Crude oil is a major input to gasoline and diesel, but a crude-price change does not translate directly or instantly into the same-sized change at the pump. In the United States, retail prices also reflect refining costs and profits, distribution and marketing costs and profits, and taxes. Product-specific supply, demand, local conditions, and the time it takes for retail prices to adjust can all change the result.
How a crude-price change reaches the pump
Crude oil is the feedstock refiners use to produce gasoline and diesel. When the value of crude available to refiners rises, it can raise the cost of producing fuel. But the price drivers see is the end of a chain, not a direct reading of the crude market.

- Crude oil: Its cost is one input into the value and cost of fuel available to refiners.
- Refining: Refineries process crude into products such as gasoline and diesel. Processing costs and the difference between product prices and crude costs affect refining economics.
- Wholesale and distribution: Refined fuel moves through wholesale markets and distribution before it reaches retail stations. Distribution and marketing costs and profits contribute to the retail price.
- Retail sale: Station costs and margins, along with taxes, help determine the price displayed at the pump.
The U.S. Energy Information Administration (EIA) groups the components of U.S. retail gasoline and diesel prices into four broad categories: crude oil; refining costs and profits; distribution and marketing costs and profits; and taxes. The shares represented by those categories vary over time and across regions. Crude therefore matters substantially, but it is not the whole pump price.

One barrel contains 42 gallons. Divide a $1-per-barrel change by 42 and the arithmetic equivalent is about 2.4 cents per gallon. That is the approximate per-gallon effect if the entire crude-cost change were passed through to the fuel price, with everything else held equal.

For scale, a hypothetical $10-per-barrel crude increase equals about 24 cents per gallon under that same full-pass-through arithmetic. It is not a prediction that a local pump price will rise by 24 cents. The calculation isolates the barrel-to-gallon conversion; it does not account for changing refinery margins, product supply and demand, taxes, local costs, or the timing of price adjustments. Any of those can make the observed retail change larger, smaller, or differently timed.
EIA published the 2.4-cent rule of thumb in a 2014 explanation of gasoline-price relationships. It is useful for understanding units and scale, not for forecasting a particular week’s retail price or for promising that a given share will reach consumers.
Why crude and pump prices do not move in lockstep
Refining margins can change separately from crude costs
A refined product has its own market price. The difference between that product price and crude oil cost is commonly used as an indicator of refinery margins. EIA describes crack spreads as indicators of the profitability of refining crude into products such as gasoline and diesel, and as a proxy for refinery margins.

If gasoline or diesel prices rise relative to crude, the margin indicator can strengthen and contribute to higher product prices even when crude itself is unchanged. If product prices weaken relative to crude, softer margins can dampen the pump-price effect of rising crude. A crude chart alone therefore cannot explain every change in what drivers pay.
Wholesale changes and retail changes have a timing lag
Retail stations do not necessarily adjust prices at the same time as crude or wholesale spot markets. EIA’s pump-component methodology notes a typical lag between spot-price changes and retail-price changes. It uses wholesale spot prices as proxies when estimating components, so the timing difference can affect how the measured shares appear.
During a period when spot prices have risen but retail prices have not yet caught up, the estimated refining-cost-and-profit component can look larger while the distribution-and-marketing component looks smaller. As retail prices later adjust, those estimated shares can shift. The component movement is partly a timing effect; it should not automatically be read as a permanent change in the underlying cost of delivering fuel.

In a 2012 historical analysis, EIA estimated that about 50% of a crude-price change passed through to retail gasoline within two weeks and about 80% within four weeks. Those figures describe that analysis, not a current universal rule. They concern gasoline, and do not establish the same timing for diesel or for every region and market condition.

