A tracker outage does not automatically stop a BitTorrent download. For a public torrent, a client can use the distributed hash table (DHT) to find peers without contacting a tracker; peers already connected may also share additional peer contacts through Peer Exchange (PEX). These methods find participants, not file pieces, and they work only when the client can reach peers that have the data it needs. Private torrents are different: they must follow their private tracker’s rules.
What a tracker does—and what it does not do
A tracker helps a BitTorrent client discover peers in a swarm. It is not the server that stores or sends the torrent’s file. Once clients find one another, they connect directly and exchange pieces, checking received pieces against hashes in the torrent metadata. This peer-to-peer distribution is part of the base BitTorrent protocol described in BEP 3.

So when a tracker is unavailable, the key question is whether the client has another way to find reachable peers—and whether those peers can provide the missing pieces.
How DHT can find peers without a tracker
The main trackerless discovery mechanism is the distributed hash table, or DHT. In BEP 5, the torrent’s infohash identifies the swarm. DHT nodes use that hash to search for peer contact information; they are not searching for a human-readable filename.

1. The client needs the torrent’s identity and DHT contacts
A .torrent file contains an info dictionary identified by an infohash. A client also needs contacts for DHT nodes so it can enter the DHT network. A newly installed client may not have any yet; BEP 5 describes obtaining them from torrent metadata or other means, including DHT-capable peers encountered through regular torrents. There is no single bootstrap address that should be treated as permanently available.
2. The client searches for DHT nodes near the infohash
DHT node IDs and torrent infohashes occupy the same 160-bit space. Using Kademlia’s XOR-distance measure, the client queries known nodes that are close to the target infohash. A queried node may return peer contacts it knows; if it has none, it can refer the client to DHT nodes closer to the target. The client repeats the search until it stops finding closer nodes.

3. The client announces its own peer contact
After searching, the client can announce its peer contact to nearby DHT nodes. Under BEP 5, it must present a recent token supplied by the same node during a get_peers query. The node checks the token against the querying IP address, helping prevent someone from registering another host’s address.

4. The peers exchange pieces directly
DHT returns peer contact information; it does not carry the file data. After connecting, clients use the BitTorrent peer protocol to identify the swarm and request pieces. Each piece can be checked against its hash, so a peer’s contact details are not proof that it has useful or valid data.

How PEX helps—and why it cannot start alone
Peer Exchange (PEX) lets connected peers share additional peer contacts. It can widen the set of peers a client knows after it has connected through a tracker, DHT, or another bootstrap route. BEP 11 describes PEX as a complementary discovery mechanism after peers have bootstrapped through methods such as DHT or tracker announcements.
PEX therefore cannot, by itself, get a client from zero peer connections into a swarm. Its contacts may also be stale or malicious, so clients should treat them as untrusted candidates rather than guaranteed working peers.

What a magnet link can—and cannot—do
A magnet link can identify a torrent without requiring the client to download a .torrent file first. Its required topic parameter carries an infohash (commonly using a btih or btmh topic); optional fields can include a display name, tracker URLs, or direct peer addresses. Compatible peers can send the torrent’s info-dictionary metadata in blocks, which the client validates against the infohash. These behaviors are specified in BEP 9.
Recommended Free Tools
The magnet link is an identifier, not a peer-discovery network. If it has no tracker listed, a compatible client should use DHT to find peers. Without DHT bootstrap contacts, a direct peer address, or another route to a reachable peer, the client may remain at “retrieving metadata” because it has nobody to ask.

What to expect when a tracker is down
For a public torrent, a tracker outage may have little effect if DHT is enabled, reachable, and able to return peers. A client may also retain peer contacts from earlier activity or learn more through PEX if it already has a connection. But discovery alone cannot make a download progress: reachable peers must have the pieces the client lacks.
- Peers appear and pieces download: another discovery route is working and the swarm has useful data available.
- No peers appear: the client may lack DHT bootstrap contacts, DHT may be unavailable or disabled, or the swarm may not have discoverable peers.
- Peers appear but progress stalls: the contacts may be unreachable, stale, or unable to provide the missing pieces.
- A magnet remains at metadata retrieval: the client has not yet reached a peer able to provide the torrent metadata.
Protocol specifications define how these mechanisms operate, but they do not establish a universal recovery time or guarantee that a particular swarm will succeed. The result depends on the client’s current contacts and connectivity, and on the peers and data available in that swarm.
Private torrents are the exception
A torrent marked with private=1 in its info dictionary is governed by different discovery rules. BEP 27 specifies that a client must announce only to the private tracker and initiate connections only to peers returned by that tracker. DHT, PEX, and local peer discovery outside the private tracker can bypass those access controls.
Do not enable public DHT or PEX as a workaround for an unavailable private tracker. Check the tracker’s status and instructions instead; if it is offline, the protocol does not provide an authorized public-discovery substitute for that private swarm.
Quick Recap
How the discovery methods differ
| Method | How it finds contacts | Can it start with no peer connections? | Main limitation |
|---|---|---|---|
| Tracker | The client announces to a tracker and receives peer contacts. | Yes, if the tracker is reachable and responds. | It depends on tracker availability; private torrents may restrict permitted sources. See BEP 27 and BEP 3. |
| DHT | The client iteratively queries nearby DHT nodes using the torrent’s infohash. | Yes, if the client has bootstrap contacts and DHT is reachable. | It needs DHT routing contacts and reachable peers. See BEP 5. |
| PEX | Connected peers share peer contacts. | No; it requires an initial peer connection. | Contacts may be stale or malicious. See BEP 11. |
| Magnet metadata exchange | Peers send metadata identified by the magnet’s infohash. | Not by itself; it still needs discovered peers or a direct peer address. | A magnet may omit tracker and direct-peer fields. See BEP 9. |
