AI safety rules are not one global rulebook. The European Union has a binding, cross-sector law organized around risk; the United States combines executive policy, existing federal authorities and state laws; the United Kingdom emphasizes coordination among existing regulators and sector-specific rules; and China is described in available comparative sources as using targeted, technology-specific rules. These approaches differ in legal force, scope and timing, so a policy statement should not be treated as equivalent to a law.
What counts as an AI safety rule?
Here, “AI safety rules” includes binding legislation, executive actions, sectoral law and regulator guidance. They can all affect how AI is developed or used, but they do not have the same legal status. A law may impose duties directly; an executive order may set policy or direct government action; guidance may explain how existing regulators intend to approach a sector.

The comparison below is high-level, not legal advice for a particular product or country. The details that matter depend on where a system is offered or used, what it does, and which legal instrument applies.
How the main approaches compare
| Jurisdiction | Regulatory structure | What tends to trigger obligations | Important qualification |
|---|---|---|---|
| European Union | A binding, cross-sector AI Act with risk tiers, prohibited practices, transparency duties and obligations for certain general-purpose AI models. | The system’s intended purpose and risk category; some duties also apply to general-purpose AI providers. | Application is staged, and some high-risk obligations have delayed dates. |
| United States | Federal executive policy and existing federal authorities operate alongside state AI laws; the cited Congressional Research Service account describes no single comprehensive federal private-sector AI statute. | The relevant sector and existing legal authority, state law, and any federal policy or directive that applies. | Executive policy does not itself repeal state statutes. Policy and law can change through executive action, legislation, litigation and state enactments. |
| United Kingdom | A regulator-coordinated, sector-specific approach, with government policy favoring a proportionate, pro-innovation framework. | The sector and the regulator responsible for it, as well as any applicable statutory duty. | The cited government policy dates to 2023; it does not establish that no later legislation or regulator rules have changed the position. |
| China | Comparative analysis characterizes the approach as targeted and technology-specific, with national-security and economic-development concerns shaping policy. | The particular technology or use case under the relevant rules. | This high-level description is not a verified account of current Chinese law; specific rules, duties and dates are not established here. |
European Union: duties follow risk and intended purpose
The EU AI Act is the clearest example here of one cross-sector law that sorts systems by risk. A system’s intended purpose matters: the same general technology may face different obligations depending on what it is used to do. High-risk categories can include uses in employment, education, essential services, law enforcement, migration and biometric identification, along with certain AI systems that serve as safety components in regulated products.

What high-risk obligations can involve
For high-risk systems, the European Commission describes duties that include risk assessment and mitigation, data quality, logging, technical documentation, information for deployers, human oversight, and measures for robustness, cybersecurity and accuracy. The framework therefore reaches beyond model performance: it also addresses records, oversight and the information needed by organizations that deploy a system.
Transparency and general-purpose AI
The Act also includes transparency requirements. People must be informed when interacting with certain AI systems, such as chatbots. Providers of generative AI must make generated content identifiable; specified deepfakes and certain text on matters of public interest are subject to visible labelling requirements. General-purpose AI rules address transparency and copyright, while models classified as presenting systemic risk face risk-assessment and mitigation obligations.

Staged application dates
The Act entered into force on 1 August 2024. Prohibitions and AI literacy provisions began applying on 2 February 2025, and governance and general-purpose AI obligations began applying on 2 August 2025. The Act became applicable on 2 August 2026, subject to exceptions. The AI Omnibus entered into force on 27 July 2026 and moved the application of rules for high-risk use cases in Annex III to 2 December 2027, and for high-risk AI embedded in regulated products in Annex I to 2 August 2028. These dates concern different provisions; “the AI Act applies” does not mean every obligation began on the same day.

The US does not have a single comprehensive federal statute for private-sector AI in the Congressional Research Service account used for this comparison. That does not mean AI is unregulated: existing federal legal authorities can apply in particular sectors, and states have enacted AI-specific laws. The federal picture also includes executive policy, which can set priorities and direct government action without automatically displacing state law.

What the 2025 executive orders do
On 23 January 2025, Executive Order 14179, “Removing Barriers to American Leadership in Artificial Intelligence,” revoked Executive Order 14110 and directed development of an AI action plan. On 11 December 2025, Executive Order 14365, “Ensuring a National Policy Framework for Artificial Intelligence,” set a policy favoring a minimally burdensome national framework and directed, among other steps, creation of an AI Litigation Task Force to challenge state AI laws the administration considers inconsistent with that policy or otherwise unlawful. The order is an executive directive, not a court ruling that state laws have been invalidated.
The order states: “It is the policy of the United States to sustain and enhance the United States’ global AI dominance through a minimally burdensome national policy framework for AI.” That is the administration’s stated policy, not a description of every applicable federal or state legal requirement.

United Kingdom: look to the sector and its regulator
The UK government’s 2023 policy statement favors a proportionate, pro-innovation approach coordinated through existing regulators. It identifies principles of safety, security and robustness; appropriate transparency and explainability; fairness; accountability and governance; and contestability and redress. The Congressional Research Service describes the UK approach as sector-specific and, in its account, said the country did not have general statutory AI regulation.

That description is bounded by the dates of those sources. It is not enough to establish the complete UK legal position in October 2026. For a specific AI use, check the responsible sector regulator and current legislation rather than assuming the policy principles alone determine the legal duties.
Best Value
China: a broad contrast, not a current legal checklist
The Congressional Research Service characterizes China’s approach as a set of targeted AI rules and describes a strong government role in a vertical, technology-specific framework shaped by national-security concerns and economic-development goals. This contrasts with the EU’s horizontal risk-tier law and the US combination of federal policy, existing authorities and state laws.
That characterization is limited: current official Chinese legal texts were not verified for this comparison. It would therefore be misleading to use it to list particular Chinese measures, obligations, commencement dates or present legal status.
Quick Recap
How to assess which rules matter for a cross-border AI system
- Map the activity. Record where the AI is developed, offered and used, who provides it, and what the system is intended to do. A system’s use can matter as much as its technical design.
- Identify the instrument. Separate binding law from executive policy and regulator guidance. Do not infer that a policy announcement has repealed an existing statute.
- Check the trigger. For the EU, examine risk category and intended purpose, including whether general-purpose AI duties apply. In the US and UK, identify the relevant sector, existing authority, state law or responsible regulator. For China, verify applicable rules against current official texts.
- Build a dated obligations list. Track each duty separately, including its start date, exceptions, transition period and any later amendment. A framework’s headline effective or applicability date may not be the date for every obligation.
- Recheck before relying on the result. Legislation, agency rules, court decisions and executive actions can change the answer. Obtain jurisdiction-specific legal advice when a decision depends on whether a particular duty applies.
