How Data Centers Turn Waste Heat Into Usable Energy

Data centers can supply nearby buildings and heating networks with server heat, but heat pumps, short connections, matched demand and independent cooling are essential.

Data centers reuse waste heat by capturing warmth from servers, transferring it into a separate water circuit and, often, using a heat pump to raise its temperature. Insulated pipes then carry the heat to a nearby building or district-heating network. The technology is established, but a useful project depends on more than the amount of heat a facility produces: temperature, distance, timing, network access and the need to keep servers safely cooled all matter.

What data-center waste heat is—and what can actually be reused

Servers use electricity to process and store information. Almost all of the electricity consumed by computing equipment eventually becomes heat. The European Commission Joint Research Centre’s 2020 technical report says that over 98% of data-center energy is eventually dissipated as waste heat. That figure describes energy becoming heat; it does not mean that more than 98% can be captured, delivered at a useful temperature or sold economically. JRC technical report (2020)

Cooling equipment removes heat from servers so they can operate within safe conditions. A heat-reuse system diverts some of that warmth to a customer instead of rejecting all of it outdoors. The amount that can be reused is therefore not simply the facility’s total electricity consumption. It depends on how much heat the cooling system can transfer, the temperature at which it is available, the heat user’s requirements and whether supply and demand coincide.

The basic chain is: servers produce heat → cooling carries it away → a heat exchanger transfers it to a separate loop → a heat pump may raise its temperature → pipes deliver it to a user. A building or district-heating system must be able to accept the delivered water temperature and flow. Controls coordinate the heat-reuse equipment with the cooling system and the receiving network.

How heat moves from servers to a building

1. Cooling collects heat from computing equipment

Fans move air through equipment, or liquid cooling carries heat away from chips and other components. In either arrangement, the warmed air or cooling water is the heat source. The cooling system’s first job remains keeping computing equipment within safe operating conditions; heat recovery is an additional use for some of the energy it removes.

2. A heat exchanger transfers it into another circuit

A heat exchanger moves thermal energy from the data center’s cooling loop into a separate water circuit without making the two loops one system. The secondary loop can then connect to a building, an industrial heat user or a district-heating network. Pipework, pumps and controls form part of the connection; having warm cooling water at the facility does not by itself deliver heat to a customer.

3. A heat pump raises the temperature when necessary

Heat from servers is often low-grade: it may be warm enough to be valuable but too cool to enter a conventional heating network directly. A heat pump uses electricity to move heat from a lower-temperature source to a higher-temperature destination. This can make the source useful for district-heating water or a building loop that needs hotter water. The International Energy Agency notes that district-heating heat pumps can use waste-heat sources below 45°C. That is a general source-temperature statement, not a guarantee of any particular project’s output or efficiency. Performance depends on the source and delivery temperatures, operating conditions, equipment and electricity supply. IEA analysis of heat pumps in district heating and cooling

The larger the temperature increase required, the more closely a project must examine heat-pump performance and electricity use. A low-temperature network, or a nearby user that can use relatively warm water, may need a smaller temperature lift than a network demanding hotter supply water.

4. Pipes and controls connect the source to the heat user

Insulated pipes carry the heated water to a building or network, where the heat can serve space heating or other compatible uses. The receiving system determines the temperature and flow it can accept. Its operating rules, return-water temperature and connection arrangements can constrain how much heat is useful. A buffer store can hold heat for later, but storage adds equipment and cost.

What a real temperature lift can look like

A documented design in Braunschweig shows how a heat pump can bridge the gap between data-center cooling water and district-heating supply. In that project, the data-center cooling water enters at 25°C and leaves at 18°C while the heat pump raises district-heating return water to a 70°C supply temperature. The design uses recovered heat as base load for a new residential area of 600 housing units. A connection to the existing network provides flexibility and peak shaving. These are design details for that project, not standard temperatures or a guarantee that another site can serve the same number of homes. IEA DHC Low-Temperature District Heating Implementation Guidebook (2021)

Where recovered heat can go

The most practical destination is usually a nearby user with steady demand and infrastructure that can accept the heat. A short connection reduces the amount of pipework required and limits heat losses. Three common routes are direct use in a nearby building, injection into a district-heating network, or supply to an industrial heat user. Which route works depends on the site and the customer, not on a universal ranking.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Route What makes it a fit Key questions
Nearby building loop A close building can use the available heat through a compatible heating loop. Can its system accept the available temperature and flow? Does its demand match the data center’s heat output?
District heating A nearby network can distribute heat to connected buildings and may provide a broader customer base. Will the network accept the temperature, flow and connection? Do its operating rules, contract and heat tariff make the connection workable?
Industrial heat user A nearby industrial process may provide a useful destination for recovered heat. Does the process require a compatible temperature and a sufficiently reliable supply, and can the connection be made economically?

These are screening questions, not a project ranking. The sources available do not establish one harmonized, measured dataset for comparing projects. A serious comparison needs the heat source’s temperature and hourly profile, the user’s delivery requirements, connection distance, storage and backup needs, cooling resilience, and the buyer’s commercial terms.

