Alignment asks whether an AI system’s objectives and behavior reflect the goals and values it should follow. Safety is broader: it aims to reduce harm from the system, including harm caused by misalignment, misuse, vulnerabilities, or wider effects of deployment.
What is the difference between AI alignment and AI safety?
A practical way to distinguish the terms is to ask two questions:
- Alignment: Is the system pursuing the goals and values it ought to pursue?
- Safety: What could cause harm, and what steps can reduce its likelihood or impact?
The International Scientific Report on the Safety of Advanced AI defines alignment as the challenge of making general-purpose AI systems act in accordance with their developer’s goals and interests. That challenge includes specifying objectives that reward intended behavior and ensuring that behavior transfers from training situations to real-world use, especially in high-stakes cases. The report explains that a system can be trained using correct feedback and still fail if the objective is an imperfect proxy or the training examples do not cover situations it encounters after deployment.
Safety includes alignment work, but also measures such as preventing misuse, testing for vulnerabilities, monitoring systems after deployment, and deciding when or how to release them. The boundary is not identical across every organization or research context, so “alignment is part of safety” is a useful broad framing rather than a universal taxonomy.

Why alignment is more than following instructions
Following an instruction is not automatically the same as acting in line with the right goal or values. A system might optimize a poorly specified objective, or follow a request literally while missing the intent or relevant constraints. It may also behave appropriately in familiar training or test cases without handling an unfamiliar, high-stakes situation as intended.

OpenAI’s article “An Alien Mind” offers a useful distinction between two alignment questions:
Goal alignment
Goal alignment asks whether the AI tries to accomplish the goal set before it. This draws attention to how the goal is specified: an objective can be followed competently yet still fail to capture what people intended.

Value alignment
Value alignment asks whether the system holds and generalizes high-level principles, including when objectives are unclear or conflicting or circumstances are unfamiliar. OpenAI notes that the boundary between goal and value alignment can be blurry; these are useful lenses for organizing the problem, not universally standardized categories.
What AI safety adds beyond alignment
Safety considers the whole path from development through deployment, not only what objective a model appears to pursue. OpenAI describes safety as enabling AI’s positive impacts while mitigating negative ones, and identifies risks that include human misuse, misaligned AI, and societal disruption. That framing shows why a system could be aligned with its intended objective yet still contribute to harm if people misuse it or deployment creates risks beyond the model’s behavior.

In its account of its own approach, OpenAI describes “defense in depth”: combining model training and instruction handling with adversarial robustness, post-deployment monitoring, security, component and end-to-end testing, external red teaming, and deployment criteria. OpenAI says safeguards have different strengths and gaps, which is why it layers them rather than relying on one intervention. This is an organizational description, not the only safety framework used across the field.

The International Scientific Report on the Safety of Advanced AI says no currently known method provides strong assurances or guarantees against harm associated with general-purpose AI. It notes that current techniques for aligning behavior with developer intentions rely heavily on human data, such as feedback, which can reflect human error and bias. Imperfect proxies and the difficulty of carrying training behavior into real-world contexts create additional limits.

That is a reason to combine alignment work with broader risk management, not a reason to treat alignment as futile. Training and evaluation can help shape behavior, while monitoring, security, misuse controls, and deployment choices address other ways harm can occur. A system’s performance on familiar tests alone does not establish that it will be safe in every context.
