A teacher’s account of an alleged 2023 fraud at a Dehradun school prompted me to think about how a school management portal should protect children’s and families’ information. The story, as described in my earlier article, involved a caller posing as a student’s parent, malicious links and a reported loss of ₹95,000. I could not independently confirm that specific incident from the contemporary report available; it should be treated as the account that inspired the project, not as an established finding.
The incident that prompted the idea
As I described in the original project account, a teacher told me about a school manager in Dehradun who was allegedly defrauded in 2023. The caller reportedly built trust by referring to a student’s pending fee, then directed the manager to links. The account says the loss was ₹95,000. Those details come from my article, rather than independent confirmation of the particular case, so I cannot establish exactly how the fraud worked or whether opening a link alone caused the loss.

The story nevertheless raised a practical question for me: if school tasks move into digital systems, how should those systems handle the sensitive information and decisions they bring together? A portal may support attendance, fees, communications and records, but it also creates accounts and workflows that can be targeted through stolen credentials, mistaken access or convincing social engineering.

Regional cybercrime context is not proof of this case
There was broader cybercrime activity in Uttarakhand around the same period. The Times of India reported that 465 people in Udham Singh Nagar reported cybercrime losses of ₹59.54 lakh in January and February 2023; it separately reported ₹15.45 lakh recovered by the district cyber cell. Those figures concern that district and two-month period. They do not verify the alleged Dehradun school-manager incident or its reported ₹95,000 loss. The Times of India report also quoted SP City Manoj Katyal urging people to stay vigilant and take precautions.

What the story means for a school portal
The central lesson is not that software can prevent every fraud. It is that security has to be considered in both the portal and the routines around it. In the reported scenario, familiarity with a student’s fee situation may have made an unusual request seem credible. A school should therefore treat requests involving payment links, fee changes, passwords or financial details as high risk.
Verify unusual requests outside the message
- Do not rely on a caller-supplied link or phone number to confirm a payment request. Use a previously known contact channel or the school’s established payment process.
- Require a second staff member or another documented approval for sensitive changes, such as changing payment instructions or altering financial records.
- Give staff a clear way to report suspicious messages and calls without being blamed for raising a concern.
Limit access and make sensitive actions traceable
Each account should have only the permissions its user needs. A teacher, fee clerk, administrator and parent should not automatically have the same ability to view or change records. Log sensitive actions—such as changes to fees, contact details, permissions and student records—so the school can investigate what happened and when.

Protect accounts, data and availability
Security design should include strong account authentication and safe recovery procedures, encryption for data in transit and at rest, timely software and dependency updates, and backups protected from ordinary account compromise. Backups are useful only if the school can restore them, so recovery procedures should be documented and tested. Collect only information the school needs, define how long it is retained, and provide a process for deletion where appropriate.
These are design and governance considerations, not claims that my portal implements them or has passed an independent review. No penetration test, code review or independent security assessment of the project was established. A feature list alone cannot demonstrate that a system is secure.

School safety and student-data obligations
The Ministry of Education’s 2021 School Safety and Security Guidelines address internet safety and the need for school administrators to protect information and systems or network devices. In its 23 August 2024 announcement, the Ministry described the guidelines as advisory and said States and Union Territories had been directed to implement them. The announcement places responsibility for children’s safety on school leadership and relevant personnel, including in transport contexts. These guidelines are a governance reference, not a certification of any software product. Read the Ministry’s announcement and the 2021 school safety manual.
For student data, a Ministry of Electronics and Information Technology release dated 12 December 2025 said the Digital Personal Data Protection (DPDP) Act and Rules were notified on 13 November 2025. The release describes requirements that include verifiable parental consent for processing children’s personal data, reasonable security safeguards and breach notification. It also describes an 18-month implementation period and says the SPDI framework continues during that period. Because commencement and compliance timelines can change, schools and vendors should verify the current legal status and applicable requirements with official guidance or qualified counsel rather than treating this summary as legal advice. See the Ministry’s release.
Building a portal is not the same as proving it secure
My project began with a concern about how easily a convincing request might intersect with everyday school administration. Turning that concern into software is only one part of the answer. The portal needs appropriate technical controls, while the school needs clear approval, verification, training, maintenance and incident-response practices.

Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Government education systems provide useful context: NIC describes an Uttarakhand government portal for schools, teachers and students, while UDISE+ is the national education management information system for school, student and teacher data. That context does not establish that my portal integrates with either system. Nor does it establish that the portal’s controls have been independently assessed.
For a school evaluating any management system, ask who can access each type of record, how accounts are recovered, whether sensitive changes are logged, how backups are restored, how vulnerabilities are addressed, what data is retained, and what the school and provider will do if information is exposed. Those answers—and evidence behind them—matter more than describing a system as secure.
