A foreign stock’s local price is only part of what a U.S. investor earns or loses. The exchange rate determines how that price translates into dollars, so a share can rise in its home market while its U.S.-dollar value falls. To understand the result, keep three things separate: the share price in local currency, the exchange rate used for conversion, and the investment’s return measured in dollars.
Why a foreign stock has more than one price
A share listed outside the United States has a quoted price in the currency used in its home market. A U.S. investor can also express that price in dollars by converting it at an exchange rate. These are two different measurements of the same share—not necessarily two prices at which the investor can trade.

For example, a company’s share might be quoted at 100 units of its home-market currency. That tells you the local share price, but it does not tell you the dollar value without an exchange rate. If the foreign currency appreciates against the dollar, those 100 units convert into more dollars; if it depreciates, they convert into fewer dollars, all else equal. The U.S. Securities and Exchange Commission (SEC) explains that exchange-rate changes can increase or reduce an international investment’s return. It specifically warns that an investment can rise in its home market while its value in U.S. dollars falls.
That distinction matters when checking a portfolio, comparing a foreign holding with a U.S. investment, or deciding whether a gain shown in local-market terms is also a gain for you. The company’s local share-price performance and the currency’s movement are separate influences on your dollar result.

How to convert a foreign share price into dollars
First check how the exchange rate is quoted. The direction of the quote determines whether you multiply or divide. Read the units, not just the number.
- U.S. dollars per one unit of foreign currency: multiply the local share price by the rate. The foreign-currency units cancel, leaving dollars.
- Foreign-currency units per one U.S. dollar: divide the local share price by the rate. The result is again in dollars.
Example: the quote is dollars per foreign-currency unit
Suppose, purely for illustration, that a share costs 100 units of its local currency and the exchange-rate quote is $1.10 per one local-currency unit. The converted price is 100 × $1.10, or $110. The example is hypothetical; it is not a current market quote or a historical return.
Example: the quote is foreign-currency units per dollar
Suppose instead that the quoted rate is 0.91 local-currency units per U.S. dollar. Divide the same hypothetical local share price of 100 by 0.91: the converted value is about $109.89. The small difference from the previous example reflects that 0.91 is a rounded reciprocal of 1.10.

A useful check is to write the units beside the calculation. If multiplying does not leave dollars, or dividing does not leave dollars, the quote may have been read in the wrong direction. The two quote formats describe the same relationship when their rates are exact reciprocals.
How exchange rates change your dollar return
A converted price at one point in time is not the same thing as an investment return. To calculate a price-only return, compare the dollar value at the end with the dollar value at the start. That comparison needs the local share price and a consistently quoted exchange rate for both dates.
Here is a hypothetical illustration using dollars per one unit of foreign currency. At the start, a share costs 100 foreign-currency units and the rate is $1.10 per unit, giving a converted value of $110. Later, the share rises to 105 units, but the rate falls to $0.98 per unit. Its later converted value is $102.90. The local share price gained 5%, yet the dollar value fell by about 6.5% from $110 to $102.90, before considering dividends, fees, taxes, or any other costs.

The reverse can also happen: a flat local share price can translate into a higher or lower dollar value when the exchange rate moves. A local-market gain may be strengthened by a foreign currency that appreciates against the dollar, or reduced by one that depreciates. Currency movement does not always dominate the stock’s performance; the outcome depends on both changes over the period being measured.

The starting dollar value is the starting local price multiplied by the starting rate; the ending dollar value is the ending local price multiplied by the ending rate. Compare those two dollar values to find the dollar price return. This is an arithmetic framework, not a complete measure of total investment return: dividends, fees, taxes, transaction timing, and other cash flows need consistent treatment as well. Do not combine a share price from one date with an exchange rate from another and treat the result as a matched return.
Does buying an ADR remove currency risk?
No. An American Depositary Receipt (ADR) represents shares of a non-U.S. company held through a U.S. depositary bank. ADRs trade in U.S. dollars and clear through U.S. settlement systems, so an investor does not have to exchange currency simply to trade the receipt itself. But dollar trading does not mean the underlying foreign-company investment is insulated from exchange-rate changes.

The ADR’s price corresponds to the home-market share price adjusted for the ADR-to-share ratio. That ratio matters when comparing an ADR price with a local share price: one ADR may correspond to a different number of underlying shares, so comparing the two quoted prices without adjustment can mislead. The underlying company and shares remain tied to a foreign market and currency, which is why currency movements can still affect an ADR’s dollar value.
Depositary banks may charge custody or service fees, and may charge other fees related to dividends, foreign-currency exchange, voting, or other matters. Fees may be collected from dividends. The SEC’s ADR bulletin, dated August 17, 2012, describes these possible charges; its dated fee example should not be treated as a current typical charge. Check the current terms for the particular ADR and ask your broker which charges apply.

What to check before comparing investment routes
Directly buying a foreign share, buying an ADR, or using another international investment route can involve different access and costs. There is no basis for assuming an ADR is always cheaper or safer, or that direct ownership is always preferable. The relevant details depend on the security, broker, depositary, and market.
- Trading venue and currency: identify which exchange the security trades on and the currency in which it is quoted. Confirm the direction of the exchange-rate quote before translating a local price into dollars.
- Market access and charges: check whether your broker can access the foreign market, and ask about trading, currency conversion, settlement, and custody charges that may apply to your route.
- ADR ratio and terms: if comparing an ADR with its underlying share, account for the ADR-to-share ratio and check current depositary charges.
- Dividends and withholding: find out whether a dividend may involve foreign withholding taxes or currency-conversion costs. Investor.gov flags these as possible costs of international investments.
- Information and currency movement: foreign-market disclosures may differ from U.S. disclosures. Investor.gov also notes that currency controls in some countries can restrict or delay the movement of currency.
These checks help explain why a converted quote alone is not a full comparison of what two routes may cost or return. A quote can show an estimated dollar value while leaving transaction, depositary, dividend, and tax effects outside the calculation. Review the specific security and the broker’s current terms rather than assuming those details are the same across markets or ADRs.
Keep price conversion separate from U.S. tax reporting
A portfolio’s dollar display and the amount that must be reported for tax purposes answer different questions. The IRS generally requires amounts on U.S. tax returns to be stated in U.S. dollars. Its general guidance says that when the U.S. dollar is the taxpayer’s functional currency, foreign-currency items affecting tax are translated at the rate prevailing when the item is received, paid, or accrued.
The applicable treatment depends on the item and the taxpayer’s circumstances. A price conversion used to understand a holding is not, by itself, a determination of taxable gain, dividend income, or the correct reporting rate. For an individual filing question, consult current IRS guidance or a tax professional.
A practical way to read a foreign-stock quote
- Write down the local quote. Note the share price and the currency in which the foreign market reports it.
- Identify the exchange-rate units. Determine whether the quote is dollars per foreign-currency unit or foreign-currency units per dollar.
- Convert in the matching direction. Multiply in the first case and divide in the second; label the result as a converted value, not a local-market trading price.
- For a return, use matched dates. Obtain the local share price and exchange rate for both the starting and ending dates, keeping the quote direction consistent.
- Separate price performance from other effects. Treat dividends, fees, taxes, and any conversion or depositary charges separately unless you have incorporated them consistently into the return calculation.
- Check the route-specific terms. Confirm market access and applicable broker, conversion, settlement, custody, or ADR charges before deciding that one way of holding the investment is less costly.
This process answers two different questions without conflating them: what the foreign share costs in its local market, and what that amount is worth when expressed in dollars. Your dollar return depends on the share’s local-price movement and the exchange-rate movement over the period, as well as on any other investment cash flows and costs included in the calculation.
