Cities can prepare for robotaxis by setting clear public goals, making curb rules digitally legible, planning safe and accessible passenger pickup and drop-off, reviewing physical and digital road infrastructure, and coordinating permits, data reporting, enforcement, and emergency response. The work should fit local street conditions and legal authority: there is no universal robotaxi curb design, and a city may not control vehicle testing or deployment on its own.
Start with the outcomes the street should deliver
Robotaxi readiness is part of a wider mobility and public-space plan, not simply a matter of accommodating another vehicle type. Before changing a curb or buying technology, a city should decide what its streets need to provide for residents, businesses, transit, emergency access, and people with disabilities—and how it will weigh those needs when they compete.

The Open Mobility Foundation’s guidance on curb technology recommends defining the problem, identifying affected users and responsibilities, and checking operational, legal, and data readiness before choosing a technology solution. That sequence helps prevent a city from digitizing rules it has not resolved or procuring a tool it lacks authority or capacity to operate.

Austroads’ local-government readiness framework identifies ten preparation areas spanning legal issues, infrastructure, financial effects, and stakeholder engagement, and uses three preparedness levels. Toronto’s AV Tactical Plan groups its directions around social equity and health, environmental and economic sustainability, privacy, road safety and security, integrated mobility, and transportation efficiency. These frameworks point to a useful starting question: what public outcome is a proposed robotaxi policy meant to improve, and what trade-off is acceptable if it affects another street user?

Clarify who has authority
Separate the authority to permit or regulate vehicles from the authority to assign street and curb space. Those responsibilities may sit with different levels of government or agencies. New York City, for example, distinguishes state authorization from the city’s testing permit and has additional Taxi and Limousine Commission requirements for for-hire activity. Toronto says Ontario regulates public-road AV testing while the city prepares first responders and law enforcement. These are examples of jurisdiction-specific arrangements, not a template that applies everywhere.
Make curb rules accurate, digital, and maintainable
A useful curb inventory records where each zone is, what uses are allowed, when restrictions apply, and how loading and other rules change over time. A consistent digital representation can help city staff, the public, and mobility operators interpret the same curb rules rather than rely on incomplete or out-of-date descriptions.
Alexandria is digitizing curb regulations, restrictions, and zones using the Curb Data Specification and Open Mobility standards. The city has said it intends to share a standardized data model with mobility providers, delivery companies, and autonomous vehicles. The practical lesson is not that every city must adopt the same platform; it is that curb rules need an organized, shareable format if they are to be communicated consistently to different users.

Decide data responsibilities before deployment
Mapping is only useful if the underlying rules are authorized, current, and maintained. Before publishing curb data or deploying curb-management technology, city teams should establish who can change a rule, who updates the digital record, and how the public and operators are notified when conditions change. The Open Mobility Foundation also flags legal authority to deploy and enforce technology, internal operational readiness, and policies for data storage, retention, privacy, management, and ownership.
- Define the problem the data or technology is intended to address.
- Identify users, responsible agencies, and operational roles.
- Confirm legal authority to collect information, deploy tools, and enforce rules.
- Set policies for data access, privacy, retention, ownership, and updates.
- Budget for ongoing maintenance and staff capacity, not only initial implementation.
Design pickup and drop-off for the whole curb
A robotaxi passenger needs a place to board or leave a vehicle, but curb space is already shared by transit, paratransit, freight, bicycles, pedestrians, parking, and other uses. A pickup plan should account for the effects on all of them, including whether a vehicle can stop without blocking a travel lane, a bus, a cycle route, an accessible path, or emergency access.
New York City’s 2023 curb action plan describes increasing competition associated with growth in for-hire trips and identifies double parking and unsafe pickup and drop-off as problems in high-volume areas. The plan proposed dedicated pickup/drop-off zones for for-hire vehicles in those locations and continued work on paratransit loading zones, with parking design standards reflecting the Public Rights-of-Way Accessibility Guidelines. The city also cited 550,000 bicycle trips each day as evidence of growing demands on street space; that figure is about overall street use, not robotaxi activity.

