Businesses can use chatbots to answer routine questions, guide customers through simple tasks, and direct people to the right support channel—but a bot works best as one part of a service, not a gate customers must pass through. Start with one recurring customer need, make the bot’s limits clear, keep an easy route to a person, and monitor whether it is actually resolving issues.
What a customer-support chatbot can—and cannot—do
A chatbot is an application that can help a customer without a human advisor. Live webchat is different: it connects the customer with a human advisor online. Some services combine both, letting a bot handle initial questions or routine tasks before transferring the conversation to a person. The distinction matters: customers should know whether they are talking to software or an employee and how to get human help.

Chatbots vary in how they understand requests. GOV.UK groups them into three broad approaches; a service may combine them:

One-click scans. No signup required.
| Approach | How it works | Good fit | Important limitation |
|---|---|---|---|
| Menu-based | Offers buttons or choices that guide a customer through a set path. | Predictable tasks with a small number of clear options. | Customers can get stuck if their need does not match the available choices. |
| Keyword recognition | Looks for words or phrases associated with prepared answers or actions. | Common questions expressed in fairly predictable language. | Different wording, misspellings, or a request with several parts can confuse it. |
| Natural-language processing (NLP) | Attempts to interpret the meaning or intent behind a customer’s words. | A wider range of phrasing, when the business has suitable content and can monitor accuracy. | It can misunderstand or return inaccurate information; more flexible language does not guarantee a correct answer. |
A chatbot is not automatically the right fix for a support problem. If customers cannot find essential information, improving site content, navigation, or search may solve the underlying problem more simply. Eric Keller, a senior director analyst in Gartner’s Customer Service & Support Practice, said: “Service leaders should not use GenAI as a mandatory first step for every issue.”

Choose the right first task
Begin with a specific, recurring customer need—not with a goal to automate as much support as possible. Review previous inquiries, chat logs, common concerns, website analytics, and customer feedback. Identify what customers are trying to accomplish, what a correct response looks like, and what should happen if the bot cannot help. GOV.UK recommends using these inputs to shape the information a chatbot relies on.
Good first candidates are bounded, repeatable interactions where the business can define a correct outcome. A bot might point customers to relevant support information or guide them through a simple process. Keep complex, sensitive, or consequential decisions under appropriate human oversight. Avoid promising that a chatbot can resolve issues outside its capabilities.
Compare the options before building or buying
| Option | What it can offer | What to weigh |
|---|---|---|
| Improve existing help content, navigation, or search | Helps customers find accurate answers without adding a conversational service. | Whether the problem is primarily poor discoverability or missing information. |
| Menu-based or keyword chatbot | A focused, controlled route through common questions or simple tasks. | Whether customers’ needs and wording are predictable enough for the paths or matching rules. |
| NLP chatbot or AI agent | Can handle more varied language and, depending on the system, support more complex interactions. | Accuracy, integration with current content or account systems, data handling, monitoring, and human review. |
| Human webchat or another staffed channel | Lets an advisor interpret context, handle exceptions, and respond to needs the bot cannot meet. | Staffing, service hours, and how customers reach the channel. |
Whether you build or buy, account for integration with current support processes and information, ongoing maintenance, accessibility, privacy and security, and the ease of transferring a conversation. A vendor’s capabilities do not remove the need for your business to manage how the service behaves.

Set expectations at the start
Identify the service as automated, say what tasks it supports, and explain where it has limits. Offer a few examples of useful questions or actions. Do not present the bot in a way that suggests it is a person. The UK Competition and Markets Authority’s consumer-law guidance says businesses should consider disclosure when AI involvement could affect a consumer’s decision and should not mislead customers about the AI’s role or capabilities.

