College football facilities are typically financed through a project-specific mix of gifts, athletics revenue, borrowing, and—where permitted—other university or public funding. The mix determines who must repay debt, which approvals apply, and what income the project is expected to generate. There is no single national funding formula, and NCAA-wide revenue is not the same thing as a school’s stadium budget.
Where the money for a college football facility can come from
A university or its athletics organization can combine several sources of capital. A gift may pay for part of a project while borrowing supplies money for another part; athletics operating resources or project-related revenue may also contribute. These are complementary choices, not mutually exclusive alternatives.

Possible sources identified in public university capital guidance include donor funds, grants, auxiliary or enterprise funds, and state or non-state revenue bonds. Athletics organizations may also use revenue associated with tickets, concessions, sponsorships, naming opportunities, and premium seating. The legal availability of any source depends on the institution’s structure, the project, and the jurisdiction in which it is built. Fresno State’s guidance, for example, describes state-funded and non-state-funded project categories; it is not a rulebook for every college. Fresno State’s capital-outlay guidance

A signed philanthropic commitment or an approved bond issue is different from a forecast that future ticket sales, concessions, sponsorships, or premium seating will help support a project. A plan can name expected revenue sources without guaranteeing that those revenues will meet projections.

Gifts and philanthropy
Donor support can fund a project directly or sit alongside other sources. DePauw University described an $80 million philanthropic commitment for a new Blackstock Stadium and Athletics Performance Center. That is a project-specific commitment, not a typical cost or a general indication that every college facility is funded by gifts. DePauw’s Blackstock Stadium and Performance Center project page
Athletics revenue and project-related income
Athletics-generated resources can be part of a capital plan. A project may also identify future income streams—such as tickets, concessions, sponsorships, naming opportunities, or premium seating—as ways to support its financing. Whether such income is pledged to debt repayment, used in the athletics budget, or treated another way depends on the project’s actual financial plan.
Borrowing and bonds
Borrowing makes construction capital available before all the money has been accumulated, but it creates a repayment obligation. The important question is not only how much an institution borrows, but which organization is responsible for repayment and which revenues are expected to cover it.

Public university capital guidance may include state or non-state revenue bonds among possible sources. The University of Alabama’s Bryant-Denny Stadium project page identifies general revenue bonds as a funding source for that project. Who repays facility debt?
The entity that borrows and the revenues assigned to repayment matter as much as the construction budget. A university, an athletics association, or another authorized organization may have a role, depending on the institution’s structure and financing arrangement. Do not assume that a stadium’s debt is automatically paid from a university’s general budget, or that athletics revenue is always the only repayment source.
Penn State’s notice for the Beaver Stadium project said its bonds would be repaid entirely by Intercollegiate Athletics. The same notice identified fundraising, concessions, naming opportunities, sponsorships, ticket sales, and new premium seating as funding avenues. This is a clear example of a project plan linking borrowing to athletics responsibility and several potential income sources; it is not a universal arrangement. Financial statements can show the scale of an organization’s obligations, but a balance needs its date and institutional context. The University Athletic Association, Inc. reported $134.9 million in long-term outstanding debt as of June 30, 2025. Its FY2025 report describes debt used for athletic facilities and says recent capital projects were supported by operational revenue and capital gifts. This is one organization’s reported balance on one date—not a sector average, a typical school’s debt, or a figure for a single stadium project. The NCAA’s overall finances are a separate layer from an individual school’s facility financing. The NCAA says most of its revenue comes from media rights tied to the Division I men’s basketball championship, with additional income from ticket sales, corporate partnerships, and championships. It also describes distributions to schools and conferences. That is useful context for the wider college-sports economy, but it does not show that the NCAA directly pays for the stadium projects discussed here or that a particular school can use NCAA distributions for a specific capital project. To understand a facility’s funding, look for the project’s own financing announcement, institutional approval records, and the relevant athletics organization’s financial statements. NCAA-wide revenue figures cannot substitute for those documents: they describe a different organization and a different set of transactions.
How approval and construction decisions take shape
There is no single approval route for every college project. Capital planning and governance requirements depend on the institution, the source of funds, the work being proposed, and applicable state or local rules. The examples below illustrate why a project’s approvals should be read in its own context rather than treated as a national template.
Institutional approval and staged spending
A large facility plan may advance through stages rather than receive one approval for every element at once. In Penn State’s example, a board committee approved a $70 million expenditure for the first stage of Beaver Stadium renovation. The notice described that stage as including priority maintenance, winterization, and architectural and design development. The $70 million was the approved initial-stage expenditure, not the stated cost of the complete renovation.

