AI-powered government help services typically search an approved collection of official information, then use a language model to turn relevant material into a plain-language response. The answer can save time, but it is not a government decision: the search may miss the right page, and a fluent response can still be incomplete or wrong. Source links, clear limits and a route to the official service are therefore part of a useful answer—not optional extras.
How does a government website turn a question into an AI answer?
A common approach is called retrieval-augmented generation, or RAG. Instead of relying only on information learned during training, the system retrieves material from a selected collection of published content and gives that material, along with the user’s question, to a language model. The model drafts a response based on what it was given.

- The person asks in ordinary language. A question might be “Where to find passport offices” or “I need the passport form.”
- The service interprets the request. It may classify the subject or route the question to a particular kind of search or help function.
- It searches eligible official content. Search systems can look for pages or passages that are semantically similar to the question, rather than requiring an exact match of words.
- It selects material to use. Ranking and other checks help decide which results are most relevant and suitable to provide to the model.
- The language model writes a response. It uses the retrieved material to explain the answer, ideally linking the reader to the official pages that support it.
This is a general pattern, not a universal government-chatbot design. The Government Digital Service’s account of GOV.UK Chat describes filtering content, splitting pages into semantic chunks that retain headings, semantic search, metadata-based reranking, request routing and checks before and after answer generation. It also describes partial answers that point to relevant guidance when the available material is not enough to support a complete response. GOV.UK’s May 2026 engineering account documents that particular implementation; other services may work differently.

Retrieval can help keep responses connected to changing published information. The UK Government AI Playbook says the earlier GOV.UK Chat experiment preferred retrieval-augmented generation to fine-tuning because GOV.UK content is regularly updated. But retrieving content is not proof that the right content was found: the source collection, filtering, indexing, interpretation of the question and ranking can all affect the result. The AI Playbook’s earlier case study and the later engineering account describe the approach at different stages.

What do GOV.UK Chat and Canada.ca’s plans show?
These examples illustrate both how systems change and why a dated description should not be mistaken for a permanent specification.
| Service and evidence date | What the official account says | What a reader should take from it |
|---|---|---|
| GOV.UK Chat, earlier experiment described in the UK Government AI Playbook | The playbook records an earlier experiment and says accuracy needed to improve before wider deployment. It reports 80% answer accuracy, nearly 70% of users finding responses useful and about 65% satisfaction with the experience. These are findings from that experiment, not measures of current performance. | Early user feedback can be positive even while accuracy remains a deployment concern. Read the AI Playbook case study. |
| GOV.UK Chat, transparency record published 7 October 2025 | The record describes a limited test in the GOV.UK app using GOV.UK content, Anthropic Claude Sonnet 4 hosted on AWS for language generation, and Amazon Titan embeddings. It estimated roughly 100,000 pages, around 700,000 chunks or documents and 36.9 GB in the vector store; the collection was subject to daily changes. | These figures and components describe the system as recorded at that date, not a universal requirement or guaranteed current configuration. Read the GOV.UK algorithmic transparency record. |
| GOV.UK Chat, engineering account published May 2026 and updated June 2026 | The later account describes a Ruby, AWS and Anthropic implementation and says access was being opened more widely through the GOV.UK app. It reports that nearly 70% of users said the 2023 prototype was useful to them. | The 2023 usefulness finding is tied to prototype users; it is not a current satisfaction guarantee. The later engineering account describes a subsequent stage, not a timeless technical specification. Read the engineering account. |
| Canada.ca AI Answers, guidance modified 12 February 2026 | Canada.ca says AI Answers is expected to launch in fiscal year 2026–27 and is intended to draw on published Canada.ca and other Government of Canada website information. The guidance also allows for separate topic-specific help applications where appropriate. | This is a stated plan, not confirmation that the service has launched. Read the Canada.ca design guidance. |
The figures in the two GOV.UK usefulness accounts come from different government accounts of pilot research, so they should not be combined into a single result.

