A 650 MB CD held about 450 times the nominal capacity of a 1.44 MB floppy disk. That leap let publishers ship far larger software packages and fixed collections of games, educational material, databases, and reference works on one disc instead of a stack of diskettes. It made distribution less cumbersome, though capacity was one part of a broader shift—not a single cause that replaced floppies everywhere at once.
How much more could a CD hold than a floppy disk?
Using the rounded capacity labels in the title, 650 MB divided by 1.44 MB is about 451. In practical terms, a standard-capacity CD offered roughly 450 times the nominal space of a 3½-inch high-density floppy. The Computer History Museum gives about 650 MB as the capacity of a 12 cm CD-R; IBM lists 1.44 MB for the 3½-inch floppy it introduced in 1986. These are nominal figures, not guarantees of identical usable space after formatting or across every disc variant.

Floppies were already important to PC life. Their rigid protective cases made them portable, and people used them to store files, install software, make backups, and transfer data between computers. IBM dates its 1.2 MB PC high-density floppy to 1984 and the 1.44 MB 3½-inch model to 1986; the format became a mainstay of 1990s computing. At their peak in the mid-1990s, more than five billion floppy disks were sold annually, according to IBM.

Floppy disks helped make packaged PC software practical: publishers could put programs on disks and sell them by mail or in shops. But as software grew, installation could mean swapping through a sequence of disks. IBM says the diskette edition of Windows 95 came as a 13-disk set. Those were not ordinary 1.44 MB diskettes: Microsoft writer Raymond Chen explains that they used the higher-capacity Distribution Media Format (DMF). The special format held more than a normal disk and cut the set by two disks, reducing manufacturing and shipping costs.

That example shows the limits of the floppy approach even before CDs became the obvious physical alternative. A CD-ROM could put a much larger finished software package on one disc, reducing the number of pieces a buyer had to handle during installation. As games and programs expanded, the same space could also accommodate more graphics, sound, documentation, and other data. The sources establish the capacity and the distribution uses, but do not quantify how much of the changeover was driven by drive availability, reading speed, disc cost, or publisher economics.
What did the extra space make possible?
Software and games on fewer discs
CD-ROM made it practical to distribute commercial software and games as larger, consolidated collections. The Computer History Museum describes DEC distributing its ULTRIX operating system on CD, an example that helped pave the way for wider commercial software, game, and educational use. A single disc could hold material that would otherwise require many floppy disks, easing packaging and the installation process.

Reference works and data collections
The capacity was useful beyond applications. The Computer History Museum records government, medical, and demographic databases appearing on CD-ROM in 1985, as well as the Grolier electronic encyclopedia. Its timeline says that Grolier’s encyclopedia contained nine million words while using only 12 percent of the space available on its early disc. That illustrates how a CD could turn a substantial reference collection into a single physical product.

A pressed CD-ROM was manufactured with its content encoded onto the disc. It was a read-only distribution medium for the buyer. A CD-R, by contrast, used a laser to alter a dye layer so a user could write data once and read it repeatedly. The Computer History Museum lists about 650 MB of data capacity for a 12 cm CD-R in its account, revised in 2015. It also notes that rewritable CD-RW, which allows erasing and reusing a disc, was added in 1996.

This distinction matters when describing software sold on disc: a factory-pressed software disc was a CD-ROM, not a CD-R. Recordable media later gave people another way to store and transfer their own files. In 1995, Hewlett-Packard released the HP 4020i CD-R recorder, manufactured by Philips, at a historical price of $995, according to the museum. That figure describes the recorder at launch, not a current price.

Floppies and CDs served overlapping roles. Floppies remained useful for small files and for computers with floppy drives; CDs became attractive when a finished product or collection needed substantially more space. The move depended not just on nominal capacity, but also on software growing larger and on CD-ROM and, later, CD-R serving different distribution and storage needs.

The historical capacity figures also vary by context. The Computer History Museum’s timeline describes a 550 MB CD-ROM capacity for its 1983 milestone, while its CD-R history gives about 650 MB for a 12 cm CD-R. The 650 MB comparison here is therefore a useful rounded benchmark for the title’s arithmetic, not a claim that every CD-ROM variant or period description had exactly the same usable capacity. The sources do not identify a universal date when CDs displaced floppies across PC software.
