Cybersecurity controls can help organizations see where AI is being used, who or what is using it, and how much that activity consumes. That visibility can support better cost attribution and guardrails—but security controls do not automatically reduce spend, and the available reporting does not establish a guaranteed saving.
Why AI token costs are difficult to control
AI spending is often spread across model providers, APIs, copilots, software features, experiments, and business units. When each team has a different entry point, finance and technology leaders may struggle to connect a bill to a user, application, workflow, or business result. McKinsey says organizations need a consolidated view of consumption to attribute usage and forecast demand; based on its experience, it estimates that 20–30% of AI spend is often unaccounted for. That is an experience-based estimate, not a universal audited rate. McKinsey’s analysis describes the challenge.

Accenture’s 2026 guide draws on a survey of 750 senior global executives across 17 countries and interviews with 15 technology and finance leaders at Fortune 500 companies. It reports that less than one dollar in five of enterprise token spend could be traced to a quantified financial outcome, and that 35% of companies could calculate cost per business outcome even for their largest AI use case. These findings point to an attribution problem as much as a billing problem. Accenture’s guide, published September 10, 2026, also reports that 78% of respondents expected token consumption to grow over the next 24 months; this is a forecast from respondents, not an observed future result. One in three organizations said it exhausted its token budget before year-end.

McKinsey cites research in which token use for the same task varied by as much as 30 times. The study’s abstract describes its scope.

How security visibility can become cost visibility
AI security work often begins by finding the systems in use and mapping how they interact with prompts, data, tools, and users. That inventory can reveal AI activity that is otherwise scattered across teams or embedded in software features. Once requests can be associated with identities and workflows, the same visibility can help explain consumption.
Rocky Giglio, founder and CEO of Cloud Security Pros, told CRN: “By taking this approach of, ‘Let’s think about control around these [AI technologies],’ we accidentally end up with visibility into what’s running and what it costs you.” CRN also describes related work at Presidio. Chris Cagnazzi, Presidio’s chief innovation officer, told CRN: “First, we need a visibility tool. And then, how do we then provide not only visibility, but actionable items that come out of that visibility?” CRN’s report frames cost visibility as an added benefit of security and governance work.
Microsoft corporate vice president for threat protection Rob Lefferts told CRN that with Project Perception, “a front-running tenet [is] to make sure that we give really clear visibility on where tokens are being spent and the ability to control and guide that.” These are examples of an operational approach, not evidence that security tooling by itself delivers a defined reduction in costs.

A practical operating model for governing AI use
1. Inventory AI entry points and assign ownership
Build an inventory of sanctioned models and services, API integrations, copilots, AI-enabled software features, internal experiments, and agents. Connect each entry point to an accountable owner, identity, application, business unit, and cost center. The inventory should make unmanaged or duplicated use visible without treating every unfamiliar use as automatically malicious.
2. Capture request-level consumption and attribution
Collect usage and cost data at a level that can support action: user or service identity, application, workflow, model, business unit, and cost center. A total provider bill alone cannot show which workflow is driving demand or whether the usage produced value. Compare visibility solutions by the vendors and AI entry points they cover, the detail of their attribution, and whether teams can act on the resulting data.
3. Set access and spending policies
Define which models are approved for which tasks, which roles may use them, and when premium-model requests require approval. Add token budgets, spend thresholds, context limits, and escalation paths. Security controls for prompts, data flows, and agent identities complement these spending rules by limiting access to sensitive data and reducing the chance that an agent can take actions beyond its intended role. McKinsey discusses centralized controls and governance in its AI demand analysis.

4. Route and optimize requests against real requirements
A centralized AI control plane can combine request telemetry, attribution, policy enforcement, budgets, and model routing. Requests can be routed according to cost, quality, latency, risk, and availability rather than sent to the same model by default. Potential optimization areas include caching repeated requests, standardizing prompts, reducing unnecessary agent loops, limiting output length, and selecting a model sized to the task. Measure the effect in the organization’s own workloads: none of these techniques guarantees a fixed saving in every deployment.
5. Train users and review exceptions
Technical enforcement works best alongside clear user guidance: which tools are approved, what data may be entered, when to choose a lower-cost option, and how to request an exception. CRN describes training and policies as part of providers’ approaches. Review exceptions and unexpected usage patterns so that legitimate work is not blocked by a rule that no longer fits the task.

Provider-native ceilings are useful as a backstop, but a limit configured with one provider does not by itself create a cross-vendor view or policy system. A centralized control plane can help with common attribution and routing across providers, while native controls can enforce limits within a provider’s own platform. The relevant trade-off is coverage and policy depth versus the operational impact of a cap being reached.

Anthropic’s Claude Platform documentation, accessed October 5, 2026, lists organization spend caps of $500 for Start, $1,000 for Build, and $200,000 for Scale; arrangements differ for Custom. It also documents configurable workspace limits and API rate limits. These are Anthropic settings, not general AI-provider limits, and may change. The documentation says API requests pause when an organization reaches its spend cap, so teams should define an escalation or fallback policy before enabling a ceiling that could interrupt legitimate work. Check Anthropic’s current rate-limit documentation for the applicable tier and settings.
Secure agents without confusing risk controls with cost controls
Agents that read websites, email, or documents can encounter indirect prompt injection: malicious instructions embedded in material the system processes. Such instructions can attempt to redirect an agent away from the user’s intent, which makes least-privilege access, bounded tool permissions, and approval for consequential actions important safeguards.

Google Threat Intelligence reported a 32% relative increase in detections in its malicious category between November 2025 and February 2026 in a Common Crawl public-web analysis. The report notes that the scan excludes much social media and that the observed web activity was generally low in sophistication. This is evidence about that scanned corpus, not all real-world attacks, and it does not establish prompt injection as a principal cause of rising enterprise token costs. Google’s report provides the scope and qualifications. For broader generative-AI risk governance, NIST’s AI 600-1 Generative AI Risk Management Profile, published in July 2024, is a framework reference; it is not a cost study or endorsement of a product.
Measure outcomes, not just tokens consumed
Token counts and invoices are inputs to governance, not proof that an AI use case is worthwhile or wasteful. Accenture’s guide quotes an unnamed Field CTO for AI, Cybersecurity and Data at a global technology infrastructure company: “The economic question is not … how many [tokens] were consumed, but what did that token actually do?” Pair consumption with a business measure suited to the workflow—such as completed tasks, service quality, time saved, or another outcome the organization can substantiate. Then review whether the model, permissions, and budget remain appropriate as usage changes.
Organizations considering outside help can look for expertise in AI security, governance, inventory, attribution, and cost visibility. CRN discusses Cloud Security Pros and Presidio as examples in this area; their inclusion is reporting context, not an endorsement.
