Data center power usage effectiveness is calculated by dividing the facility’s total data center energy by the energy used by its IT equipment over the same continuous 12-month period: PUE = EDC / EIT. Both values are energy totals, usually expressed in kilowatt-hours (kWh), so the result is a ratio.
What the PUE number measures
PUE describes how much energy a data center uses in total relative to the energy consumed by equipment that stores, processes, and transports data. It is a facility-energy indicator: the numerator covers energy within the defined data center boundary, while the denominator covers the IT equipment within the applicable computer-room, telecommunications-room, and control-room spaces.

A PUE of 1.5 means total data center energy for the measured period was 1.5 times the IT equipment energy for that same period. It does not say how much useful computing work the facility delivered, how much carbon it emitted, or how much water it used. Those are different questions and require other measures.

What belongs in the numerator and denominator
Total data center energy: EDC
The numerator is the total energy consumed within the defined data center boundary. That boundary is central to the result: it determines which facility and energy supplies are counted. ISO/IEC 30134-2:2026 identifies energy supplied at the boundary and discusses on-site generation and non-electric energy sources. The exact accounting treatment for a particular supply arrangement should be checked in the full standard rather than inferred from the short public preview.

In practical terms, the numerator includes the facility energy associated with operating the data center, not only energy delivered to computing hardware. Cooling and air handling, lighting, and controllers are examples of non-IT electrical loads identified in the standard’s definitions and symbols. These loads contribute to total facility energy, even though they are not part of the IT denominator.
IT equipment energy: EIT
The denominator is the energy consumed by equipment used to store, process, and transport data. Examples include servers, storage systems, network equipment, communications equipment, and telecommunications equipment in the relevant rooms. It is not the data center’s total electricity use, nor is it a measure of the number of servers, their rated power, or their computing output.
For the ratio to describe the intended facility, the boundary for IT energy must be consistent with the boundary and reporting approach for total data center energy. If a building contains both data center and non-data-center functions, or if a supply arrangement crosses facility boundaries, the operator needs to identify what is counted. The 2026 standard includes a mixed-use building PUE derivative, but its detailed method and rules are in the full text.

Calculate PUE step by step
- Define the facility boundary. Record which data center spaces, energy supplies, and relevant facility loads are included. Note any shared-building conditions or on-site generation that may affect accounting.
- Choose the reporting period. For standard PUE, use a continuous 12-month period. The total-facility and IT energy totals must cover the same period; comparing a full-year numerator with a shorter or different-period denominator does not produce a like-for-like annual result.
- Obtain the two energy totals. Determine EDC for energy within the defined data center boundary and EIT for the covered IT equipment. The public ISO preview identifies measurement categories, but does not expose all detailed procedural requirements, such as exact meter locations or category-specific reporting rules.
- Divide total facility energy by IT energy. Keep both values in matching energy units, such as kWh. Because the units cancel, report the quotient as a ratio, not as kWh.
- Label the result with its scope. State the period, facility boundary, and measurement category alongside the number. If the result is for a non-annual period or a restricted boundary, identify the relevant PUE variant instead of presenting it as standard annual PUE.
Worked example
Suppose a hypothetical facility records 12,000,000 kWh of total data center energy and 8,000,000 kWh of IT equipment energy across the same continuous 12 months. Dividing 12,000,000 by 8,000,000 gives a PUE of 1.5. This is illustrative arithmetic, not a measured result or an industry benchmark.
The calculation says the facility used 50 percent more energy in total than its IT equipment consumed during that period. The difference between the two totals reflects energy counted in the facility numerator but not the IT denominator; it is not, by itself, a diagnosis of which system caused the difference or whether the facility is well optimized.
Which PUE variant applies?
The name of the metric should make clear whether the result is a full-year standard PUE or a variant. ISO/IEC 30134-2:2026 defines the following terms:

