Innovate Cambridge’s 2035 strategy identifies four essential enablers: talent, investment, infrastructure and supportive government policy. It sets goals to double the number of science and innovation companies, startup investment and the rate of unicorn creation—but these are targets, not results already achieved.
Why Cambridge’s research strength is not enough
Cambridge has a substantial base for company creation. The University’s 2024 innovation and entrepreneurship report describes more than 95 innovation, startup and business-growth activities, while its 2025 news page reports that active companies grew from 473 in 2015 to 848 in 2025. Those measures indicate breadth and growth in activity; they do not show that every company can find the people, capital or facilities needed to become a global business.

The distinction matters because creating a startup and scaling one are different challenges. A company may emerge from university research, yet still need experienced leadership, specialist staff, larger rounds of capital, suitable space and infrastructure, and a policy environment that supports expansion. Innovate Cambridge’s strategy treats these conditions as connected parts of the task, not as a single funding problem.
What the 2035 strategy calls for
Innovate Cambridge’s 2025 strategy sets a ten-year vision for Greater Cambridge: create twice as many science and innovation companies, double the investment received by startups and double the rate at which the area builds unicorns by 2035. It also calls for maximising economic and social returns for the region and the UK. The goals are ambitions for the coming decade, not evidence that the outcomes have already been delivered.

- Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
- Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
- Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
The strategy frames delivery as a collective effort involving business, universities and local government. That framing is practical: research institutions can help create companies, but scaling them also depends on private investment, business expertise, public decisions and regional infrastructure.
Four conditions Cambridge needs to strengthen
Growth-stage investment
Cambridge needs investment across the company lifecycle, including capital for businesses that are ready to expand beyond early research or spinout financing. Cambridge Enterprise’s annual review reports £4.3 million invested in 32 spinouts and £402 million raised by portfolio companies in 2024; the latter figure covers cash investment and licence equity portfolio. Separately, the University reports total spinout investment of £46 million in 2015 and £879 million in 2024. These figures describe different reported measures and should not be treated as interchangeable.

The strategy’s target to double startup investment signals that capital remains a priority, but the cited sources do not quantify a local late-stage funding gap. The useful test is therefore not simply whether investment rises, but whether companies can secure the funding appropriate to their next stage of growth.
Entrepreneurial talent and experienced operators
Growing a research-led company takes more than a strong technical idea. Founders need access to people with relevant company-building experience, leadership skills and the ability to recruit and manage teams as the business expands. Innovate Cambridge identifies talent as an enabler; the University’s report describes a support network spanning skills, networks, investment and support.

The existence of programmes and activities is evidence of support capacity, not proof that talent needs have been met or that a particular programme causes companies to scale. Cambridge’s task is to connect founders with the expertise and people their businesses need at the right stage.
Space, transport and other growth infrastructure
Science and technology companies can require specialist facilities as well as room for teams to grow. Innovate Cambridge identifies infrastructure as a condition for growth, and the UK government’s 2024 Cambridge growth publication discusses actions addressing constraints. Infrastructure should therefore be considered broadly: the facilities companies need, the space available to accommodate them and the wider systems that make it practical for people and businesses to operate in the region.

Coordinated policy and delivery
Universities, firms, investors and government influence different parts of a company’s path. Coordinating their decisions can help connect research, business support, investment and infrastructure rather than leaving founders to navigate disconnected efforts. Both Innovate Cambridge’s strategy and the government’s Cambridge growth publication present coordinated action as part of the plan.

Unicorn counts also depend on the source and date. The UK government’s 2024 publication says 23 Cambridge-born businesses had reached unicorn status as of 2023. Founders at the University of Cambridge reports 26 unicorns born in Cambridge on a page presenting 2025 innovation figures. The sources do not establish a shared definition or boundary for “Cambridge-born,” so the counts should remain attributed rather than combined into one definitive total.
Other reported measures provide context, not a direct scorecard: the University reports £879 million in total spinout investment in 2024, compared with £46 million in 2015, while Founders at Cambridge attributes £4.9 billion raised by University of Cambridge companies to London Economics in 2023. These totals differ in scope and date from Cambridge Enterprise’s portfolio figures.
Measure success beyond unicorn counts
Unicorns are a visible marker of scale, but they cannot capture the full value of a research and innovation ecosystem. Innovate Cambridge’s strategy explicitly includes economic and social returns. A balanced assessment should consider whether more science and innovation companies are being created, whether they can secure capital and talent to grow, and whether the benefits extend to the region and the wider UK.

Cambridge already has substantial company-creation activity and institutional support. The central challenge is to turn that base into more companies capable of sustained global growth. Meeting the strategy’s ambitions will depend on aligning investment, people, infrastructure and policy—and judging progress against the stated targets rather than treating them as accomplished facts.
