How AI Data Centers Affect Electricity Prices and Local Power Grids

AI data centers add concentrated electricity demand that can raise wholesale prices or prompt grid upgrades in constrained regions. Whether those costs reach household bills depends on local utility rates and how infrastructure costs are allocated.

AI data centers can raise electricity costs, but there is no single nationwide bill increase that applies to every household. These facilities add large, concentrated loads to local grids. Where supply or transmission is constrained, that extra demand can push wholesale prices higher and prompt investment in power plants, transmission lines, substations, or other grid equipment. Whether a household pays more—and how much—depends on its utility, its electricity tariff, local grid conditions, and how the costs of new infrastructure are allocated.

The key distinction is between a change in wholesale electricity prices and a change in a customer’s retail bill. The first can happen in a regional market without translating directly or immediately into the second. Available estimates also cover different things: U.S. data-center electricity use is not the same as AI-only use, and scenario estimates of future wholesale prices are not measured household-bill increases.

What the data says about electricity demand

Data centers use electricity to run computing equipment and the systems that support it. AI is one source of data-center growth, but available national estimates cover data centers as a whole rather than isolating AI facilities. That distinction matters: it is not accurate to describe all data-center electricity use as AI consumption or to attribute every projected increase in demand to AI.

The U.S. Department of Energy’s December 2024 announcement of a Lawrence Berkeley National Laboratory report put data-center electricity use at 176 terawatt-hours (TWh) in 2023, about 4.4% of total U.S. electricity use. The report estimated that data centers could use 325–580 TWh in 2028, equivalent to approximately 6.7%–12% of U.S. electricity. Those are estimates for the data-center sector, not an AI-only tally. The wide projected range also indicates substantial uncertainty about how quickly facilities will be built and used. A large data center can matter to a local grid even when its share of national electricity use seems modest. The relevant question is not just how much power is consumed across the country, but where and when the new load arrives, what generation and transmission are available there, and whether the grid can serve it without costly upgrades.

How a data center can affect power prices and grid costs

Electricity systems must match supply and demand as conditions change. When new, sustained demand arrives in a particular region, generators may need to produce more electricity, and the grid may need additional capacity to deliver it. If generation or transmission is limited, the added demand can put upward pressure on wholesale prices. If it is large or persistent enough, utilities and grid operators may also need to plan for new generation, transmission, substations, or other local equipment.

These are related but distinct effects. A higher wholesale energy price is the price of electricity in a market over a specified period. Capacity prices concern resources available to meet future or peak demand. Transmission costs pay for moving electricity over the grid, while a utility’s overall revenue requirement includes the costs it seeks to recover through its rates. A retail bill is what a customer actually pays under a particular tariff. One measure cannot be substituted for another.

The costs also depend on timing. If new demand can be served using available resources and grid capacity, the need for immediate investment may be limited. If demand exceeds what the local system can reliably serve, new infrastructure may be needed. An investment built for forecast growth can create a stranded-asset risk if the expected load does not arrive or later uses less capacity than planned. Conversely, inadequate planning can leave a system short of resources or make it harder to serve demand reliably.

Why wholesale price increases do not equal household bill increases

Wholesale prices are only one input into retail electricity rates. A utility’s exposure to wholesale markets, its procurement arrangements, the way its tariff is designed, and the timing and cost of grid investments all affect how market conditions reach customers. Two households in different utility territories can therefore experience different retail outcomes even if their regions face similar wholesale-market pressures.

The Pacific Northwest National Laboratory’s September 2026 report says data centers have not been the primary driver of residential price increases to date, although they have pushed wholesale energy and capacity prices higher in several markets. The report identifies market exposure, tariff design, forecast uncertainty, and stranded-asset risk as factors shaping what existing customers may pay. It also says the effect depends in part on whether peak demand grows faster than the utility’s costs to serve it. This is not a published statistic isolating AI data centers’ effect on an individual household’s bill; no such figure is established here. (PNNL, “Storing Affordability: Battery Storage as an Asset to Reduce Data Center Cost Shifts,” September 22, 2026.)

In practice, a wholesale-market increase may affect a retail customer differently depending on how that customer’s utility buys power and recovers costs. A regional wholesale price figure should not be read as a percentage increase in a household’s monthly bill. Nor does the fact that a data center raises some market prices establish that every household in the region will pay more by the same amount.

