AI can analyze transaction and account data to flag patterns or assist compliance teams; a ledger can provide shared transaction records and support programmable transfers of tokenized assets. Combining them may help with anti-money-laundering monitoring and payment workflows, but neither technology makes the other accurate, private, interoperable, or compliant by itself.
What each technology does
In a financial-services system, AI is a way to analyze data and assist with tasks. Machine-learning models, for example, can look for patterns in payment activity and related account information. Their output is a signal for review, not proof that a transaction is criminal or that a customer has violated a rule.

A blockchain or other distributed ledger records transactions across a network under rules set by its design and governance. Depending on the arrangement, participants may share a record and use programmable rules to transfer or manage assets. A ledger does not establish that the information entered is correct, nor does it decide what a suspicious pattern means.

The Bank for International Settlements describes a proposed “unified ledger” for tokenized central bank reserves, commercial bank money and financial assets, while noting that such a system may or may not use distributed ledger technology (BIS, 2025 Annual Economic Report, Chapter III).

Where AI and a ledger can work together
Flagging potentially suspicious activity
AI can examine payment histories and, where permitted and available, relevant account or KYC information to surface unusual activity for investigators. A ledger may provide transaction records to analyze, but those records are useful only if the institution can lawfully access them, interpret them and connect them to relevant identities.
The BIS discusses machine learning for detecting patterns in payment data and blockchain analytics as a possible monitoring aid in anti-money-laundering work (BIS, 2025 Annual Economic Report, Chapter III). These tools can help investigators identify leads; they do not eliminate fraud, money laundering or the risk that records or analysis are incomplete.
Supporting compliance workflows
AI agents may assist with routine computer interactions involved in preparing suspicious activity reports, according to the BIS. That is a workflow-support role: staff should review the evidence, decide what action is appropriate and remain accountable for submissions. A model should not be treated as an autonomous legal decision-maker.
Coordinating tokenized payments and assets
A shared programmable environment can combine records of tokenized money or assets with rules for transferring them. That could help coordinate certain financial flows among participants, but it does not by itself show that a proposed arrangement is safer, cheaper or preferable to existing payment rails. Its value depends on the specific use case, governance and how it connects to existing systems.

Illustrative commercial proposals
Deloitte’s 2025 discussion describes possible combinations such as AI analysis alongside ledger records for fraud monitoring, AI-supported customer service and payment automation (Deloitte, “Blockchain and AI payments”). These examples illustrate proposed uses; they are not independent evidence of broad adoption, achieved savings or guaranteed fraud reduction.
What the evidence does—and does not—show
Official sources document financial-sector AI applications and oversight concerns, as well as tokenization and ledger-based financial infrastructure. They do not establish how common integrated AI-and-blockchain systems are, or provide a reliable measure of their combined performance or financial impact.
The U.S. Government Accountability Office reported identifying 168 AI uses across 25 sources in its 2025 review. That is a count of use cases collected for the report, not a count of companies, blockchain deployments or combined AI-and-blockchain implementations. The review covered AI use and oversight in U.S. banking and securities and derivatives contexts; its interview sample was not designed to represent every company (GAO, “Artificial Intelligence: Use and Oversight in Financial Services,” May 19, 2025).

Risks to assess before combining the technologies
Privacy and lawful data access
Linking ledger activity with identity, account or customer data can create additional privacy and security exposure. Cross-border and cross-jurisdictional data-governance rules may restrict the pooling needed to detect network-wide patterns. The BIS also cautions that cryptographic techniques alone may not resolve privacy concerns (BIS, 2025 Annual Economic Report, Chapter III).
AI errors and accountability
Models can produce unreliable results when data is incomplete or poor quality, and their outputs require validation, monitoring and clear escalation paths. The Financial Stability Board identifies model risk, data quality and governance among AI-related vulnerabilities for financial stability. It also points to cyber risks, third-party dependencies and provider concentration, correlated behavior and the potential for generative AI to increase fraud or financial-market disinformation (FSB, “The Financial Stability Implications of Artificial Intelligence,” November 14, 2024).
Ledger design, interoperability and recovery
Permissioned and permissionless ledgers have different governance and access arrangements. For permissionless systems in particular, openness and transparency involve trade-offs with privacy, scalability, transaction sequencing, finality and governance; no single design has every property. The European Commission surveys these issues in its discussion of permissionless blockchains in financial services (European Commission, “Enhancing financial services with permissionless blockchains,” released November 27, 2024).
Any proposal also needs a credible plan for outages, recovery, legal enforceability and connection to bank systems, identity controls and existing payment rails. A new ledger can add complexity or create an unsafe parallel system if those connections are not well governed.

Customer protections and third parties
Tokenized products may interact with or duplicate deposits and existing payment arrangements. Federal Reserve Governor Michelle Bowman said regulators need to understand “what existing problem does this technology solve?” in a June 17, 2024 speech on financial innovation. She also urged consideration of third parties, costs, benefits, constraints, responsibility and the protections customers and the financial system receive (Federal Reserve, Michelle Bowman, June 17, 2024).
Institutions should identify which model, cloud, analytics and ledger providers are critical, and assess concentration and outage risks. Treasury recommends compliance review before deployment and periodic reevaluation of AI use in financial services (U.S. Treasury, December 19, 2024).
How to evaluate a real proposal
Compare a combined system with the existing process and with simpler alternatives. A proposal should answer these questions before its technology claims are treated as benefits:
- Problem and evidence: What specific customer, operations, fraud or settlement problem is being addressed? What evidence supports the claimed improvement?
- Data and privacy: What information enters the model, who can see ledger records, and what lawful basis and governance permit sharing across organizations or borders?
- AI quality and responsibility: How are outputs validated, monitored and explained? Who reviews alerts, handles exceptions and remains responsible for decisions or reports?
- Ledger governance: Is the ledger permissioned or permissionless? Who controls changes, and how are privacy, finality, resilience and recovery handled?
- Interoperability: Can the system connect safely to current payment rails, bank systems, identity controls and legal arrangements?
- Third-party and regulatory risk: Which external providers are essential, what happens if one fails, and which laws and customer protections apply in the relevant country and use case?
The right answer depends on the use case and jurisdiction; a technically feasible integration is not automatically an appropriate financial product or compliance control.