Why location and demand determine whether heat has value

A data center can produce heat continuously yet still be poorly located for reuse. A distant customer may require costly pipework and incur greater heat losses. Even a nearby district-heating network is not automatically a buyer: its temperatures, available flow, return temperatures and operating rules must suit the proposed connection, and the network operator must be willing to accept the heat both technically and contractually. JRC technical report (2020)

Time matters as much as distance. Space-heating demand is seasonal and often falls in summer, while data centers prioritize dependable computing and may keep producing heat. A project can therefore have heat available at times when its customers need less. Heat pumps have significant capital costs, so the number of hours they operate over a year also matters to a project’s economics.

Thermal storage can help shift heat across time. IEA District Heating and Cooling describes pit, borehole and aquifer storage as ways to retain heat from summer for winter use. Storage does not remove the need to plan for seasonal variation: winter peak loads may still require other heat sources. IEA DHC Annex XIV project on seasonal storage and heat pumps

What deployment figures show—and what they do not

Operating connections and regional estimates show that data-center heat can contribute to heating supply, but neither proves that every nearby facility can support a viable project.

  • Stockholm: The IEA’s 2025 Energy and AI report says Stockholm Data Parks had connected more than 20 data centers to the city’s heating network and met 1.5% of system demand. The report also cites a reduction of 50 g CO₂ per kWh of heat supplied, attributing that emissions figure to Covenant of Mayors (2023). The emissions figure belongs to that cited case and should not be generalized to other networks. IEA, Energy and AI (2025)
  • European potential: The same IEA report estimates that reused data-center heat could meet about 300 TWh of heating demand within a few kilometres by 2030, equivalent to 10% of Europe’s space-heating needs. This is a geospatial potential estimate based on assumptions about recovery rates and heat pumps, not a forecast that all the heat will be recovered, connected or sold. IEA, Energy and AI (2025)
  • Proximity screen: The IEA’s 2025 geospatial analysis finds that around 10% of Europe’s building space-heat demand is within 5 kilometres of a data center that is also within a district-heating service area. Proximity identifies places worth assessing; it does not establish technical or commercial viability. IEA, Energy and AI (2025)
  • High-temperature modelling: Oak Ridge National Laboratory’s 2024 paper models six high-temperature heat-pump configurations for supplying heat up to 120°C and applies them to a case study based on the Frontier high-performance-computing data center. Under its selected assumptions, the study reports modelled reductions of 33,100–33,200 metric tons of CO₂ per year for a one-megawatt heat pump. These are modelling results, not measured savings from an installed system at Frontier. Oak Ridge National Laboratory study (2024)

The figures answer different questions: an operating network’s contribution, a potential estimate, a proximity analysis and a modelled case study. They should not be treated as interchangeable evidence of heat delivered or emissions avoided at a typical facility. The broader opportunity is meaningful, but data-center heat cannot be assumed to meet most total heating demand by itself. IEA, Energy and AI (2025)

Reliability comes before heat recovery

Heat reuse must not make server cooling dependent on a customer’s willingness or ability to take heat. If the receiving network cannot accept the available heat, the data center still needs a safe way to remove it. Independent cooling and heat-rejection capacity protect the computing operation when a heat pump, pipe connection or heat customer is unavailable.

An IEA DHC case study at TU Darmstadt describes a project where available heat was lower and less constant than expected. Network flow also fell below assumptions, causing return temperatures to rise and leading to shutdown or inefficient heat-pump operation. The case illustrates why designers need conservative heat profiles and realistic network-flow assumptions rather than treating estimated output as guaranteed supply. The same case-study report states: “The highest priority for the HPC operator is of course the fail-safe operation of the computer and not the utilization of the waste heat.” That is a project lesson, not a universal quotation from a named individual. IEA DHC decentralised-energy case studies

How to assess whether a project is viable

A credible assessment begins with the match between heat source and heat user, then tests the physical connection, operating profile, resilience and commercial terms. These checks help distinguish heat that exists from heat that can actually be delivered and used.

  1. Measure the source profile. Establish the cooling-loop temperature and how much heat is available across operating conditions and over time. Do not treat total data-center electricity use as recoverable heat.
  2. Specify what the user needs. Document the required delivery temperature, flow and operating schedule for the building, network or industrial process.
  3. Calculate the temperature lift. Determine whether direct use is possible or a heat pump is needed. Assess its performance and electricity use under the actual source and delivery temperatures.
  4. Check the route and network. Assess distance, pipework, insulation, connection access, network flow and return temperature, and whether the receiving system will accept the heat.
  5. Match supply with demand. Compare hourly and seasonal profiles. Identify whether storage can help and what other sources are needed for peak demand or periods when recovered heat is unavailable.
  6. Protect independent cooling. Keep computing operations safe if the heat user cannot take heat or the recovery system is offline. Heat reuse must remain subordinate to fail-safe operation.
  7. Agree the commercial arrangement. The data-center operator, heat network or customer, building owner and any energy-service provider need workable responsibilities, connection terms, tariffs and allocation of risk. A possible heat flow alone does not prove a viable heat sale.

Why data-center heat is useful but not automatic

Waste-heat reuse works when a nearby customer can use the heat, the temperature can be brought to the customer’s requirements, the connection fits the network and the timing supports enough useful operation. Heat pumps can make low-grade sources valuable, and storage can help address mismatches, but both add equipment and project considerations. The facility must retain a reliable way to cool its servers regardless of whether the heat is being used.

That is why the strongest opportunities combine a steady heat source, nearby and dependable demand, compatible heating infrastructure, and agreements that make the connection practical. Heat that is technically recoverable is only the first step; usable energy is heat delivered when and where a customer can accept it.