What the national and regional estimates actually show

Recent estimates point to potential price pressure, but they use different methods and describe different outcomes. They should not be combined into one national forecast or interpreted as a direct measure of household bills.

Lawrence Berkeley National Laboratory report, announced by DOE in December 2024: U.S. data-center electricity use 176 TWh in 2023, about 4.4% of U.S. electricity; estimated 325–580 TWh in 2028, approximately 6.7%–12% Sector-wide data-center figures, not AI-only consumption and not a price or bill estimate.
Federal Reserve Bank of Dallas working paper, March 2026: modeled average U.S. wholesale prices Existing data centers are estimated to have increased average U.S. wholesale prices by 3%–5%. For 2028, the model estimates a 50% price increase under high-utilization proposed construction and a 20% increase under a more moderate buildout. Model outcomes, not observed residential bill changes. The future cases depend on assumptions about construction and facility utilization.
U.S. Energy Information Administration, February 2026: 2027 wholesale prices in a faster-overall-demand scenario ERCOT: $37/MWh higher, or 79% above its baseline; PJM: $2.60/MWh higher, or 4%; New England and New York ISO: $3.00/MWh higher, or 5%. Scenario results with future generating capacity held to the February Short-Term Energy Outlook baseline. The scenario concerns faster overall demand growth, not an estimate of AI’s causal effect alone.

The Dallas Fed analysis is a working paper by Owen Kay, Robert Reaser, and Reid Taylor, “Processing Power: The Effect of Data Centers on Wholesale Electricity Markets,” Working Paper 2606, dated March 20, 2026. Its estimated 3%–5% effect for existing data centers and its future construction scenarios use a modeled wholesale-price measure. Neither figure says that average U.S. household bills rose by that percentage.

The EIA’s February 2026 analysis compares wholesale prices under faster demand growth with a baseline that holds future generating capacity to the February Short-Term Energy Outlook. EIA warned that results could differ from the subsequent March STEO. Its scenario is useful for showing regional differences, but it does not isolate AI data centers or establish what later prices or bills will be.

Why location changes the effect

Load growth has different consequences in different regions. The outcome depends on expected demand and how much of it is data-center load, available generation and the time needed to add more, transmission congestion and interconnection access, the market’s connections to neighboring regions, the utility’s exposure to wholesale prices, and who pays for new or underused infrastructure.

EIA’s 2027 scenario illustrates the importance of those conditions. Its modeled wholesale-price increase for ERCOT is much larger than the increases for PJM, New England, and New York ISO. EIA attributes ERCOT’s sharper response in part to its limited connections to neighboring grids, and also notes seasonal demand and wind output. It describes PJM as interconnected with other eastern regions and as having access to additional generation. These differences help explain why a national average can hide local pressure; they do not mean that every customer in ERCOT will see a 79% bill increase or that customers in the other regions are insulated from all cost effects.

Market structure is only part of the local picture. A particular utility’s tariff and procurement arrangements affect retail customers, while the local regulator and regional grid operator have roles in deciding how new service and infrastructure are handled. A regional wholesale-market result cannot answer on its own who pays for a particular substation, line, or generation investment.

Who pays for new power plants, lines, and other upgrades?

Cost allocation is a tariff and regulatory question, not a single nationwide rule. DOE’s January 2025 technical brief on rate designs for large loads describes several issues utilities and regulators are considering: fairly assigning system costs to large-load customers, avoiding unfair cost shifts to other customers, limiting stranded-asset risks, managing resource-adequacy and operational risks, and sharing risks associated with newer technologies.

Those choices matter when a utility makes investments based on a large customer’s forecast demand. If the load appears as expected and uses the capacity built for it, the investment may serve that customer and the wider system. If it is delayed, smaller than forecast, or underused, regulators and utilities must consider how the resulting costs are recovered. The relevant tariff and regulatory proceeding determine the actual allocation; it should not be assumed that the data center will pay every grid cost it causes, or that those costs automatically fall entirely on households.

On June 18, 2026, the Federal Energy Regulatory Commission issued tailored show-cause orders to the six regional transmission organizations and independent system operators under its jurisdiction. The operators had 60 days to justify existing tariffs or propose changes. Topics included efficient applications and studies for transmission service, preventing cost shifts and improving transmission-cost transparency, co-location and behind-the-meter generation, transmission service for flexible loads, and study processes for generation serving nearby or co-located large loads. The orders set out issues for the operators to address; they do not establish that every data center will pay every cost associated with its grid impact. The local tariff and proceeding remain important. (FERC, “FERC Launches Aggressive Targeted Action to Speed Large Load Integration,” June 18, 2026.)

