Card tokenization protects stored credit-card details by replacing a card’s primary account number (PAN) with a surrogate value used in a defined payment context. If a merchant’s systems are exposed, a properly controlled payment token can limit the usefulness of the data that was taken. The protection depends on the token type and its controls: tokenization reduces PAN exposure, but does not make every token harmless or remove PCI DSS responsibilities.
What a payment token replaces
The PAN is the card number that identifies the underlying payment account. In an EMV payment-token transaction, the merchant and acquirer receive the payment token instead of the PAN. The token is passed through the payment flow for authorization, while the token service provider and payment-network framework support its relationship to the underlying account.

Tokenization does not always mean the original card number has ceased to exist in the system. Some implementations keep a mapping between a token and the PAN, often in a protected card-data vault. Security therefore depends both on how the token can be used and on protecting systems that generate, map, or store sensitive data.
How tokenization works during a payment
- Provisioning: A cardholder adds a card to a digital wallet or saves it with a merchant. A token service provider may seek issuer approval and cardholder authentication. Mastercard describes options such as a one-time passcode or authentication in the issuer’s app.
- Substitution: The service provides a token to the wallet or merchant account in place of the PAN. A wallet token may be tied to a device; a merchant token may be restricted to a merchant or use case.
- Payment: The token is submitted through the payment flow. For EMV payment tokens, a dynamic transaction cryptogram and/or other sufficient domain controls help ensure the token is used in an allowed context.
- Lifecycle management: Depending on the network, issuer, provider, and token type, a token may be suspended or replaced—for example, after a phone is lost. Card-on-file services may also update card details after a card is replaced or expires.
Why a stolen token may be less useful than a stolen card number
A PAN exposed in a merchant database can give an attacker the underlying card number. A token can instead be constrained to a particular device, merchant, use case, or transaction domain. PCI Security Standards Council (PCI SSC) guidance says EMV payment tokens must be used with a dynamic token cryptogram and/or other sufficient domain controls enforced during the transaction to adequately prevent fraud.

That protection is conditional, not automatic. A token’s usefulness to an attacker depends on its architecture and enforced controls. A token without adequate restrictions should not be assumed safe, and a compromise of a token-to-PAN mapping service or other sensitive system can expose a different route to account data.
Not all tokens are the same
“Token” describes several approaches, not one interchangeable technology. PCI SSC distinguishes these broad categories:
Rank #2
- Slim and Thin Wallet - This minimalist bifold wallet measures 4.3x3.2x0.6 inches and stores up to 15 cards. The bifold wallet perfectly fits in your pocket and is well-suited for everyday carry
- Elite Features - 2 ID windows (DL & Other ID Cards) and 2 quick slots allow for quick access during travel, shopping or work. With 15 card slots and 2 more slots behind them, it is easy to carry all your important cards, cash and bills, meet all your daily needs
- RFID Blocking- Our wallets are equipped with advanced RFID SECURE Technology, a unique metal composite, engineered specifically to block 13.56 MHz or higher RFID signals and protect the valuable information stored on RFID chips from unauthorized scans.License and ID cards will be protected effectively. No more worrying about unauthorized scans during travel, shopping, or daily commuting!
- Durable Surface - Our leather wallets are pressed with high quality 3 layers leather, which is more durable than 2 layers leather wallets. The surface of the leather is made more scratch-resistant by special treatment, which can effectively prevent small scratches caused by keys and buttons in life
- Gifts for him - The thin wallet comes in classy gift packaging. It is a perfect present for birthdays, anniversaries, Father's Day, Valentine's Day, Christmas and other special occasions, so you can easily gift it to someone you love
- Acquiring tokens: Created by an acquirer, merchant, or service provider and typically proprietary.
- Issuer tokens: Issued by a card issuer, such as virtual card numbers.
- EMV payment tokens: Provisioned by registered token service providers within the EMVCo framework.
These categories can differ in who creates the token, where any mapping is held, what transactions it can support, and who is responsible for protecting the surrounding systems. A merchant or business evaluating a solution should establish the token type and its actual controls rather than relying on the word “tokenized.”

What to check in a tokenization design
For a merchant, the useful questions are about the full payment path—not just whether a database column contains a token:

- Who issues the token: the merchant or acquirer, a network token service provider, or the issuer?
- Is the token reversible, and where are the mapping service and any card-data vault located?
- Is it restricted to a device, merchant, transaction domain, or other defined context?
- Does the payment use a dynamic cryptogram, and how are other domain controls enforced?
- How are cards authenticated when a token is provisioned?
- Can tokens be suspended or replaced, and are saved-card details updated when an account changes?
- Which merchant and connected systems can access account data, and how does that affect PCI DSS scope?
PCI’s product-security guidance also treats token generation, mapping, vault protection, and key management as security-sensitive areas. The systems that make tokenization work need appropriate access controls and monitoring.
Does tokenization remove PCI DSS obligations?
No. Tokenization may reduce PAN exposure and can reduce the number of systems that fall within a merchant’s PCI DSS environment, but it does not automatically make a merchant compliant or put every token system out of scope. PCI SSC says scope depends on the token definition, the entity’s role, and whether the token environment is part of or connected to systems that can access account data. A token service provider in the EMVCo model also has different responsibilities from a merchant receiving a qualifying payment token.

Scope is therefore a property of the implementation and its connections, not a blanket result of replacing a card number with a token. Merchants should determine the treatment of their own systems with their acquirer and qualified compliance advisers.
Implementation and monitoring still matter
Tokenization can reduce the amount of sensitive card data held in a merchant-facing environment, but the token service, mapping capability, vault, and connected systems remain important security targets. Visa’s 2010 announcement quoted Eduardo Perez, then Head of Global Payment System Security at Visa, saying, “Where properly implemented, tokenization may help simplify a merchant’s payment card environment.” The same historical announcement warned that failures to monitor malfunctions, anomalies, and suspicious activity had contributed to compromises. That statement is dated guidance, not a current independent assessment of every tokenization system.
