The exchange may notify the customer, who can apply to OFAC for unblocking and release. A wallet-address flag alone, however, does not establish that the funds are legally blocked or that the sender is sanctioned.
The outcome depends on the applicable sanctions program, the people or entities with an interest in the property, the exchange’s jurisdiction, and the transfer’s facts. An exchange may restrict an account while it investigates what rules apply; not every restriction is a confirmed OFAC blocking action.

What a “sanctioned wallet” can—and cannot—mean
“Sanctioned wallet” is informal shorthand. OFAC can publish a digital-currency address as an identifier associated with a blocked person, but the legal question is generally whether the property, or an interest in that property, belongs to a blocked person under an applicable sanctions program. An address is evidence that may help identify a connection; it is not interchangeable with the legal determination about who owns or has an interest in the property.

An address involved in a transaction may identify a service or a connection to a blocked person without, by itself, establishing the status of every person who sent or received funds or every asset in the transaction. Conversely, a clean search result does not establish that property is unrestricted.

OFAC’s rules can also reach entities owned directly or indirectly at least 50 percent, individually or in aggregate, by blocked persons. As explained in OFAC FAQ 560, released March 19, 2018, such entities are treated as blocked persons even if the entity itself is not separately named on a sanctions list. That is another reason an address lookup alone is not a complete legal analysis.
What an exchange may do after a flagged deposit
Screen and assess the transfer
An exchange or hosted wallet provider may review relevant wallet addresses, parties, geography, and other risk indicators. OFAC defines a hosted wallet provider as a business that creates and stores a wallet for a customer; many such providers also offer exchange or payment services. OFAC encourages businesses to develop risk-based compliance programs suited to their operations. It does not prescribe one screening product or a single process that every exchange must use.
A flag may prompt a review, but it does not tell a customer whether the exchange has concluded that the funds are blocked. The platform might be investigating an address match, applying its own account terms, responding to a separate legal obligation, or taking action under sanctions rules. Those situations can look similar from the customer’s side while having different legal bases and next steps.

If an exchange subject to U.S. sanctions requirements determines that it holds virtual currency that must be blocked, it must deny access to that property. That means it cannot simply allow a blocked party to trade, withdraw, or otherwise use the blocked funds. OFAC guidance allows an institution to block individual wallets or consolidate blocked holdings into an omnibus wallet, provided controls preserve the ability to return funds only when authorized or when the prohibition no longer applies.

Blocking is not the same as forfeiture. Under the OFAC process described in its virtual-currency guidance, the institution keeps the property under controls rather than making it available to the customer. OFAC says the institution is not required by that guidance to convert blocked virtual currency to fiat or to place it in an interest-bearing account.
Report the block and decide whether to notify the customer
OFAC’s October 2021 virtual-currency guidance says blocked virtual currency must be reported within 10 business days, with annual reporting thereafter while it remains blocked. That reporting duty belongs to the institution holding the property; the 10-business-day figure is not a promised deadline for resolving a customer’s case.
The institution may notify the customer that it blocked the digital currency. OFAC FAQ 646 states: “Owners of blocked virtual currency may also contact OFAC regarding the treatment of their virtual currency pursuant to this guidance.” Permission to notify does not guarantee that an exchange will disclose every screening detail, its internal analysis, or a particular resolution timeline.
Why an exchange restriction may not be a confirmed OFAC block
An exchange may temporarily limit deposits, trading, withdrawals, or an entire account while it reviews a transfer. That restriction could be a preliminary compliance review or another action under the platform’s terms or legal duties, rather than a final determination that it holds property blocked under OFAC rules. General OFAC guidance does not reveal the case status or internal reasoning of any particular exchange.

Ask the exchange, through its verified support channel, whether it considers the action an OFAC block, a sanctions-related review, or another restriction. You can also ask for a case reference, what information is needed, and which functions are affected. These are useful questions for clarifying the situation, not a disclosure checklist that OFAC requires every institution to answer.
Be precise about what is restricted. A deposit may be on hold while other account functions remain available; an exchange may limit withdrawals without suspending trading, or it may restrict the whole account. Knowing the scope helps you understand what the platform has actually done, but it does not by itself establish the legal basis or predict the outcome.
Jurisdiction affects which rules apply
This explanation concerns the U.S. OFAC framework, not every country’s sanctions laws or every exchange’s policies. OFAC says U.S. persons must comply wherever located. Its general jurisdiction also covers U.S.-organized entities and people or entities within the United States. Other persons may be covered depending on the sanctions authority involved, and other countries’ regimes may impose separate requirements.