How utilities and grid operators can manage new demand

Mitigation can reduce pressure or help use grid resources more effectively, but none of the options below guarantees lower household bills. Results depend on how the system is operated, how investment costs are assigned, and whether an option is available when it is needed.

  • Flexible load: A large customer that can shift or reduce some electricity use may be easier to serve during tight periods than one whose demand is entirely fixed. FERC’s 2026 action specifically includes transmission service for flexible loads among the tariff issues for regional operators.
  • On-site generation and co-location: Generating power at or near a data center may change how much electricity it draws from the wider grid, but the connection, operating arrangements, and treatment of associated costs matter. FERC’s orders include co-location, behind-the-meter generation, and the studies for generation serving nearby or co-located large loads.
  • Battery storage: PNNL says storage can help defer some higher-cost grid investment through peak shaving, reduce exposure to volatile wholesale prices, and support reliability. Those benefits depend on when and how the batteries operate and on the tariff and grid arrangements.
  • Better use of existing grid assets: Using available transmission or other system capacity more effectively can be part of addressing growth, although local limits may still require new infrastructure.
  • Generation and transmission planning: Planning for new supply and delivery capacity can help the system accommodate demand. The timing, cost, forecast assumptions, and allocation of investment risks affect whether that planning protects or burdens existing customers.
  • Transparent rate design: Tariffs can set out how large loads contribute to system costs and how risks are shared. DOE identifies cost allocation, stranded assets, resource adequacy, and the ability to accommodate customers with carbon-free supply or on-site capacity as rate-design considerations.

DOE’s December 2024 announcement quoted Energy Secretary Jennifer M. Granholm saying, “We can meet this growth with clean energy.” That statement expresses a policy possibility, not a guarantee about the generation mix serving every new facility. The practical outcome depends on the resources available and the grid and tariff arrangements in the relevant region.

How to assess a claim about your local electricity bill

When a utility, regulator, or news report says data centers could raise electricity costs, identify the measure and the location before drawing conclusions. The following checks help distinguish a local bill impact from a broader market estimate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Identify the price or cost being discussed. Is the claim about wholesale energy, capacity, transmission, a utility’s total revenue requirement, or the retail bill? Ask for the time period and whether the number is observed, forecast, or modeled.
  2. Check whether the figure is AI-specific. National data-center energy estimates include data centers generally. A broader data-center figure does not reveal the electricity use or price impact of AI facilities alone.
  3. Locate the market and grid constraint. Find out which utility and regional grid operator are involved, whether generation is available, and whether transmission or interconnection access is constrained. A nationwide average may conceal a much larger or smaller local effect.
  4. Read the applicable tariff or rate proceeding. Look for rules on large-load service, required contributions or commitments, transmission and distribution upgrades, flexible demand, and recovery of costs if forecast load fails to arrive or is underused. These determine how costs may be allocated.
  5. Separate a scenario from an outcome. A model that assumes faster demand growth or a particular construction and utilization path describes a conditional result. It does not establish what a utility will spend, what a regulator will approve, or what a household will pay.
  6. Look for the bill mechanism. To support a claim about a residential bill, the evidence should connect the relevant wholesale or infrastructure cost to the utility’s procurement and rate design, and show how that cost is recovered from customers.

The evidence is strongest when it names the local market, specifies the cost category and period, explains the load and supply assumptions, and identifies the tariff or regulatory mechanism that could reach customers. Without that chain, a wholesale price change is not enough to calculate a household’s bill impact.

What can and cannot be concluded

Data-center growth is a significant source of new electricity demand, and a large concentrated load can raise wholesale prices or drive grid investment where supply and transmission are tight. The size and direction of the effect are regional, and the cost of serving a new load can create questions about reliability, forecast risk, and fair allocation between large customers and existing ratepayers.

What the available estimates do not establish is a single nationwide increase in residential bills caused by AI data centers. The national energy-use figures cover data centers broadly; the wholesale-price studies use models or scenarios; and retail outcomes depend on local utilities, tariffs, and regulatory decisions. For a household, the relevant evidence is therefore the local rate case or tariff and the costs it actually assigns to customers—not a wholesale-market percentage taken on its own.
