The final card debit may also include the issuer’s foreign-currency markup and tax on that fee, and the rate used at settlement can differ from an estimate shown when you authorize the purchase. That is why a dollar purchase can cost more rupees this time even if its USD price has not changed.
How exchange-rate movement changes a dollar price
The relevant rate is quoted as rupees per U.S. dollar (INR/USD). When that number rises, each dollar requires more rupees. For a purchase priced in USD, the conversion component is:

USD price × applicable INR-per-USD rate = conversion amount in INR
For example, as hypothetical arithmetic rather than a claim about historical rates, a USD 100 purchase converts to ₹9,000 at ₹90/USD and ₹9,500 at ₹95/USD. The ₹500 increase comes from the exchange rate alone; it does not include card fees or taxes.

India’s Government told the Lok Sabha that the rupee closed at ₹93.88 per USD on March 24, 2026, and had depreciated 9.0% during FY 2025–26 through that date. That is a dated official observation, not a quote for a later purchase. The RBI page sourced to FBIL showed ₹94.5975 per USD at 1:00 pm on June 30, 2026; that, too, is a timestamped reference rather than a live consumer rate. Lok Sabha answer; RBI reference-rate page.
Why your card debit can differ from the simple conversion
The exchange rate is only one layer of the amount charged. A card transaction may use a network conversion rate, add the issuer’s foreign-currency markup, and apply tax to that fee. The transaction may also be converted at settlement rather than at authorization, so an initial displayed INR estimate and the final statement amount can differ.

ICICI Bank’s published example says it applies a 3.5% markup to the network conversion rate at settlement and GST on the markup. This describes that issuer’s stated terms, not a universal fee or rate. GST in this example applies to the markup, not to the USD purchase value itself. Check your own card’s current conversion terms and statement to see the rate, fee, and tax actually applied. ICICI Bank foreign-currency markup information.
- Exchange rate: the INR-per-USD rate used to convert the purchase.
- Network conversion: a card-network rate that may be applied on the settlement date.
- Foreign-currency markup: an issuer charge added to the converted value.
- Tax on the fee: any tax applied to the markup under the issuer’s stated terms.
- Settlement timing: the final conversion may use a rate from later than the authorization estimate.

Bank of India says its card rates are indicative, subject to change with market volatility, and that the rate prevailing at debit or credit applies. This is the bank’s own description; it is a reminder to check the final rate, not an independent market estimate. The RBI has also stated that fees or charges payable in India on covered cards must be denominated and settled in rupees. Bank of India forex-card information; RBI circular dated May 9, 2023.
How to check what a USD purchase will really cost
- Write down the USD price. Use the merchant’s actual charge amount, including any USD tax or delivery charge shown at checkout.
- Check the card’s current terms. Find the foreign-currency conversion method, markup, tax on the fee, and any relevant card or cash-withdrawal charges.
- Find out when the rate is applied. If the card uses a settlement-date rate, treat an authorization-time INR estimate as provisional.
- Calculate the conversion component. Multiply the USD total by the applicable INR-per-USD rate, then add the fee and any tax that applies to it.
- Compare payment options using the total. For a forex card, include its loading, reloading, withdrawal, and cross-currency charges. Do not compare only an advertised rate or a “zero markup” label.
- Check the statement after settlement. Compare the final INR debit with the USD charge and the issuer’s fee breakdown; use the issuer’s support channel if a charge does not match its terms.
If a merchant or payment terminal offers to charge you in INR instead of USD, ask for the offered INR amount and compare it with the issuer’s full conversion terms before choosing. The available evidence does not establish a universal markup for this merchant-provided conversion, so its value depends on the offer and your card terms.

Does a USD card purchase automatically incur TCS?
No blanket conclusion follows from the threshold figures alone. The 2025–26 Budget Speech proposed raising the LRS TCS threshold from ₹7 lakh to ₹10 lakh. The cited Income-tax Rules, 2026 reporting entry lists annual thresholds of ₹10 lakh for a person with PAN and ₹5 lakh for a person without PAN for credit of foreign currency to a forex card or expense in foreign currency through a debit or credit card. These figures are threshold context; they do not by themselves establish that every ordinary USD card purchase incurs TCS or resolve how a particular person’s transactions are treated. Why the rupee moves
The Government’s Lok Sabha answer describes the INR exchange rate as market-determined, with no target level or band; it says the RBI monitors the market and intervenes during periods of excess volatility. Factors it identifies include the Dollar Index, capital flows, interest-rate trends, crude prices, and the current-account deficit. For the FY 2025–26 period discussed in that answer, the Government attributed depreciation to a higher trade deficit and relatively weak support from capital flows. Those are explanations for that period, not a complete forecast of future exchange rates. Lok Sabha answer on the rupee’s movement.
