Ending a town’s Flock contract does not necessarily switch off every camera or remove the equipment immediately. The decision, service shutdown, handling of stored data, and physical pickup are separate steps—and local examples show that they can happen on different schedules.
What does “de-Flocking” actually involve?
It is not one event. A council vote may direct officials to terminate or not renew an agreement, but the effective date depends on the contract and the action taken. Service and user access can be shut down before vendor-owned hardware is collected. Data already gathered also needs a separate disposition decision.

The gap is visible in Flagstaff: the city reported that its contracted cameras were deactivated when the contract was canceled in December 2025, while a January 2026 update said staff and Flock were still arranging removal. Mountain View took another route: the city said its 30 ALPR cameras had been off since February 2, 2026, before council voted unanimously on February 24 to terminate the agreement. What happens first: contract action and service shutdown
The relevant local authority may vote to terminate, direct staff to do so, or choose not to renew. Those decisions can have different notice periods, effective dates, and costs. Before assuming a vote means the equipment is gone, check the contract’s termination terms, hardware ownership, removal responsibility and deadline, and provisions for exporting or deleting data.

Alexandria’s police department says the city can stop Flock service at any time. A transition to another provider, however, requires coordination among fiscal, legal, and procurement staff and depends on procurement rules and operational considerations. Account access can end before pickup
Asheville’s sequence makes the distinction explicit. After council voted on August 25, 2026, police deactivated user accounts and system access; the contract ended August 26. The city said hardware retrieval depended on Flock. In a later update, Asheville reported that the vendor had confirmed a requested removal date of October 12 and expected to retrieve the equipment within 60 days of that date because of technician scheduling backlogs. What happens to data already collected?
Turning off a camera or ending access does not establish that previously collected records have been erased. They might be deleted, kept for active investigations, moved into an evidence system, or retained to meet public-records, litigation, or other legal requirements. Officials should explain the scope and timing of deletion, whether copies exist with the vendor or other agencies, and what records must be preserved.

Arlington County’s September 2026 announcement directed deletion of data not required for active criminal investigations, subject to applicable contractual, legal, and operational requirements. Its announcement covered 41 devices: 26 Falcon license-plate-reader models and 15 Condor point-tilt-zoom models. The county said it would request removal from public property within 14 business days, while cautioning that logistics could extend the process. Arlington County announcement.

Retention rules vary by jurisdiction. Alexandria Police says Virginia law requires ALPR data to be purged after 21 days unless it is associated with an active case. Data retained as part of an investigative record or evidence is subject to state records-retention requirements; the department says data held beyond 21 days is moved out of the Flock system into its digital evidence-management system. Contract terms, who owns the equipment, authority over poles or public rights-of-way, vendor scheduling, and local logistics can all affect pickup. A planned removal date is not proof of completion, and covering equipment is an interim measure rather than physical removal.

Dane County reported that 26 cameras remained after its contract expired on May 31, 2026, because Flock had not removed them by the date requested by the Sheriff’s Office. The office said it covered the cameras to ensure they were not in use. Asheville also reported covering four cameras on city rights-of-way while awaiting pickup. Local contract details matter. In Englewood, the city attorney said the agreement did not appear to set a removal deadline; reporting also described potential service and removal costs. Those terms should not be assumed to apply to other towns. Axios Local: Englewood coverage.
Will the town replace Flock?
Not automatically. Ending one contract and approving a replacement are separate political, procurement, and operational decisions. Alexandria describes the fiscal, legal, procurement, and operational coordination involved in changing providers. In Englewood, council voted unanimously to end its Flock contract, but a proposed Axon contract ended in a 3–3 tie, leaving no replacement approved at that point. If officials propose another system, the useful questions are who owns and can access the data, which agencies may use it, how access is audited, when records are deleted, what investigative functions are included, what the contract costs, and what public oversight applies. A provider change by itself does not answer those governance questions.