Choose a curb approach for local conditions
No single approach is established as best for every city. A fixed zone, a flexible zone, and digital management solve different problems and should be assessed against local demand, safety, accessibility, enforcement, cost, and city goals.
| Approach | What it does | Questions to resolve |
|---|---|---|
| Fixed pickup/drop-off zone | Assigns a defined curb location to passenger pickup and drop-off. | Is demand concentrated enough to justify dedicated space? Can passengers reach it safely and accessibly? What happens to transit, freight, paratransit, and other curb uses? |
| Flexible curb zone | Allows curb use or restrictions to vary by time or operating condition. | Can rules be communicated clearly to drivers, passengers, and enforcement staff? Who updates them, and how are changes made understandable at street level? |
| Digitally managed curb | Uses standardized digital information or technology to communicate and manage curb rules. | Does the city have legal authority, staff capacity, data-governance policies, and a reliable process for keeping the information current? |
For any option, evaluate safety for passengers, pedestrians, cyclists, and emergency vehicles; access to transit and paratransit; effects on bus operations, freight, businesses, and other users; enforceability; data governance; lifecycle cost and staffing; and consistency with equity, mobility, emissions, and street-use goals. A technology layer cannot resolve a curb-allocation conflict that policy has left undecided.
Use site guidance within its actual scope
Singapore’s 2025 guide to development pickup/drop-off points covers design principles, operations, and infrastructure. It aims to smooth traffic at developments and prepare for future vehicle types, including autonomous vehicles. Its scope is development sites, not a universal code for municipal streets; the circular says it supplements prevailing technical-agency codes and standards, which take precedence.

Review both physical and digital road infrastructure
Preparing roads does not mean applying a single robotaxi retrofit package. Agencies can use infrastructure frameworks to organize reviews of signs, markings, work zones, road assets, digital information, passenger access, and the possibility of fleet staging or idle circulation adding congestion.
Austroads’ 2026 design-principles report is scoped to Australia and New Zealand. It sets out 135 design principles across 24 topic areas: 11 physical and 13 digital infrastructure areas. Its topics include kerbside management for AV passenger pickup, drop-off, and deliveries, as well as limiting congestion from AV staging, parking, and idle circulation. The report recognizes differences in technology maturity and agency readiness, so its framework is best used to structure local questions rather than as a universal specification.

For a city review, connect street design and operating rules: check whether passenger access is legible, whether stopping can obstruct other street users, and whether work-zone or road-condition information reaches the people and systems that need it. Then identify which agency is responsible for each change and how it will be maintained. The appropriate measures depend on local streets and authority; the cited public summary does not establish one standard set of robotaxi-specific upgrades.

Set permit, safety, reporting, and emergency expectations
Before testing or service begins, governments need a clear process for authorization, safety oversight, reporting, enforcement, and coordination with emergency responders. Requirements vary by jurisdiction, so officials should verify current rules with the agencies that control vehicle testing, street use, and for-hire service.
New York City’s testing example
NYC DOT’s testing information says applicants need New York State DMV authorization, an NYC DOT testing permit, annual fee payment, and data reporting. For-hire AV activity must also comply with Taxi and Limousine Commission rules and licensing requirements. New York law, as described by NYC DOT, requires a test-vehicle operator to be present and ready to assume control while AV technology operates. These are New York-specific requirements, not a universal robotaxi rule.
In a 2024 release describing its test-program requirements, New York City called for applicants to provide testing experience and capabilities; detailed testing plans; operator-training information; safety plans; compliance with traffic and curb rules; coordination with emergency responders; cybersecurity practices; and regular data reporting, including instances when a human operator takes over. The city’s example shows the range of topics a local testing framework may address, while leaving the applicable legal requirements to each jurisdiction.

First responders and law enforcement need to know how to interact with vehicles during testing and how planned road work or enforcement activity will be handled. Toronto’s plan describes engagement with those groups and guidelines for work-zone and law-enforcement interaction plans in the context of Ontario’s testing program. The plan’s progress page described collaboration among 30 city divisions during 2019–2020; that is a historical account of the plan’s implementation at the time, not a current headcount.
Turn readiness into a practical city work plan
A city can organize preparation as a sequence of decisions rather than start with a vendor or a vehicle pilot:
- Set public objectives. State which mobility, access, safety, equity, environmental, or street-management outcomes matter and how conflicts among users will be assessed.
- Map responsibilities. Identify the agencies and levels of government responsible for vehicle permissions, curb rules, enforcement, data, road infrastructure, and emergency response.
- Inventory curb use and rules. Record zone locations, permitted uses, hours, restrictions, loading requirements, and procedures for keeping that information current.
- Assess passenger access and street impacts. Determine where pickup and drop-off can occur without compromising accessibility, transit, freight, cycling, pedestrian movement, or emergency access.
- Review physical and digital readiness. Use applicable infrastructure guidance to identify local questions about road assets, signs, markings, work zones, curb information, staging, and idle circulation.
- Define operating and data requirements. Set applicable permit, safety, reporting, privacy, cybersecurity, and data-management expectations, with clear ownership and enforcement roles.
- Coordinate responders and affected users. Establish interaction procedures for emergency response, law enforcement, and work zones, and include the people and services affected by curb decisions.
- Check capacity and adapt. Account for staffing, procurement, lifecycle costs, and a process to revise rules as conditions and demand change.
Use the resulting plan to compare proposed curb and infrastructure options against the city’s stated outcomes. Readiness means the city can explain what it is permitting, where vehicles may operate or stop, how rules are communicated and enforced, and how public agencies will respond when conditions change—not simply that a street has been marked for pickups.
