The agenda is a planning snapshot—not a guarantee of a milestone or a formal Board position.
Start with the PCAOB’s live project agenda
The Standard-Setting, Research, Rulemaking, and Related Activities page is the best starting point for current project descriptions, anticipated next steps, staff guidance, and related work. The PCAOB says the Office of the Chief Auditor will generally update it at least quarterly. “Generally” matters: this is not a promise of a fixed update date, and the PCAOB says its agendas are dynamic, changing in response to oversight results, stakeholder input, audit issues, and other circumstances.

For each project relevant to your practice, note its category, the wording of its current description, and its stated next step. Keep the page’s distinctions intact: staff developing a proposal for Board consideration is not the same as the Board considering or adopting a proposal.
The project descriptions are prepared by Office of the Chief Auditor staff. The PCAOB cautions that they “are not statements of the PCAOB, nor do they necessarily reflect the views of the Board, individual Board members, or other staff.” Attribute them to the page or staff rather than presenting them as an official Board position. See the PCAOB’s description of the agenda.

Use the rulemaking docket to follow a formal proposal
When a project has a formal rulemaking docket number, use the PCAOB’s Rulemaking Docket. The docket number is the practical key for finding the related PCAOB releases, comment letters, SEC filings, and other materials. The index includes dockets whether or not the comment period is still open, so check the individual docket’s status rather than assuming that an indexed item is accepting comments.
Read the proposal and supporting materials in the docket, then follow the linked SEC action. A PCAOB Board adoption is not enough to make a rule effective: PCAOB rules do not take effect unless and until the SEC approves them. Confirm the SEC action and any stated effective date before describing a change as approved or effective. The docket index explains the record to consult.

Issue monitoring and research
The PCAOB may monitor an issue or conduct research before deciding whether to begin standard setting. Research can assess whether a change is needed, consider alternative regulatory responses, or result in staff guidance or continued research. A research listing is exploratory; it is not a proposed requirement.
Standard setting and public comment
If the PCAOB proceeds with standard setting, it may add the project to its standard-setting agenda. For proposed standard changes, the PCAOB says it solicits public comment before adoption and conducts economic analysis. A proposed change, a comment period, and Board adoption are distinct milestones.

Board adoption, SEC approval, and effectiveness
After Board adoption, the SEC must approve a PCAOB rule change before it can take effect. Treat these as separate checkpoints: Board action, SEC approval, and the effective date. The project agenda helps show what is anticipated; the docket and SEC action establish what has formally happened. See the PCAOB’s overview of project stages and its rulemaking docket.
Make monitoring a repeatable routine
- Bookmark the project agenda. Review it at least quarterly, consistent with the PCAOB’s general update practice, and sooner when a relevant PCAOB announcement or release appears.
- Record the project’s state in the agenda’s own terms. Note whether it is research, standard setting, rulemaking, guidance, or supporting work; capture the stated next step and any timeframe. Mark staff plans as anticipated rather than completed Board action.
- Open the docket when a formal rulemaking is listed. Follow the docket number, review releases and comment materials, and check the docket status.
- Verify the SEC outcome. Do not call a rule approved or effective until the SEC action and effective date support that description.
- Use project-update signup as a supplement. The agenda page offers a “Sign up to follow project updates” link. The page does not establish a particular email frequency or guarantee an alert for every docket event, so continue checking the agenda and docket.
- Recheck before relying on a milestone. The agenda is dynamic. Reopen the official page and relevant releases when making a publication, planning, or compliance decision based on a proposed next step.
How to compare two projects without confusing their status
Compare projects at the same level of formality. A research question and an adopted rule are not equivalent just because both appear on the agenda. For each one, compare:

- Project type and stage: research, standard setting, or rulemaking.
- The next stated milestone and its timeframe, noting whether it is a staff plan or completed action.
- Whether public comments or a formal docket are available.
- Whether the Board has acted and whether the SEC has approved the change.

|---|---|---|
| Negative Assurance related to Comfort Letter Engagements | Standard-setting activity | Staff developing a proposal for Board consideration in Q4 2026 |
| Auditor Independence | Standard-setting activity | Proposal planned for Board consideration in Q1 2027 |
| Permanent Broker-Dealer Inspection Program | Rulemaking | Proposal planned for Board consideration in Q4 2026 |
| Digital Assets | Research | Exploratory; the agenda describes research but does not establish a fixed outcome or timeframe |
| Accumulating Identified Misstatements | Research | Exploratory; the agenda describes research but does not establish a fixed outcome or timeframe |
The PCAOB describes research projects as variable in scope and duration. Possible outcomes include a new standard-setting project, a change in another project’s scope, staff guidance, another regulatory response, or continued research and outreach. A research listing therefore signals an area under examination, not a commitment to propose a rule.

Track agenda consultation separately from rule comments
Agenda-development consultations are not the same as comments on a specific proposed rule. The PCAOB’s 2026 public consultation page shows that its agenda consultation is closed and lists submissions. The PCAOB’s June 23, 2026 announcement said comments would be accepted through August 7, 2026; the consultation page now marks the period closed. For a formal rule proposal, use that proposal’s docket to find its comment materials and status.
