICRC: Autonomous Weapon Systems and International Humanitarian Law)
That does not settle exactly what level of human control every system must have. States differ on the specific design and use limits that existing IHL entails, and the ICRC says that states still need to determine the necessary kind and degree of control. There is no single globally agreed rule requiring a person to approve each target with a final button press. The established point is human responsibility; the precise controls needed to discharge it remain contested. (ICRC statement on autonomous weapons)
The ICRC recommends negotiating a binding instrument that would prohibit unpredictable autonomous weapons and systems designed or used to apply force directly against people, while strictly restricting other systems. In its proposal, restrictions would address factors such as target, geographic area, duration, situation, and scale. This is an ICRC recommendation, not a description of a treaty already in force. What meaningful human control can involve
An ICRC and Stockholm International Peace Research Institute (SIPRI) framework groups human-control measures into three broad areas: limits on weapon parameters, limits on the environment where the weapon operates, and human supervision. (ICRC and SIPRI, Limits on Autonomy in Weapon Systems)

Set limits on the weapon’s parameters
Define what the weapon is allowed to engage—for example, the permitted target types—and the task it is authorized to perform. A narrow, specified target category is a different control from leaving a system free to act on a broad profile.
Constrain the operating environment
Specify where, for how long, and under what conditions the system may operate. These limits matter because effects must be sufficiently predictable and reliable for the authorized use. The ICRC connects predictability and reliability to constraints on targets, task, environment, geographic space, and duration. (ICRC statement)
Provide supervision and a way to intervene
Operators need to understand what the system is doing, monitor it appropriately, and have a practical means to intervene or deactivate it. A control plan should also say what happens if the system encounters conditions outside its authorized limits—for example, whether it stops, terminates an engagement, or requests additional operator input.
- What target categories can it engage, and what tasks are excluded?
- What geographic boundaries, time limits, and operating conditions apply?
- Can the system’s effects be predicted and relied on within those bounds?
- What information will an operator receive, and can they intervene or deactivate the system in time?
- How does it respond when it cannot remain within its authorized boundaries?
These questions make “human control” concrete: the relevant issue is not simply whether a person is somewhere in the process, but whether limits, supervision, and intervention are adequate for the system and its intended use.

U.S. policy example: DoD Directive 3000.09
DoD Directive 3000.09 is a U.S. Department of Defense policy, not an international treaty or a universal legal test. The Congressional Research Service (CRS) says the directive was updated in January 2023. It calls for “human judgment over the use of force”; CRS explains that this can mean involvement in decisions about how, when, where, and why a weapon is used, not necessarily manual control of the weapon itself. As summarized by CRS, the directive’s process includes training for operators and commanders, human-machine interfaces designed to be understandable, and realistic testing against adaptive adversaries and operational constraints. It also requires engagement termination or additional operator input if a system cannot stay within intended time, geographic, environmental, or operational boundaries. Covered systems receive senior-level review, with approvals before development and fielding under the directive’s process. Those requirements illustrate one national policy approach; they do not establish what every state must do under international law.
Human decision-support systems need safeguards too
A recommendation system leaves the formal decision with a person, but that does not make its influence harmless. Under time pressure, an operator may over-trust a machine-generated recommendation and rubber-stamp it—a risk often described as automation bias. An adversary may also manipulate data or exploit system vulnerabilities, potentially distorting the information on which people rely.