As a result, the same transfer may raise different questions depending on where the customer and exchange are located, which entity operates the account, and which sanctions program applies. An exchange’s use of a particular service or its international reach does not, on its own, establish what rules govern a customer’s case. Avoid assuming that a restriction is governed only by U.S. law—or that a process described here applies identically worldwide.

What to do if your exchange restricts a deposit
- Contact the exchange through its official app or website. Use a support route you can verify independently, not a link in an unsolicited message. Ask what type of restriction applies, whether the exchange regards it as an OFAC block or a review, which account functions or assets are affected, and whether there is a case reference.
- Gather records that explain the transfer. Keep the transaction hash, date and time, asset, network, exchange notices, and records showing the source and purpose of the funds. If the exchange requests information, provide it through its verified channel. These records can help explain the facts; they are not a universal OFAC-mandated document list for every customer.
- Ask for the next formal step. If the exchange confirms that it blocked the virtual currency under OFAC rules, ask how to identify the property and proceed with the official release process. If the platform says it is conducting a review or relying on another restriction, ask what process applies to that action.
- Do not try to bypass the restriction. Routing the funds through another exchange, mixer, bridge, or wallet to evade screening may create additional legal and compliance problems. OFAC prohibits evasion and attempts to violate applicable prohibitions; moving assets to conceal their path is not a lawful substitute for resolving the case.
- Consider qualified legal advice where the stakes warrant it. A sanctions attorney may be appropriate for a substantial amount, a disputed identity match, or uncertainty about jurisdiction or ownership. Legal advice can help assess the facts and applicable authority, but it does not replace the exchange’s process or an OFAC application.
How to seek release of blocked crypto
If the exchange confirms that it blocked the virtual currency under OFAC rules, the customer may apply to OFAC for unblocking and release. OFAC FAQ 647 says: “The customer has the right to apply for the unblocking and release of the digital currency.” The application is a request for authorization; it does not mean the funds will be released automatically.
Follow the official route identified in OFAC FAQ 647 and the exchange’s case instructions. Explain the transaction and the basis for seeking release using accurate, supportable information. The result depends on the facts and the governing legal authority. A customer should not treat an exchange’s permission to notify them, or OFAC’s acceptance of an application, as approval to move or use the funds while they remain blocked.
OFAC’s guidance does not establish a standard customer-resolution time or guarantee that an exchange will release assets after a particular interval. It also does not provide a representative rate for how often such deposits are restricted or how many release applications succeed. The institution’s reporting deadline is not a customer-service deadline.

OFAC’s sanctions list search can check a digital-currency address by exact identifier. The address field does not use fuzzy matching, and OFAC cautions that its digital-currency address listings may not be exhaustive. Sanctions programs and list entries can change over time.
- An exact match can be a reason to investigate the relevant person, property, and sanctions program; it is not, on its own, a complete determination about every transaction involving the address.
- No exact match does not prove that funds are unrestricted. The address may not be listed, the relevant person may be identified another way, or another legal or compliance issue may apply.
- A third-party analytics flag is not itself an OFAC listing or proof that a sender is sanctioned. Ask what the exchange’s restriction means rather than treating a vendor’s label as a legal conclusion.
For an individual case, rely on the exchange’s official notice and the applicable OFAC program and guidance in force at the time. OFAC’s virtual-currency guidance dates to October 2021, and individual FAQ answers have their own release dates; listings, programs, licenses, and platform policies can change.
What the available facts cannot predict
There is no single outcome for every inbound transfer associated with a flagged address. Relevant facts include the governing sanctions authority, whether a blocked person has an interest in the property, the parties and intermediaries involved, and which entity controls the funds. A customer’s country, the exchange’s operating entity, and the nature of the restriction also matter.
Public OFAC materials do not establish how long a particular exchange will take to review a deposit, whether it will share detailed screening evidence, or what proportion of customers obtain release. A platform may have its own procedures and may need to assess facts beyond what a customer can see on a blockchain explorer. The reliable next step is to clarify the restriction with the exchange and, for a confirmed block, use OFAC’s official application route rather than attempting to move the assets elsewhere.
