In the EU, controls on goods in personal luggage are expressly risk-based; scanning equipment and specifically trained detector dogs are among the tools the rules allow. There is no single worldwide detection method, and authorities do not publish every factor used to select checks.
How customs decides what to check
Customs selection and physical examination are separate stages. Authorities first assess risk and prioritize what warrants attention; officers may then use one or more control methods. The European Commission defines customs risk management as “the systematic identification, assessment and prioritisation of risks related to the movement of goods across borders, based on set risk criteria.” It says goods entering, leaving or passing through the EU—including goods carried by passengers—are subject to customs supervision and liable to controls. Because customs handles large volumes, the Commission describes targeted selection rather than examining everything indiscriminately. European Commission: Customs risk management

Risk criteria can relate to goods, routes, transport modes or operators. The EU framework says common criteria are used across member countries, but the implementing act containing them is not public. It also says priority control areas are time-limited and reviewed. The Commission notes that CRMS2 information is sensitive and for customs use only, so public material does not reveal the complete selection process. The EU framework describes CRMS2 as a system for real-time exchange of risk-related information, including a central database and alerts that can be sent to other customs offices. The Commission says it connects customs authorities in EU countries, Norway and Switzerland, including international ports and airports. It also describes a customs-only “detection corner” for sharing risk-related X-ray images and cases involving detection dogs. This is officer information-sharing; it does not establish a universal airport scanner or a single technology that identifies every gold or diamond item. The Commission reported that approximately 670 customs offices and national centres, and more than 2,900 customs officers and risk experts, were connected to CRMS2 in 2023. What checks may be used on passenger luggage
EU Commission Implementing Regulation 2019/2122 says official controls on goods in passengers’ personal luggage at points of entry must be risk-based and effective. It lists scanning equipment and specifically trained detector dogs as possible means of screening large volumes of goods. These are permitted tools, not a guarantee that every airport uses both or that a particular scanner can identify a specific gemstone. Officers may also examine goods and relevant documents as part of a control. EU Regulation 2019/2122, consolidated version dated 21 September 2023
These are customs controls on goods, not the same thing as aviation security screening, which has a different purpose. The cited EU rule concerns official controls of goods in personal luggage; it should not be read as a description of security checks at every airport worldwide.

Why declarations and records matter
Declarations and supporting records give customs officers information against which they can assess and check goods. Requirements depend on destination, the goods and whether they are for personal or commercial import. The examples below are specific to the jurisdictions and situations named, not global rules.

Personal purchases brought into the United States
U.S. Customs and Border Protection says travelers should declare diamonds, jewelry, pearls and other gemstones bought abroad when clearing customs. Its guidance separately addresses commercial imports: formal-entry requirements apply to commercial shipments at or above the stated $2,500 threshold, and rough diamonds require a Kimberley Process Certificate. The threshold is specific to CBP’s guidance and commercial-entry context; check the live CBP page for current requirements before importing. - High Sensitivity & Easy Operation: This handheld metal detector features high sensitivity and one‑button operation with no complicated setup. It quickly detects nails, screws, weapons, and jewelry, making it ideal for security screening at airports, schools, and large events.
- Adjustable Sensitivity: This metal detector has 2 adjustable sensitivity modes. To exclude small metal objects, simply switch to low sensitivity mode, which reduces sensitivity significantly, allowing detection of only larger metal items.
- 2 Alert Modes: This metal detector wand features an audible sound mode for clear safety checks and a vibration mode for quiet or confidential patrols.
- Stable Performance: Even when the battery voltage drops from 9V to 7V, the detection distance remains unchanged, ensuring reliable operation at all times.
- Power Supply: Powered by a 9V battery (included). Easy to replace and widely available, no charging or cables needed for reliable on-the-go use.
Commercial cargo and pre-arrival information in the UK
In the UK, an entry summary declaration supplies information so goods can be risk-assessed before arrival and allows interventions based on risk. HMRC’s guidance is about cargo declarations; it is not the declaration procedure for an individual traveler carrying personal belongings. HMRC: Safety and security import requirements—entry summary declarations
Gold records under a specialized UK procedure
For UK inward processing, authorization holders declaring gold or goods containing gold must keep evidence of the gold’s quality (carat) and weight. Depending on the goods, HMRC says this may be an assay certificate or a recognized hallmark. This recordkeeping rule applies to that specialized commercial procedure, not to every passenger carrying gold jewelry. HMRC: Importing gold and jewellery

- ❤【SOUND AND VIBRATIONG TWO ALARM MODES】The security scanner has a mode switch, which can be freely switched between sound and vibration alarm modes according to various detection and use environments.
- ❤【ADJUSTABLE SENSITIVITY LEVEL】If the detection distance does not meet the requirements, the sensitivity can be adjusted. Press the low-sensitivity switch during the detection process, the detector will only respond to larger metal objects, such as knives, pistols, etc., and will not respond to small metals, such as rings, keys, coins, etc.
- ❤【POWER OPERATED】Powered by one 9V battery standard ( included) or rechargeable battery (Not included). With one external charging port, the battery charger is not included. Please avoid charging it when you have no rechargeable battery, otherwise it can't work normally. And please turn off the detector when charging it.
- ❤【EASY TO CARRY AND WIDELY USED】This metal detector wand comes with a holster clip making it easy to carry. It can be widely used in airports, stations, docks, school examination rooms, exhibitions, museums and other places where safe metal detection is required. Can be used indoors and outdoors.
These examples show why documentation can matter during a control, but they do not establish that paperwork alone is how customs identifies smuggling. Nor do they mean that all gold jewelry or diamonds are prohibited: declaration, import treatment, certification and recordkeeping rules vary by place and circumstances.
Quick Recap
What travelers should do
- Check the customs authority’s current rules for your destination and route before travel, including what must be declared and whether certificates or other records are required.
- Declare purchases when the destination’s rules require it, and keep receipts or other relevant records available to explain what you are carrying.
- For commercial shipments, use the rules and procedures for commercial imports rather than relying on guidance for personal baggage.