Why gasoline and diesel can respond differently
Gasoline and diesel are distinct products with different demand patterns and supply conditions. Diesel is part of the broader distillate market, which also serves heating and agricultural demand. When distillate supply is tight or demand is strong, diesel’s product-market price and margin can rise independently of crude.
EIA’s September 2026 analysis attributed recent U.S. diesel prices to both elevated crude prices and tight global distillate supply. That describes the conditions discussed in that analysis, not a permanent explanation for every diesel-price increase.

Diesel has also historically often cost more than regular gasoline at U.S. on-highway pumps. EIA says on-highway diesel prices have been higher than regular gasoline almost continuously since September 2004. Its explanation points to high global demand for diesel and other distillates, costs associated with the U.S. transition to lower-sulfur diesel, and a higher federal excise tax on diesel. This is a historical pattern, not a guarantee that diesel will cost more at every station or on every date.

Taxes are one of the four broad components in EIA’s U.S. accounting of retail fuel prices. The following figures are EIA’s U.S. figures as of January 2026; they are dated values and can change.
Recommended Free Tools
| Tax measure | Gasoline | Diesel |
|---|---|---|
| Federal taxes and fees per gallon | 18.40 cents | 24.40 cents |
| Average state taxes per gallon | 33.27 cents | 35.50 cents |
The average state figures exclude county and local taxes and state taxes based on gross or net receipts. These values are U.S.-specific; they should not be applied to other countries, and they do not describe the tax at every individual location. State and local rules can cause pump prices to differ even when crude and wholesale product conditions are similar.
Best Value
Local supply and demand, station location, state fuel specifications, and taxes also affect what drivers pay. EIA’s 2014 analysis discussed U.S. gasoline prices moving more closely with Brent than with WTI under the conditions it examined. That is a dated observation, not a timeless rule about which crude benchmark determines gasoline prices everywhere. The relevant relationship can depend on market conditions and location.
How to interpret a price change without blaming crude for all of it
When gasoline or diesel prices rise, compare the factors that sit between crude and the pump rather than attributing the whole movement to one headline crude price. A useful comparison considers:
- Crude exposure: What crude-price movement is relevant to the fuel market and period being considered? A barrel-price move provides a scale reference, not a full retail forecast.
- Product price and margin: Did the gasoline or diesel price move relative to crude? Crack spreads are a proxy for refinery margins, not the retail price itself.
- Product-specific conditions: Is gasoline or diesel supply tight, or is demand changing? For diesel, distillate-market conditions matter because distillates also serve heating and agricultural uses.
- Taxes and location: Are the fuels being compared in the same jurisdiction, with the same applicable tax treatment and local conditions?
- Timing: Are you comparing crude or wholesale prices with retail prices over a period long enough to account for the lag between them?
A one-day comparison of two pump prices cannot establish that crude caused the difference. The fuels may face different product-market conditions, taxes, or local costs, and retail stations may be adjusting at different speeds. Comparisons are more informative when they keep the geography and time period consistent and distinguish crude prices from refined-product prices and retail prices.

EIA’s April 2026 outlook said crude oil typically accounted for around half of retail gasoline prices and slightly less for diesel in its forecast discussion. Those proportions were a period-specific overview, not a fixed long-run share or a formula for estimating a pump price on a different date.
Likewise, EIA’s September 2026 discussion of elevated crude prices, crack spreads, and tight global distillate supply describes the conditions it analyzed at that time. Fuel-market conditions change; a claim about current pump prices or margins should be checked against the latest EIA weekly update rather than inferred from a past analysis. Neither a dated share estimate nor a dated explanation of market conditions guarantees what a driver will pay now.
Sources and scope
This explanation concerns U.S. gasoline and diesel prices. The EIA sources informing it include its pump-price component explanation and methodology, “What goes into diesel prices?” (September 18, 2026), its January 2026 tax figures, and historical analyses from 2012 and 2014. The 2012 pass-through estimates are for gasoline in that historical analysis; the tax figures are U.S.-specific; and the benchmark discussion is tied to the conditions examined in 2014. These details should not be generalized to other countries or treated as current market measurements.