Use clear content and realistic language
Build the bot around accurate support information that is structured, current, and maintained by people responsible for the service. For NLP systems, organize and classify the information so requests can be matched to likely intents, including the different ways customers might express them. Use concise responses, confirm when the bot has understood a request, and explain when it needs the customer to rephrase. Keep the underlying help content useful to people who do not use the bot, too.
Make placement, accessibility, and exit paths deliberate
Place support where customers are likely to need it, using service data and contact patterns rather than assuming a prominent chat button is always helpful. Test the experience on desktop and mobile, and make it accessible and inclusive. Give customers a way out of loops and an easy route to a real person, live webchat, telephone, or another appropriate channel. Where useful, let people keep a transcript or other proof of the conversation.
Federal Student Aid’s implementation account describes offering an agent or a self-service knowledge center when a chatbot does not know an answer. That is a useful design principle: uncertainty should lead to an understandable next step, not a dead end.

- Map the need. Use prior inquiries, chat logs, customer feedback, and web analytics to identify a recurring support problem and define what a successful outcome means.
- Choose a bounded first release. Select a simple task, decide what the bot can answer or do, and define the cases that need human help. Consider whether better site information or search would address the need more directly.
- Prepare and maintain the content. Create accurate answers and task paths. For an NLP system, classify information and account for realistic variations in customer wording.
- Connect the service and review its data practices. Check how it fits existing support processes and what information it needs. Minimize collection and review how the provider handles data before launch.
- Test before customers depend on it. Check usability and answer quality on desktop and mobile. Try common requests, alternate wording, unclear requests, and scenarios that should trigger escalation. Fix confusing responses and broken handoffs.
- Launch with a human route available. Tell customers the service is automated, describe its scope, and keep other support options accessible.
- Monitor and refine. Review results, complaints, feedback, and whether the bot behaves as intended. Correct content and conversation paths as customer needs or the service change; expand scope only when the current task is working reliably.
Federal Student Aid director of product design Abraham Marinez described the work as experimentation: “There is no such thing as failure. It is working and getting data to help improve the customer experience. Be perseverant and have that mindset of experimentation. It is not about failing, it’s all about experimentation.” The practical lesson is to treat a launch as a service to evaluate and improve, not as proof that automation is succeeding.

Protect customers’ data and review vendor practices
Collect only the information the chatbot needs to perform its stated function. Before choosing a provider, understand data ownership, how data is used and stored, third-party dependencies, privacy and security practices, and incident response. Cyber.gov.au’s Australian guidance for small businesses also recommends addressing data protection, breach notification, and uptime in contracts. These are Australian recommendations; the legal and contractual requirements that apply depend on where the business operates and the service it provides.
For legal, medical, or financial advice scenarios, Cyber.gov.au recommends qualified human review before acting on chatbot responses. More generally, use human oversight for higher-risk advice or actions, and test AI agents for errors and unintended behavior. The CMA’s UK guidance emphasizes that businesses remain responsible for their agents even when a third party supplies them.

Do not judge a chatbot solely by how many conversations it handles. Track whether customers complete the task, receive accurate information, or reach a person when needed. Review unsuccessful interactions, repeated rephrasing, abandoned conversations, complaints, and customer feedback to find where the service is failing. Monitoring should also check whether the bot behaves as intended and whether its information remains current.
Gartner reported results from a survey of 3,566 B2B and B2C customers conducted in February and March 2026. In that survey, 50% said interactions were easier when companies used GenAI for customer service, and 87% said it was essential for companies using GenAI in customer service to provide an option to reach a human agent. Gartner also reported that 58% of customers who use GenAI had used it to complete a task; in B2B environments, that figure was 74%. These are survey findings, not universal behavior or a guarantee of results for every business, sector, or geography. They underline why a human option and measured service outcomes belong in the design.

Frequently Asked Questions
What is the difference between a chatbot and live webchat?
A chatbot is software that can help without a human advisor. Live webchat connects the customer to a human advisor online; some services use both.
Should every business use an AI chatbot for customer support?
No. A focused bot may help with a recurring, bounded task, but improving help content, navigation, or search—or using human support—may be a better fit for the underlying need.
How can customers reach a person if a chatbot cannot help?
The service should offer a clear handoff to a real person or another appropriate support channel, such as live webchat or telephone, rather than trapping customers in a loop.
What information should a business give a chatbot provider?
Only information necessary for the bot’s function. Review the provider’s data ownership, use and storage, third-party dependencies, privacy and security practices, and incident response before launch.
