ASML and TSMC do different jobs at different stages of making an AI chip. ASML supplies lithography machines and related services that chipmakers use to pattern silicon. TSMC uses manufacturing equipment from a broad supplier ecosystem to fabricate chips designed by customers, and it also provides advanced packaging. In short: ASML makes a critical class of factory tools; TSMC makes chips and packages them.
Where ASML and TSMC sit in the production chain
An AI chip moves through several distinct steps: a company designs the chip, a semiconductor manufacturer fabricates its logic on silicon wafers, and packaging connects the finished dies and, where needed, memory into a usable component. ASML participates as an equipment supplier within the manufacturing stage; TSMC is a foundry that manufactures customer designs and offers packaging services.

| Company | Role | What it provides | Place in the chain |
|---|---|---|---|
| ASML | Manufacturing-equipment supplier | Lithography systems, software, and services | Provides tools chipmakers use during wafer fabrication |
| TSMC | Pure-play foundry | Process technologies, wafer fabrication capacity, and advanced packaging services | Manufactures chips to customer designs and can integrate components at package level |
These are complementary roles, not substitutes. ASML is one important supplier to the semiconductor manufacturing ecosystem; it does not provide every tool a foundry needs. TSMC combines equipment and materials from a broad supplier base with its own manufacturing processes and capacity.

ASML makes lithography systems that project patterns onto silicon wafers as part of chip production. Its extreme ultraviolet (EUV) lithography uses 13.5-nanometer light. ASML says EUV is critical to high-volume production of leading-edge chips. Lithography is a key part of fabrication, but it is not the whole process: a finished chip requires many manufacturing steps and other equipment.

ASML does not design or manufacture finished AI chips. Its tools are used by chipmakers, including foundries, to produce patterns in silicon. That makes ASML an upstream equipment supplier: its output is machinery and related services, not wafers or packaged accelerators.
What TSMC does for chip designers
TSMC describes itself as a pure-play foundry. It manufactures semiconductor products designed by customers and says it does not design or market semiconductor products under its own name. A foundry’s work includes applying its process technology and manufacturing capacity to turn a customer’s design into silicon.

The distinction matters because the company whose name appears on a chip design is not necessarily the company that fabricated it. In the fabless model, a company can focus on chip design and distribution while outsourcing manufacturing to a foundry. TSMC’s role is to manufacture customer products, not to sell its own branded AI processor designs.
Why AI chips also depend on packaging and HBM
Fabricating the logic wafer is not the end of the production story. High-performance computing systems can require multiple logic dies and high-bandwidth memory (HBM) to work together in one package. TSMC describes its CoWoS advanced-packaging technology as a way to integrate multiple system-on-chip dies with HBM stacks for HPC products.

- Single core ARM Cortex-A7 32-bit core, integrated with NEON and FPU
- Built in Micro's self-developed 4th generation NPU, with high computational accuracy and support for mixed quantization of int4, int8, and int16. Among them, int8 has a computing power of 0.5 TOPS and int4 has a computing power of up to 1.0 TOPS
- Built in self-developed 3rd generation ISP3.2, supports 4 million pixels, and supports various image enhancement and correction algorithms such as HDR, WDR, and multi-level denoisin
- It has powerful encoding performance, supports intelligent encoding, adapts to save bit rates according to the scene, and saves more than 50% of the bit rate compared to conventional CBR mode, making the captured images high-definition, smaller in size, and doubling the storage space
- The design with built-in RISC-V MCU supports low-power fast startup, 250ms fast capture, and simultaneous loading of AI model library, enabling facial recognition to be completed within 1 second
This is why AI hardware depends on more than a leading-edge logic process. Packaging determines how components are assembled and connected, while HBM supplies memory close to the compute hardware. The exact package varies by product; not every AI accelerator uses the same arrangement.

AI demand affects different parts of the chain in related but distinct ways. ASML’s 2025 financial reporting said growth in leading-edge foundry demand, supported by AI, drove logic sales, while investment in HBM and DDR5 remained important AI-related memory drivers. Those trends help explain demand for both advanced wafer manufacturing and memory-related production, but they do not make ASML and TSMC the same kind of supplier.

What TSMC’s 2025 figures show
TSMC’s 2025 reporting provides a dated view of the scale and mix of its own operations. These are company-reported figures, not independent estimates of the entire semiconductor industry or a statement of 2026 production run rates.
| TSMC-reported measure | 2025 figure |
|---|---|
| Wafer revenue from advanced technologies (7 nm and beyond) | 74% |
| 12-inch-equivalent wafers shipped | 15.0 million |
| Products manufactured for customers | 12,682 products for 534 customers |
How to read TSMC’s technology and expansion plans
TSMC’s 2025 annual report says its N2 technology entered high-volume manufacturing in the fourth quarter of 2025. The report also describes capacity and technology plans spanning multiple geographies. A stated future schedule is a company plan, not proof that a factory or process is already operating; facility timelines and roadmaps can change.
In one sentence: what does ASML do for TSMC?
ASML supplies lithography systems and related services used in semiconductor fabrication; TSMC operates as a foundry that manufactures customer-designed chips using equipment and inputs from a broad supplier ecosystem. ASML is not TSMC’s sole equipment supplier, and TSMC is not simply an ASML customer: they occupy different layers of the chip supply chain.
