How China’s Token Resellers Create an Anthropic Gray Market

Anthropic describes some Claude reseller networks as proxies that distribute requests across accounts and cloud platforms. Here’s what is documented—and what buyers should verify.

Claude token resellers can offer a route to Anthropic models where direct commercial access is unavailable by relaying customer requests through accounts and cloud infrastructure they control or aggregate. Anthropic describes some such networks as commercial proxies using fraudulent accounts; its public figures and allegations are the company’s own findings, not independently verified measurements. The accessible page for the title-matching report by Jing Yang, Juro Osawa, and Qianer Liu is subscription-locked, so its detailed claims about operators and business economics cannot be confirmed here.

Why a gray market for Claude access exists

Anthropic says it does not currently offer commercial Claude access in China, including to subsidiaries of Chinese companies located abroad. In its February 23, 2026 post, the company cited national-security reasons for that restriction and described legal, regulatory, and security risks associated with unsupported regions.

The policy also reaches some organizations operating outside those regions. In an update published September 4, 2025, Anthropic said it would restrict organizations more than 50% owned, directly or indirectly, by companies headquartered in unsupported regions, regardless of where the organization operates. Its live supported-regions policy describes commercial API availability and reserves the right to withhold products from entities whose majority direct or indirect ownership is attributable to nations outside the listed regions. The list and policy terms can change, so current eligibility depends on Anthropic’s latest terms.

How the reseller access layer works

In Anthropic’s account of the market, a reseller acts as an intermediary: a customer sends a request to a proxy service, which routes it onward using accounts or infrastructure with access to Claude. The customer therefore may not be connecting directly to an Anthropic account of their own.

Anthropic calls some of these arrangements “hydra cluster” networks. It says they spread activity across accounts on Anthropic’s API and third-party cloud platforms, then replace accounts when they are banned. Anthropic reported that one network had more than 20,000 fraudulent accounts active at once, with alleged model-distillation requests mixed in with ordinary customer traffic. These are descriptions and figures from Anthropic, not an independent technical audit.

“Token reseller” can suggest that a buyer receives an actual reusable authentication token. The available evidence establishes the broader proxy-access model, not that every seller transfers a token directly or operates the same way. The title-matching article’s accessible page does not reveal enough of its reporting to verify specific operators, prices, margins, or how individual sellers handle customer accounts.

What Anthropic says the networks were used for

Anthropic says it identified three distillation campaigns using IP correlations, request metadata, infrastructure signals and, in some cases, corroboration from industry partners. It attributed the following exchange volumes in its February 23, 2026 report:

Organization named by Anthropic Exchanges reported Attribution
DeepSeek More than 150,000 Anthropic’s reported finding
Moonshot AI More than 3.4 million Anthropic’s reported finding
MiniMax More than 13 million Anthropic’s reported finding

Anthropic said the activity targeted capabilities including reasoning, coding, tool use and agentic behavior. The counts and attributions above are claims published by Anthropic about its own investigations; the cited material does not establish that an outside party independently audited them.

Why a cheap proxy can put customers at risk

A buyer’s risk is not limited to whether a service remains available. If a proxy sits between the buyer and the model provider, the buyer may have less visibility into which model actually handles a prompt, where requests are routed, and how prompts, outputs and logs are retained. The available sources do not establish the practices of every reseller, so these are questions to verify rather than claims that every proxy behaves identically.

Anthropic’s September 2026 report describes a fraudulent reseller that advertised cheap Claude access, silently routed customers to a different model and installed software intended to steal credentials. Anthropic says stolen API keys and session tokens can be resold, used to run another party’s workloads at the credential owner’s expense, or used in ways that make activity appear to come from that owner. A key entered into an untrusted service should therefore be treated as exposed.

Checks before using any third-party service

  • Verify the model. Ask how the service identifies the model serving each request and whether you can confirm it independently. A Claude label or low price is not proof that Claude handled the prompt.
  • Check eligibility and terms. Confirm that your organization is eligible for the official access route and that the service does not depend on an arrangement that conflicts with applicable provider terms.
  • Protect credentials. Do not hand over a production API key or session token unless you understand why it is needed, how it is stored, and how to revoke it. Anthropic advises treating AI keys and integrations as production credentials.
  • Ask about data handling. Get clear answers on prompt and output retention, access by the reseller or its infrastructure providers, and deletion. If the service cannot explain these practices, do not send it sensitive material.
  • Use authorized channels for consequential work. Anthropic’s guidance is: “AI access should be purchased only through authorized channels.”

Official API access is different from a proxy

Anthropic says organizations can create a Claude Console account, with API use subject to its Commercial Terms. That official route does not override regional or ownership restrictions: an organization must still meet the provider’s current eligibility rules. A third-party proxy may add another party that handles requests and credentials, while the available evidence does not establish a legitimate reseller option that avoids those restrictions.

The evidence supports a clear distinction: Anthropic describes an intermediary market that routes requests through accounts and cloud infrastructure, but the accessible title-matching article does not substantiate the detailed economics or identities of the businesses involved. Treat the company’s campaign counts and security allegations as attributed claims, and assess any access provider on eligibility, model identity, credential security, and data handling—not on the promise of a cheaper Claude token.
