To assess that, look beyond efficiency metrics such as WUE: find the facility’s withdrawals and consumption, water source and discharge, peak and seasonal demand, and the capacity and conditions of the utility or watershed that serves it. Many public figures cover whole data centers, not AI workloads separately.
Where data center water use comes from
Servers and other IT equipment produce heat. Cooling systems transfer that heat out of the building, and some cooling methods use water directly. Evaporative systems, for example, can consume water as it evaporates. Air-side cooling can reduce direct on-site water use; some liquid-direct approaches may also use less on site than water-based or evaporative systems. The right comparison depends on the equipment, climate, and operating conditions—and should consider energy use as well as water.

Water can also be associated with a data center indirectly. Generating the electricity it consumes may use water, depending on the power sources and generation technologies involved. Hardware supply chains can have water impacts too, but those occur outside the facility and require a separate lifecycle boundary. A “closed-loop” cooling description alone does not establish that the full system has no water impact.

What WUE tells you—and what it leaves out
Water Usage Effectiveness (WUE) is an intensity measure. The U.S. Department of Energy defines it as annual site water use, in liters, divided by annual IT equipment energy use, in kilowatt-hours. A lower value indicates more site water efficiency relative to IT energy use.

WUE is useful for comparing efficiency when the facilities’ definitions, periods, and operating conditions are comparable. It does not show total water volume, whether water is withdrawn from a stressed source, when demand peaks, or how much water is used to generate electricity. It is not a local water-scarcity score. Read it alongside absolute volumes and local supply conditions.
Published figures need their scope attached
These figures describe different places, years, and measures. They should not be treated as equivalent or used alone to infer the impact of a specific facility.

| Average WUE: 0.58 | European Commission, published 2026, for EU data centers in data year 2024. This is an energy-weighted average of 458 reliable reports with positive total water consumption; facilities reporting zero water use with dry cooling were excluded. |
| Reported WUE range: 0.07–1.28 | European Commission, published 2026, across EU Member States in data year 2024. The Commission notes that technology, climate, facility size, and a few large reported facilities can affect variation. |
| 5.5 gigalitres for cooling | Australian Department of the Prime Minister and Cabinet, published 2026, estimating data center cooling water consumption in Australia in 2025. The estimate was reported as about 0.04% of national industrial water use. |
| 9,647 acre-feet per year for data center cooling; 12,448 acre-feet per year for electricity generation | A Nevada study published in January 2026 modeled demand to 2033 after an eight-year buildout, for its specified projects and scenarios. These are projections, not observed totals or national figures. |
The EU values are WUE intensity measures, Australia’s figure is a national estimate of cooling consumption, and Nevada’s figures are modeled annual demands split between cooling and electricity generation. The different denominators, boundaries, and methods prevent a like-for-like ranking. Australia’s small national share also cannot establish that a particular local supply system has spare capacity.

- Separate withdrawals from consumption. Withdrawal is water taken from a source. Consumption is the portion not returned to that source in a usable way. Record both if available, including material uses such as cooling and humidification, and state the measurement method.
- Identify sources, discharge, and reuse. Determine whether the facility draws potable, reclaimed, surface, or groundwater. Look for where and how much water is discharged, whether it is reused, and any relevant treatment or water-quality conditions. A withdrawal figure without its source and return pathway is incomplete.
- Check the time profile. Seek monthly totals and peak-day or peak-period demand, not only an annual average. Compare the timing with seasonal supply limits, drought conditions, or low-flow periods. An annual volume can conceal demand concentrated in the most constrained part of the year.
- Use a local denominator. Compare facility demand with the serving utility’s available supply and other demand, or with the relevant catchment or basin conditions. A national percentage cannot answer whether one utility or watershed can reliably serve a new or expanding facility.
- Estimate electricity-related water separately. If assessing indirect use, use the facility’s relevant electricity mix and disclose the estimation method. Keep that estimate distinct from on-site water. Hardware supply-chain water should be a separate category when the chosen scope and data support it.
- Pair efficiency with operating context. Report WUE with total water volume, IT energy, cooling design, climate, and the reporting period. If comparing facilities, use consistent definitions and functional units.
- State uncertainty and allocation. Identify missing data, model assumptions, and how shared infrastructure is assigned to the facility or workload. If AI’s share is estimated from a mixed-workload data center, label it as an allocation—not as a directly metered AI water total.
How to compare facilities or cooling designs fairly
Before deciding that one facility or design is “more water efficient,” compare the same boundaries and reporting period. A useful comparison includes absolute withdrawals and consumption; WUE; water source; discharge and reuse; cooling technology; seasonal and peak demand; local basin stress and supply reliability; and indirect water associated with electricity. Note whether electricity-generation water and hardware impacts are included or excluded.
The International Telecommunication Union’s guidance emphasizes a defined system boundary, a consistent functional unit, lifecycle data, and justified allocation when infrastructure is shared. Without those choices, a difference in reported figures may reflect accounting methods rather than a real difference in water performance. Do not attribute a whole facility’s total directly to AI unless the data support that attribution.

Where to look for facility-level evidence
Public disclosure is not uniform across jurisdictions, and the available policy documents do not establish one universal reporting rule for every data center. For a facility in a particular area, check:
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minute- Water utility plans, service-area supply assessments, and infrastructure planning documents.
- Water permits and regulator records, including conditions on withdrawals or discharge.
- Watershed or basin studies that discuss seasonal availability, drought, and low-flow reliability.
- Environmental reviews and operator disclosures that identify cooling systems, water sources, and reported volumes.
Berkeley’s California report discusses reporting and policy questions; the Australian government’s paper is a national consultation document. Neither establishes a universal disclosure requirement. If records do not provide monthly use, source, or consumption, say that those facts are unavailable rather than treating an annual WUE value or national estimate as a substitute.
