How Aircraft Maintenance, Inspections, and Annual Costs Work

Annual inspections, 100-hour rules, maintenance responsibility, and aircraft-specific cost planning explained for U.S. general aviation.

For many U.S. general-aviation aircraft, an annual inspection is a recurring legal requirement—but it is not a guarantee that the aircraft is airworthy for the next year, nor a fixed-price maintenance package. The inspection interval depends on the aircraft and how it is operated; the owner or operator remains responsible for airworthiness between inspections. Budgeting also means accounting for routine work, fixed ownership bills, overhaul reserves, and repairs that cannot be predicted in advance.

What an annual aircraft inspection means

Under the general rule in 14 CFR § 91.409(a), an aircraft covered by that rule may not be operated unless it has received an annual inspection within the preceding 12 calendar months and has been approved for return to service by an authorized person, or it has received an inspection for an airworthiness certificate under Part 21. The calendar-month wording matters: this is not simply a rolling 365-day interval.

The rule applies to many aircraft operated under Part 91, but not every aircraft or operation follows the same inspection schedule. Aircraft-specific programs and regulatory exceptions can change what is required. Owners should establish the applicable program from the aircraft’s records and regulations rather than assume that the word “annual” describes every case.

An annual inspection is an examination against a defined scope. It can identify discrepancies, but the inspection itself does not mean every problem has been repaired or that future failures have been prevented. The maintenance record must reflect the inspection and its outcome; unresolved discrepancies may affect whether the aircraft can be approved for return to service.

When a 100-hour inspection applies

The 100-hour rule in § 91.409(b) applies to specified operations: carrying a person other than a crewmember for hire, and certain flight instruction for hire when the instructor provides the aircraft. It is not accurate to say that every aircraft available for rental, or every aircraft involved in any paid flight, automatically has identical inspection obligations. The particular operation and applicable rule matter.

The regulation allows a limited extension of up to 10 hours when the aircraft is en route to a place where the inspection can be performed. Those hours are not a free addition to the next interval: the excess time is deducted from the next 100-hour period.

A 100-hour inspection can substitute for an annual inspection only if it is performed by a person authorized to perform annual inspections and is entered in the maintenance records as an annual inspection. Otherwise, completing a 100-hour inspection does not by itself satisfy the annual requirement.

How inspection schedules can differ

The annual and 100-hour intervals are not the only possible arrangements. Section 91.409 recognizes progressive inspections and other programs for specified aircraft. The program must match the aircraft and operation; these are not informal alternatives an owner can adopt without meeting the applicable requirements.

Inspection arrangement What the rule provides Practical point
Annual under § 91.409(a) For aircraft covered by the general rule, an annual within the preceding 12 calendar months, with the required approval for return to service, or an applicable Part 21 airworthiness-certificate inspection. Confirm that the aircraft is subject to this general requirement and that the record documents the required inspection and approval.
100-hour under § 91.409(b) Applies to specified for-hire carriage and certain paid instruction in an aircraft provided by the instructor. A qualifying en-route extension is limited to 10 hours and counts against the next interval. Check the operation, aircraft provision, inspector authority, and logbook entry; the interval is not a blanket rule for all aircraft used commercially.
Progressive program under § 91.409(d) Requires, among other conditions, a written request to the responsible Flight Standards office, qualified supervision or conduct, a current procedures manual and schedule, suitable facilities and equipment, and current technical information. The schedule must provide a complete inspection within each 12 calendar months and maintain airworthiness. It is a structured program with documentation and resources, not simply dividing an annual into convenient visits.
Programs for aircraft specified in § 91.409(e) and (f) Options include a current manufacturer-recommended inspection program or another program approved by the FAA, as applicable. Verify whether the aircraft falls within the specified group and which program applies.

FAA Advisory Circular 91-90, issued April 5, 2017, describes an acceptable method for developing certain approved programs. An advisory circular is guidance; it does not itself create a regulation or replace the applicable requirements in § 91.409.

What an inspection covers

Appendix D to Part 43 sets out the scope and detail of annual and 100-hour inspections. The items apply as appropriate to the particular aircraft; the list is not a claim that every airplane has every component. Before examining the listed areas, the inspection requires necessary inspection plates, access doors, fairings, and cowling to be opened or removed, and the aircraft and engine to be thoroughly cleaned.

This breadth explains why the inspection’s labor is only one part of the eventual bill. A finding may require additional diagnosis, parts, repairs, or other maintenance. The aircraft’s age, condition, configuration, and history affect what work is needed. The FAA defines inspection scope; the cited regulation does not set a universal shop price or specify that corrective work is included in a quoted inspection charge.

