Android can identify and screen eligible calls without recording or analyzing call audio and, on Android 10 (API 29) and later, without granting the screening app permission to read call history. The mechanism is Android Telecom’s CallScreeningService: the user selects a screening app, and Telecom passes it limited call details so it can allow, reject, block, or silence a call. This does not give every app unrestricted access to every call.
How Android screens a call without listening to it
For call screening, the app does not have to infer that a call is happening by monitoring sound. Android’s Telecom framework notifies the selected service about an eligible call and provides call metadata. The app evaluates that information and returns a screening response to Telecom.

- The app implements the service. It declares an Android
CallScreeningServicein its manifest with the required screening-service action andBIND_SCREENING_SERVICEpermission. Android introduced this API at API level 24. - The user chooses the screening app. Telecom binds to the app selected for the call-screening role. Merely declaring the service does not make an app the active screener.
- Telecom passes call details. The system calls the service’s
onScreenCall(Call.Details)method for an eligible incoming or outgoing call. - The app responds to Telecom. It can allow the call, reject or block it, or silence its ring. The response also includes options that affect call-log and missed-call-notification behavior.
Because this documented path uses Telecom-provided metadata rather than audio analysis, microphone permission is not part of the call-screening mechanism. That answer applies to Android Telecom screening and caller identification; an app that records or analyzes audio for another purpose would be using a different mechanism.
Which permission does Android 10 remove?
Android 10 (API level 29) and later let an app provide call screening and caller ID through this API without asking the user for READ_CALL_LOG. Android Developers states in its Telecom framework overview: “Using the Android 10 API eliminates the requirement to obtain the READ_CALL_LOG permission from the user in order to provide call screening and caller ID functionality.”

This concerns the app’s permission to read call history. It does not mean Android never records a call: the framework documentation says rejected or blocked calls are logged as blocked calls. Whether the system writes a call-log entry and whether an app is permitted to read call history are separate matters.
| Android/API threshold | What the documented screening flow supports |
|---|---|
| API level 24 and later | CallScreeningService is available. This is the API introduction level, not the threshold for the call-log permission exemption. |
| Android 10 / API level 29 and later | Call screening and caller ID through the API do not require the app to obtain READ_CALL_LOG. |
| Android 11 / API level 30 and later | The documented screening flow can access carrier caller-number verification verdicts. |
These are platform API facts, not a guarantee that every phone maker, carrier, or app exposes identical settings. Android’s API reference for CallScreeningService was last updated September 16, 2026; its Telecom overview and caller-ID spoofing guidance describe the related platform behavior.

What information can the screening service receive?
Android limits the Call.Details supplied to the service. The documented properties are call direction, caller-number verification status, connect time, creation time, and the call handle. Other properties are left at their default or null values. Only calls with a tel handle are passed, and outgoing post-dial digits are not supplied.

As a result, “no call-log permission” does not mean “no permissions or limits.” The user still chooses the active screening app, and access to contact-number calls depends on a separate contacts permission.

Why the five-second response deadline matters
For an incoming call, the service must call respondToCall() within five seconds. If it does not, Telecom unbinds the service and ignores a late response. The phone waits to begin ringing until the service responds or the timeout occurs, so slow classification can delay ringing or leave a call unscreened.
That deadline is why screening decisions need to be fast. Work that blocks the service or takes too long can make its screening ineffective even though the app has the role and receives call details.

What caller verification does—and does not—tell you
On Android 11 (API 30) and later, the documented screening flow can receive carrier verdict data related to STIR/SHAKEN. Android describes this as a signal that can help identify potential spam or invalid calls, not as a universal finding that a number is genuine. Networks may not verify every number, and the verdict can indicate that a call is unverified.
Android’s guidance also says that on 4G+ networks the platform withholds SIP headers directly because they contain personally identifiable information. The default caller-ID and spam app can access the verification verdict without receiving those headers. A verdict is therefore one input to a screening decision, not proof of identity by itself.

What this means if you are choosing a call-screening app
- An app can use Android’s supported screening role without microphone access for this specific call-identification and screening function.
- On Android 10 and later, it can use the documented API without
READ_CALL_LOG; that does not stop Android from maintaining its own call history. - The app receives limited metadata, not unrestricted details for every call. Contact calls, withheld-number presentations, and non-
telcalls have documented restrictions. - Contact-number screening may involve
READ_CONTACTS, which is distinct from call-log access. - Android 11 and later may provide carrier verification data, but not every call has a verified verdict.
