How Data Centers Reduce Energy Use With Cooling and Workload Management

Data centers can reduce avoidable energy use by improving airflow, matching cooling to real-time conditions, and scheduling only workloads flexible enough to shift.

Data centers reduce avoidable energy use by improving how air and heat move through a facility, controlling cooling against real-time thermal conditions, and shifting only workloads that can safely wait or run elsewhere. The right combination depends on the site’s equipment, climate, reliability requirements, and service commitments; no single cooling design or scheduling policy fits every data center.

Why cooling and workload management matter

Cooling is a significant but highly variable share of data-center electricity use. The International Energy Agency (IEA) reported in its 2025 Energy and AI analysis that cooling accounted for about 7% of electricity use in efficient hyperscale data centers and more than 30% in less-efficient enterprise facilities. Those figures describe different facility types, not a target range or a prediction for an individual site. Operators need site-level metering to know their own cooling share.

The broader energy context is also changing. The IEA estimated data centers used 415 TWh of electricity worldwide in 2024, about 1.5% of global electricity consumption. Its Base Case projects roughly 945 TWh in 2030; that is a forecast, not a measured outcome. IEA, Energy and AI (2025).

Cooling and computing are connected: the IT equipment produces heat, while fans, pumps, chillers, and other equipment remove it. Changes to IT efficiency or environmental conditions can therefore have secondary effects on mechanical and electrical systems. The U.S. Department of Energy’s 2024 design guide treats IT efficiency, environmental conditions, air management, cooling and electrical systems, heat recovery, and benchmarking as related efficiency topics. It also cautions that no one design is the most efficient for every scenario. DOE FEMP, Best Practices Guide for Energy-Efficient Data Center Design (2024).

How cooling and airflow improvements reduce waste

Manage the path from equipment to cooling plant

Start by understanding where heat is produced and how air travels through the room. Rack layout, inlet temperatures, containment, fans, pumps, and cooling-plant operation interact. Poor airflow management can make some areas too warm while other areas receive more cooling than they need. The useful response is not simply to lower a room-wide temperature setting: it is to measure conditions across the facility and adjust the system within equipment and reliability limits.

Air management should be evaluated against the specific room and equipment. For example, rack blanking panels may be relevant where openings allow hot and cold air to mix, but their fit and effect depend on rack dimensions and the facility’s airflow design. They are an air-management measure, not a substitute for checking temperatures, fan operation, or the cooling system as a whole.

Use controls that respond to measured conditions

Cooling controls can use thermal sensors and facility-management hardware and software to show how HVAC operation affects conditions across a site. The DOE’s profile of a Vigilent system describes monitoring and adaptive control of air-handling units (AHUs) and computer-room air conditioners (CRACs), including load balancing. Its stated capability is that it “Can be used to monitor and control data center cooling in real time.” DOE, Vigilent data-center cooling-management profile.

The profile reports annual savings of more than 2.3 million kWh at California data-center sites, but the page does not state the year for that case-study figure. Treat it as a historical example, not a current benchmark or a likely result for another facility. Savings depend on the starting condition, site, and implementation.

Compare designs against the site’s constraints

When assessing a cooling change, compare the existing facility type and measured cooling share with the proposed equipment and control changes. Track energy and thermal performance together; a lower electricity reading is not an improvement if it creates unacceptable inlet temperatures or reliability risk. Also consider retrofit and capital needs, compatibility with racks and controls, and any water or heat-rejection consequences supported by site data.

ASHRAE Standard 90.4-2022 provides a design and operations framework that includes mechanical load and electrical-loss components, as well as credits for heat recovery and shared-space economizers. Its fact sheet states a scope covering conditioned floor space above 20 W/ft² and IT equipment loads greater than 10 kW. Those scope values do not by themselves establish a project’s compliance: verify the applicable standard edition, project scope, and local code adoption. ASHRAE Standard 90.4 resources.

How workload management can shift energy use

Separate flexible jobs from work that must run now

Workload management can improve utilization, reduce peaks, or move eligible work across time or location. It cannot treat every job as flexible. User-facing services and workloads with fixed service-level objectives may need immediate capacity; batch processing or simulations may have completion windows that permit delay. Before shifting work, identify which jobs are eligible, the maximum acceptable delay, and any service, infrastructure, or contractual limits.

Schedule against carbon or electricity signals

Carbon-aware scheduling moves flexible computing toward hours or locations with lower forecast grid carbon intensity. A 2021 Google-authored paper describes one approach using day-ahead carbon-intensity forecasts and hourly capacity limits for temporally flexible jobs. The limits preserve daily capacity while accounting for service and infrastructure constraints. This is a documented Google approach, not evidence of universal deployment or a quantified reduction in total compute energy. Shifting work can change when or where electricity is consumed without necessarily reducing the amount of computation or energy used. Google-authored paper on carbon-aware computing (2021).

Account for broader flexibility options and barriers

Flexibility may extend beyond job scheduling to supporting infrastructure and additional flexibility assets. The IEA 4E EDNA review published in July 2026 distinguishes market-, grid-, and system-serving flexibility and notes that operational and economic barriers vary by data-center type. In practice, a flexibility plan requires permission to defer or relocate workloads, suitable systems, and incentives that make the change workable. IEA 4E EDNA publications.

How to evaluate a site-specific efficiency plan

  1. Establish a baseline. Meter IT and facility energy, and record thermal conditions and cooling-system operation. Do not infer a site’s cooling share from industry-wide facility examples.
  2. Identify avoidable cooling load. Review airflow paths, rack layout, temperature patterns, and cooling equipment performance. Set reliability and thermal limits before changing controls or operating conditions.
  3. Test control changes against measured conditions. Use sensor data to determine whether AHU, CRAC, fan, pump, and plant operation can better match actual cooling need. Verify that changes do not create hot spots or compromise service.
  4. Classify workload flexibility. Record which jobs can move, their completion windows, and the effect on service-level objectives. Keep inflexible work outside a shifting policy.
  5. Choose dispatch signals and constraints. Decide whether time or location changes should respond to carbon-intensity forecasts, electricity prices, or another operational signal. Account for capacity, infrastructure, and contractual limits.
  6. Measure outcomes separately. Track facility energy, IT energy, thermal and reliability performance, and workload completion. A carbon-aware shift may improve the timing or location of electricity use without reducing total compute energy.

The DOE’s design guide covers a range of scenarios rather than naming one optimal solution. For both cooling and workload measures, the defensible choice is the one that improves measured performance while meeting the site’s operational requirements.
