How AI Can Help Stadium Teams Spot Crowd Risks and Coordinate a Response

Stadium AI can help control-room teams interpret crowd, camera and access signals, but human operators, tested systems and clear safeguards remain essential.

Stadium AI is best understood as a decision-support layer: it can help staff interpret camera, sensor and access data, but people in the venue operations centre still need to verify conditions and direct the response. Current examples include a government-described stadium trial and football innovation pilots—not evidence that AI has replaced established safety operations or reduced injuries.

What AI can—and cannot—do in stadium security

A major event produces many signals at once: spectators moving through entrances, queues forming, crowd density changing, alarms sounding and staff reporting incidents. AI systems can help organize or analyze some of those inputs so operators can focus attention where it may be needed. Depending on the system, that might mean highlighting an unusual flow pattern or displaying information from several sources together.

An alert is not confirmation of an incident. Operators need to check it against live conditions, venue layout and event context before deciding what to do. FIFA’s stadium guidance assigns monitoring and coordination to a Venue Operations Centre (VOC), where staff can direct resources during routine operations and emergencies. FIFA’s safety and security guidance describes CCTV as a tool for identifying incidents or potential problems, assessing situations, informing action and preserving recordings for later investigation.

That division of responsibility is central: AI may help staff notice and interpret information, while trained people and established procedures remain responsible for decisions and response. The available examples do not establish that AI independently prevents emergencies or guarantees safer events.

Where stadium teams may use AI

Crowd density, movement and queues

Analytics can help staff assess where crowds are gathering, how people are moving and whether queues or bottlenecks are developing. A density map or flow alert may help operators decide where to look or which resources to position, but it needs to be checked against what is happening on site.

FIFA recommends specialist crowd-flow modelling to test entry and exit capacity, queueing and circulation. Its precinct and perimeter guidance also describes electronic access control as a way to monitor spectator entry flow. These tools can inform planning and operations; they do not make a model’s forecast a verified account of conditions.

Entry and access operations

Ticketing, access-control systems and turnstiles can provide information about how spectators are entering. If that information is brought into the VOC alongside other operational signals, staff may get a more useful view of emerging pressure points. That kind of cross-system view is a plausible direction for venue operations, not an outcome established by the cited pilots.

Incident awareness and coordination

AI could help prioritize incoming information for a control-room team—for example, by flagging a pattern for review. The VOC can then assess what is happening, coordinate venue staff and communicate with emergency services under the event’s procedures. FIFA’s guidance calls for a VOC to monitor and control safety and security operations and direct resources in normal operations and emergencies.

Limited aerial monitoring

For the 2026 World Cup, FIFA’s drone notice describes monitoring designated exterior areas for safety, security, crowd management, incident awareness and event operations. It says the footage described is not for general marketing, profiling or automated decision-making. This is an example of defining a deployment’s geography and purposes; it should not be taken as a rule for every venue or jurisdiction.

What documented stadium examples show

Accor Stadium: a described crowd-safety trial

A Digital NSW account published on 26 February 2024 says more than 80,000 people attended Accor Stadium each night during the Taylor Swift Eras Tour. It describes a trial using de-identified CCTV information together with environmental data and social media to provide real-time anonymous insights into crowd density, mood and flow.

The account documents a use case, not a measured safety result. The attendance figure does not show that the system prevented injuries or incidents, and the account does not provide an independently evaluated change in outcomes or establish the accuracy of its assessments.

Together, these examples show that stadium AI is being tried in specific settings. They do not establish universal adoption or quantify reductions in injuries, incidents, false alarms or operating costs.

Can AI predict a crowd crush?

AI-based crowd-flow analysis may help identify patterns or conditions that warrant attention, such as increasing density or a developing bottleneck. But the available examples do not demonstrate that a system can reliably predict a crowd crush, give a universal warning threshold or prevent one. A prediction is only useful when operators can validate it, interpret it in context and act through a practiced response plan.

Venue layout, event conditions and the behavior of the crowd all matter. Any model output should therefore be treated as a prompt for assessment rather than a substitute for on-site monitoring or specialist crowd-flow planning.

What a venue needs beyond an AI model

Analytics depend on the wider operating system around them. FIFA’s guidance places monitoring and incident coordination in the VOC, and its event inspection guidance calls for pre-event and matchday testing of systems including turnstiles, crowd-flow monitoring, CCTV, emergency communications and backup power.

A venue considering AI should check that the deployment fits its actual staffing, communications and emergency arrangements—not just that the software can generate an alert.

  • Inputs and coverage: Identify which cameras, environmental sensors, access systems or other inputs are used, and which areas and operating periods they cover.
  • Control-room fit: Decide how information reaches the VOC, who reviews alerts and how operators communicate a response.
  • Venue-specific reliability: Evaluate performance in the venue’s lighting, weather, crowd density and event conditions. Define what staff do when an input is unavailable or an alert appears wrong.
  • Inspection and fallback: Test connected equipment and communications before the event, and retain workable manual procedures for power, connectivity or system failures.
  • Named responsibility: Assign people to assess alerts, make operational decisions and document how those decisions are handled.

FIFA’s safety and security operations guidance states: “Safety and security are the most important considerations for the operation of a stadium.” AI should support those operations, not replace the planning, people and infrastructure they rely on.

Privacy, transparency and accountability

Camera analytics and data integration raise questions that a venue should settle before deployment. The purpose and boundaries of monitoring need to be clear to operators and spectators, and access to footage and derived alerts should be controlled. Venues also need policies for retention, review, correction of errors and accountability for decisions.

  • What specific safety task does each data source support?
  • Which places and times are monitored, and who can view raw footage or alerts?
  • How long is information retained, and how can an inaccurate alert be challenged or corrected?
  • How is the system evaluated across different crowd behaviors, event conditions and the needs of people with disabilities?
  • Who decides what action to take, and what happens when the model, power or connectivity fails?

A 2026 article in Cities, “SAFE-CITY-AI: Responsible governance of AI-enabled surveillance for mega sporting events,” frames event surveillance as part of wider smart-city systems and discusses transparency, accountability and vendor power as governance challenges. It proposes a framework; it is not a universal binding standard. Applicable privacy, data-protection, biometric, surveillance and aviation rules depend on local law and the specific deployment.

How to assess a proposed stadium AI system

Before adopting a system, venue teams can use these questions to separate an operationally useful tool from an unproven claim:

  • Use case: Is the system intended for crowd-flow awareness, incident detection, access operations or another clearly defined task?
  • Evidence: Are there trial results, independently evaluated outcomes and reported error rates for conditions similar to this venue’s?
  • Operational fit: Can the VOC’s staff review the output and connect it to existing communications and emergency plans?
  • Reliability and fallback: How does it perform under actual venue conditions, and what manual process applies if it fails?
  • Governance: Are purpose, coverage, access permissions, retention, transparency and local legal requirements addressed?
  • Accountability: Is a human owner named for each decision the system may inform?

The available examples do not provide comparable vendor accuracy, cost or incident-reduction measurements, so they do not support ranking products or claiming a quantified return on investment.

What “the next generation” of stadium operations may mean

The evidence supports a measured outlook: stadium AI is being trialed as a way to combine or interpret operational signals and improve situational awareness. Its value will depend on whether those signals are reliable, useful to the people in the VOC and connected to procedures that can turn information into an appropriate response. What it has not yet established is that AI can take over stadium safety or, by itself, make an event safe.