Who is responsible for airworthiness

The owner or operator retains primary responsibility for maintaining the aircraft in an airworthy condition. Section 91.403 also assigns responsibility for compliance with applicable airworthiness directives under Part 39. As the FAA Aviation Mechanic General Handbook puts it: “14 CFR part 91, section 91.403, places primary responsibility on the owner or operator for maintaining an aircraft in an airworthy condition.”

An inspection by an authorized person is an important part of the maintenance system, but it does not transfer the owner’s ongoing responsibility. Airworthiness must be maintained between scheduled inspections as well as at the time an inspection is completed.

Section 91.417 requires records of maintenance, preventive maintenance, alterations, and applicable inspections—including annual, 100-hour, progressive, and other inspections—for the aircraft and specified components. Owners should retain and review the aircraft’s maintenance records so that work, inspections, and applicable compliance can be followed over time. The rule requires records, not a particular brand of paper logbook or a specific recordkeeping product.

How to estimate annual ownership and maintenance costs

There is no broadly applicable current price for an aircraft annual inspection or for annual maintenance across general aviation in the sources cited here. A single figure would obscure differences in aircraft, location, condition, utilization, labor, parts, and inspection findings. An inspection estimate also should not be treated as an all-in maintenance quote unless the shop specifies what it includes.

Start with the specific aircraft rather than a generic average. Useful inputs include the make and model, engine and equipment configuration, age and condition, maintenance history, expected flight hours, operating environment, and local labor and parts availability. Ask a mechanic familiar with that aircraft to estimate the inspection based on its records and condition, and separate the inspection labor from potential discrepancy work.

Budget category Examples How it behaves
Direct or flight-linked costs Fuel, oil, and landing fees Generally increase with flying or with particular trips.
Fixed ownership costs Insurance, hangar or tiedown, annual inspection, taxes or registration, and loan payments when applicable Many persist even when the aircraft flies little; spreading them across more flight hours can lower their per-hour share.
Routine maintenance and reserves Airframe and engine maintenance, plus reserves for engine, propeller, avionics, and airframe overhauls Some routine work can be estimated from use and history; reserves prepare for major work that may not occur every year.
Unscheduled costs Failures, troubleshooting, and repairs that cannot be predicted precisely Timing and amount are uncertain, so a budget based only on scheduled work is incomplete.

AOPA’s Operating Cost Calculator provides a planning structure rather than a quote. It separates fixed and variable costs and lets users enter assumptions for routine engine and airframe maintenance per flight hour, avionics maintenance, annual inspection, insurance, parking, fuel and oil, and financing. Because users supply local and aircraft-specific assumptions, its output is an estimate, not a guaranteed price.

Calculate a per-hour planning figure

  1. List yearly costs that apply. Include the relevant fixed bills, planned inspection, expected routine maintenance, and any reserve contributions, along with the flight-linked costs you intend to include.
  2. Estimate expected annual hours. Use a realistic utilization estimate rather than an optimistic target; the result changes substantially when the denominator changes.
  3. Divide the annual total by expected hours. This gives a planning cost per flight hour for the items included, not a universal operating cost or a prediction of the next repair.
  4. Replace generic assumptions with aircraft-specific information. Use the aircraft’s records, actual local prices, and estimates from a mechanic familiar with its type and condition.

When utilization is low, fixed bills are divided across fewer hours, so their per-hour share rises. Flying more can spread those fixed costs, but it can also increase fuel use and some maintenance. A per-hour number is therefore meaningful only with its assumed annual hours and included expense categories attached.

AOPA ownership guidance includes an older rule of thumb for initially estimating routine maintenance in relation to fuel and oil. Treat that only as a starting assumption: it is not a current price, a measured fleet average, or a universal standard. The reviewed sources do not establish a representative current fleet-wide average for annual aircraft maintenance.

Questions to settle before approving work

  • Which inspection program applies to this aircraft and its operation, and when is the next interval due?
  • What does the estimate include: inspection labor only, or also cleaning, access work, troubleshooting, parts, and corrective maintenance?
  • How will discrepancies be documented, and what approval is needed before the aircraft is returned to service?
  • Which records, prior findings, or maintenance history informed the estimate?
  • For a cost plan, which expenses are fixed, which are tied to flight hours, and which reserves or unscheduled repairs are excluded?

These questions separate a regulatory inspection interval from the practical work and expense needed to maintain a particular aircraft. Neither the interval nor the inspection label alone predicts the final invoice.