The scope also shows why a stadium project should not be reduced to adding seats. Penn State linked winterization to possible use of the stadium for cold-weather events, while the first-stage work included maintenance and design development. These elements can be part of a project even when the headline facility is an existing football stadium. The notice describes a particular approval and plan; it should not be read as a statement of current project status or a rule for other institutions. Penn State’s Beaver Stadium project notice

Public works and jurisdiction-specific requirements
Public-sector requirements can apply in addition to a university’s internal approvals. Fresno State says capital projects on state property remain subject to state public works requirements. It also distinguishes state-funded from non-state-funded projects in its guidance. This is relevant when evaluating a project in that context, but California’s stated requirements should not be generalized to every public university, much less every private institution. Fresno State’s capital-outlay guidance
For a reader evaluating a particular project, the practical questions are: Which entity owns or controls the property? What source is paying for the work? Which institution or governing body approved the expenditure? What public works requirements apply in that jurisdiction? A project announcement may answer some of these questions but not all of them.

“Football facilities” can mean more than a new stadium. Projects may renovate an existing venue, address maintenance needs, add weather protection or winterization, build new performance space, or combine several functions. The scope affects what the budget covers and makes simple comparisons between headline dollar figures unreliable.

DePauw’s $80 million philanthropic commitment was described for both a new stadium and an athletics performance center. The project page names Populous as the designer. It is a new-facility example with a combined venue and performance component; it should not be treated as directly comparable to a renovation stage at an existing stadium. Penn State’s first-stage work, by contrast, included maintenance, winterization, and design development at Beaver Stadium.
Best Value
These examples establish a range of project types, not a national cost range. The available figures refer to different scopes and funding milestones: DePauw’s philanthropic commitment supports a described stadium-and-performance-center project, while Penn State’s $70 million figure was an approved initial expenditure for one renovation stage. Neither figure alone provides a like-for-like basis for judging what another college’s stadium should cost.
How to read a facility funding announcement
When a university announces a stadium or training-facility project, separate the headline from the financial and delivery details. A large announced figure may describe a gift commitment, an initial authorization, a total project budget, or another milestone. Those amounts are not interchangeable.
- Identify the amount’s meaning. Check whether the figure is a donor commitment, an approved expenditure for one stage, a bond authorization, or a full-project budget. Penn State’s $70 million, for example, was for the first stage—not the full renovation.
- List the actual funding sources. Distinguish gifts and capital funds from borrowing and operating revenue. If the announcement names future ticket, concession, sponsorship, naming, or premium-seat income, treat that as a planned source rather than guaranteed cash.
- Find the borrower and repayment responsibility. Look for an explicit statement identifying which organization will repay debt and what revenues are designated. Penn State’s notice explicitly assigned repayment of its bonds to Intercollegiate Athletics.
- Check who approved the work. A board committee approval, university capital process, or public authority requirement can apply at different stages. Do not assume one approval means every element is fully funded or that construction is complete.
- Define the scope before comparing costs. Separate new construction from renovation, maintenance, winterization, and performance-center work. A combined project and a stadium-renovation phase are not equivalent units of comparison.
- Use dated records for changing figures. Debt balances, project plans, approvals, and schedules can change. For financial obligations, consult the latest relevant fiscal-year report; for scope and approval, consult the institution’s project record.
This sequence is a way to evaluate announcements, not a prescribed national construction process. The actual approvals and legal obligations are institution- and jurisdiction-specific.
Why one school’s model cannot be treated as the standard
The examples differ in funding type, scope, and financial milestone. DePauw reported a philanthropic commitment for a new stadium and performance center. Penn State described a staged stadium renovation, with an initial expenditure and a repayment plan assigned to Intercollegiate Athletics. Florida’s athletics association reported an organization-wide long-term debt balance and described operational revenue and capital gifts supporting recent projects. Alabama’s project page identified general revenue bonds for Bryant-Denny Stadium work. These are distinct arrangements, not four versions of a single standard financing model.
The source mix may also be constrained by institutional structure or public rules. A source that is available to one university may not be available to another, and public works requirements can depend on location and property status. As a result, there is no defensible “typical” project cost or universal financing ratio in these examples. To assess a specific facility, match the amount to its scope, the funding source to its stated use, and any debt to its named repayment obligation.