What makes an AI answer useful rather than merely fluent?
Show the official evidence
Links should take the reader to authoritative information that supports the response and helps them continue to the actual service. GOV.UK Chat shows which GOV.UK pages informed an answer and encourages users to consult them. Canada.ca’s guidance calls for at least one authoritative citation link for every in-scope answer, with links that are visually distinct and easy to verify. A citation is useful evidence to inspect, but its presence alone does not prove that every sentence is accurate. GOV.UK’s transparency record and Canada.ca’s content guidance describe these expectations.
Ask a follow-up when context changes the route
Some questions are too broad to answer safely with one link. Canada.ca uses “I need the passport form” as an example: where different forms serve different situations, the service should ask whether the person means an adult passport or a first-time application before directing them. By contrast, “Where to find passport offices” is a more direct information request. “Is this an adult passport?” and “Is this a first-time application?” are examples of clarifications that can help select the right official route. Canada.ca’s content guidance gives these examples.

Say when the official information is not enough
If the source material only supports part of an answer, the service should not fill the gap with confident-sounding guesswork. The GOV.UK engineering account describes offering a partial answer with links to relevant guidance rather than completing an unsupported response. That gives the person a way forward while making the boundary of the answer visible. GOV.UK’s engineering account describes this behavior.
Why can a RAG chatbot still be wrong?
RAG grounds an answer in retrieved material, but it does not guarantee that the material is relevant, current or sufficient. A system can miss the right page, select a similar but unsuitable passage, misunderstand an ambiguous question or produce a response that overstates what the source says. Even when the linked page is correct, the generated explanation may misrepresent it.

For government services, a key boundary is the difference between helping someone understand and navigate official guidance and deciding what they qualify for or taking action on their behalf. The GOV.UK transparency record characterizes GOV.UK Chat as guidance and a starting point, not a decision-maker. A reader should use the relevant official service or agency process for an eligibility determination or consequential action. See the GOV.UK Chat record.
That is why “AI can make mistakes” notices are not an accuracy strategy on their own. Canada.ca says teams should generate answers only from trusted sources, measure accuracy, test for harmful or biased outputs, and continue user research and improvement. The GOV.UK team describes evaluating groundedness, relevance and answer rate, factual accuracy and completeness, reliability, and reputational safety, using automated checks, expert review, red teaming and live monitoring. It also describes checks on inputs before generation and responses afterwards. Such controls reduce risk; they cannot make a language-model service infallible. Canada.ca’s content guidance and GOV.UK’s engineering account describe these practices.

What privacy and accessibility features should people expect?
Clear notice and careful handling of personal information
A public-service chatbot should identify itself as AI rather than using a human name that could mislead someone. Canada.ca says an interface should explain privacy, limitations, possible mistakes and intended use. Its design blog quotes the Government of Canada’s Guide on the Use of Generative Artificial Intelligence: “Transparency about whether a client is interacting with a person or a chatbot is essential to ensure that the client is not misled and to maintain trust in government.” Read the Canada.ca design blog.
People should be told how their input and generated responses are used, and the service should minimize or block collection of personal information where possible. The GOV.UK transparency record describes filtering source documents likely to contain personal data and rejecting some queries that match common personal-data formats. Those are controls documented for GOV.UK Chat, not a feature that can be assumed of every government chatbot. Canada.ca’s content guidance and the GOV.UK record explain the respective approaches.
Accessible ways to use the service
Canada.ca’s guidance identifies accessible form and button labels, status updates, keyboard navigation, speech-to-text and text-to-speech, and screen-reader compatibility as design considerations. These features matter because the answer is only useful if people can enter a question, understand that the system is responding and access the result. See Canada.ca’s content guidance.
How should a government evaluate whether its answer service works?
Usage volume alone does not show whether people got dependable help. Canada.ca says success should be assessed by whether people’s needs were met and whether answers were accurate, alongside testing for harmful or biased outputs and continued user research. A service should also examine whether its answers are grounded in appropriate sources, relevant to the question, factually accurate and complete, reliable, safe, and useful in practice. Canada.ca’s content guidance sets out user-focused evaluation principles.
Quick Recap
- For a person using the service: check whether the answer links to official pages, whether those pages support the claim, and whether the suggested next step matches your situation.
- For a government team: evaluate retrieval and answer quality, test ambiguous and out-of-scope questions, review harmful or biased outputs, and monitor performance after release.
- For a consequential decision: use the official application, eligibility process or agency contact route rather than treating a chatbot response as a ruling.
