How Ceasefire Agreements Are Monitored and Verified

Ceasefire monitors collect information; verification checks allegations against the agreement. Here’s who does the work, what evidence they use and what can limit it.

Ceasefire agreements are monitored by the people or organizations the parties designate, using procedures set out in the agreement or its supporting mandate. Monitors collect information about whether the parties are meeting specific obligations; verification checks whether an alleged event occurred and whether it breaches those obligations. There is no universal system: the agreement, access, security, resources and cooperation determine what can be established.

Monitoring and verification are different tasks

Monitoring is the ongoing or periodic collection and reporting of information about compliance. Verification corroborates whether a reported action or incident actually occurred and assesses it against the agreement’s terms. An allegation is not automatically a verified violation.

An investigation may go further: if authorized, it can establish the circumstances surrounding a verified event or seek to attribute responsibility. A mechanism may also report findings, coordinate between the parties or help resolve disagreements, but only where its mandate provides for those functions. The UN Department of Political and Peacebuilding Affairs describes these distinctions in its Guidance on Mediation of Ceasefires, Chapter 5.

How the process works

  1. Define what must be checked. The agreement identifies the obligations—what parties must do or stop doing, and sometimes where or when. Those provisions give monitors a standard for assessing compliance. A mechanism needs to fit the agreement and its context; no single template applies to every ceasefire.
  2. Assign responsibility. The parties may monitor themselves, form a joint body, agree to a third-party monitor, or combine these arrangements. The mandate should establish what the monitor is responsible for and where findings are reported.
  3. Gather information. Teams may observe in person or remotely, continuously or at intervals. They can draw on observer reports, liaison with the parties and technical devices. Monitoring may be passive—collecting dedicated or open information with limited ability to check it—or active, with dedicated resources to verify incoming information.
  4. Corroborate an alleged incident. Verification tests whether the event happened and whether it meets the agreement’s definition of a breach. The process may compare accounts and other available evidence; simply recording a claim does not establish that it is true.
  5. Investigate, report or help resolve the issue if authorized. Depending on its mandate, the mechanism may examine circumstances or attribution, inform a political oversight body, coordinate a response or help the parties settle a dispute.

Who monitors a ceasefire?

Responsibility can rest with party representatives, a mutually agreed third party, or joint groups with or without outside representatives. In some arrangements, international missions provide observers; in others, the monitoring body is built around coordination between the parties.

UNTSO: unarmed observers and cross-checking

The UN Truce Supervision Organization (UNTSO) says its military observers are unarmed and trained to observe and report violations of relevant ceasefire and disengagement agreements. It also says observations are confirmed by at least two observers from different nations. That is UNTSO’s stated procedure, not a rule for all missions. Its page, last updated 22 January 2026, reports 159 military personnel contributed by 27 nations, including 18 female officers. UNTSO: Monitoring the armistice agreements.

Colombia: monitoring, coordination and response

In 2017, the UN Security Council tasked the UN mission in Colombia with monitoring a ceasefire at national, regional and local levels. Its responsibilities included coordinating between the parties to prevent incidents and address disagreements, responding to incidents, and verifying and reporting. This example shows how one mandate can combine observation with coordination and response; it does not establish that every monitoring mission has those powers. UNIFIL: an impartial observer in a five-party mechanism

The UN Interim Force in Lebanon (UNIFIL) describes itself as an impartial observer and record-keeper for the Security Council. It says it participates in a five-party mechanism monitoring the understanding on cessation of hostilities. UNIFIL also distinguishes that understanding from a UN-authored agreement: it supports the arrangement within its mandate. UNIFIL FAQs.

What evidence can monitors use?

Methods can include direct observation, reports from the parties or others, liaison, and technical devices. Remote sensing can extend what observers are able to see: at a 2025 Security Council meeting, a representative cited drones and satellite imagery as capabilities that can enhance monitoring. Such tools can provide information, but a sensor image alone does not necessarily establish that an agreement was violated or who was responsible. Evidence must be assessed against the agreement and the mechanism’s verification procedures. UN Security Council meeting coverage on ceasefire monitoring capabilities, 2025.

UNIDIR’s discussion of remote monitoring likewise places technology within a broader verification approach, rather than treating it as a substitute for procedures and access. UNIDIR: Exploring the Use of Technology in Remote Ceasefire Monitoring and Verification.

What limits a monitor’s ability to verify an incident?

  • Access: Teams need to reach relevant locations or otherwise obtain enough reliable information to check an allegation.
  • Security: Personnel must be able to collect information safely. UN guidance says investigation and verification depend on unhindered access and security guarantees for designated teams.
  • Resources and mandate: A mechanism cannot reliably perform tasks it has not been authorized or equipped to carry out. Some mechanisms report observations; others may also investigate, coordinate or help resolve disputes.
  • Cooperation: Parties’ willingness to share information, communicate and permit access affects what can be established.

When access is limited—particularly in early, low-trust stages—teams may have to rely on passive information gathering, which offers less ability to verify what sources report. A lack of confirmation does not by itself prove that an allegation is false; it may mean the mechanism could not establish what happened.

How to judge what a monitoring mechanism can establish

To understand a particular ceasefire, look for answers to these questions in its agreement and mandate:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Who monitors? The parties, a joint body, an international or regional third party, or a combination?
  • What obligations are checked? Which actions, locations and time periods are covered?
  • How is information gathered? Through field observation, reports, technical devices, remote monitoring or a blend?
  • Can the team verify actively? Does it have dedicated capacity to check information, or mainly collect reports?
  • Can it investigate safely? Does it have access and security guarantees for relevant sites?
  • What follows a finding? Is the mechanism authorized to report, investigate, attribute responsibility, coordinate a response or help resolve disputes?

Monitoring can help support a ceasefire, but it does not itself guarantee compliance or produce a political settlement. At a 2025 Security Council meeting, a country representative warned that without a parallel political process, monitoring could freeze a conflict rather than move it toward settlement. That was the representative’s view, not a universal technical conclusion.