| Metric | What it describes | When to use the label |
|---|---|---|
| PUE | Ratio of total data center energy to IT equipment energy over a continuous 12-month period. | For a result measured over the standard annual period. |
| iPUE | Interim PUE for a specified period other than a continuous 12-month period. | For shorter or otherwise non-annual reporting periods. State the actual period; do not present interim data as an annual result. |
| pPUE | Partial PUE for a defined boundary. | When the reported measurement covers a specified portion or boundary rather than the full applicable facility scope. |
| dPUE | Designed PUE, a projection based on design targets. | For a design-stage projection, not an operating result measured from energy use. |
| mPUE | Mixed-use building PUE for the data center portion of a mixed-use building. | When a data center is within a building that also serves other uses. |
The labels are not interchangeable. A projected design value and an interim operating measurement answer different questions from a full-year PUE. Likewise, partial or mixed-use measurements need their scope made explicit so a reader does not assume they cover the same facility boundary as another reported value.

A lower PUE indicates a smaller ratio of total facility energy to IT energy, but the number alone does not establish that one data center is more efficient in useful computing terms. Before comparing values, check whether they describe comparable measurements:
- Boundary: Which facility areas and energy supplies were included? Different boundaries can change the numerator or the IT denominator.
- Period: Do the values cover the same length and type of period? Standard PUE uses continuous 12-month measurements; an interim figure should be identified as iPUE.
- Measurement category and method: Were measurements taken and reported under comparable categories? The current standard defines categories, while its public preview does not provide every procedural detail.
- Building context: Is one facility part of a mixed-use building? A result using the mPUE derivative should not be assumed to have the same scope as a whole-site value.
- IT energy and workload context: PUE is a ratio with IT energy in its denominator. Differences in IT energy or workload can affect the ratio, but PUE does not quantify computing work per unit of energy.
For a useful comparison, report the value with its measurement boundary, period, and category. Do not present a benchmark as an ISO limit or target: the ISO/IEC 30134 series does not specify KPI limits or targets, and it does not imply a combined overall KPI unless that is explicitly stated.

What PUE does not tell you
PUE focuses on the energy associated with supporting infrastructure relative to IT energy. It can help track that relationship over time when the site uses a consistent scope and comparable measurement approach. It is not a standalone measure of computing productivity, carbon intensity, water consumption, or total environmental performance.
For example, the ratio does not disclose the emissions associated with the energy supply, nor does it translate facility energy into completed workloads or useful output. A reader seeking those answers needs additional, appropriately defined metrics. Treating PUE as a complete sustainability score or a direct measure of computing efficiency overstates what the ratio establishes.

The ISO public preview lists changes in the 2026 edition concerning required boundary measurements; on-site electricity generation; recording EDC and EIT; use of watt meters; exported non-electric energy; cases where energy cannot be accounted for or measured as specified; the new mPUE derivative; and additional designed-PUE examples. A preview does not provide all detailed requirements, so it is not enough to settle exact meter placement, category-specific reporting rules, unmeasured energy, or supply-specific accounting for an implementation.
The full standard is sold by standards publishers; IEC lists paper and digital formats. Anyone implementing formal measurement or reporting should verify the edition and format before purchasing, and consult the full ISO/IEC 30134-2:2026 text for requirements that are not set out in the public preview.
Reporting a PUE result clearly
A useful report gives enough context for someone else to understand what the ratio represents. At minimum, pair the value with its period, measurement boundary, and category. For a non-standard reporting interval, say iPUE and state the interval; for a partial boundary, say pPUE and define it; for a design projection, identify dPUE; and for a mixed-use building, identify mPUE. Avoid a bare figure that could be mistaken for an annual whole-facility result.

Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →There is no current industry-average PUE figure established here, and the standard does not set a universal target. Any claim that a facility is above or below an industry norm therefore needs a separate, traceable benchmark that specifies its publisher, year, geography, and measurement method. Without that context, the defensible interpretation is limited to the site’s own stated ratio and scope.
