The total depends on what you do, how long you do it, video or call quality, and what the laptop downloads in the background. Light browsing may use relatively little; streaming, video calls, and a Windows update can use much more. Estimate each activity, mark the hotspot connection as metered where possible, and use your carrier’s usage meter to track what counts against your plan.
What counts toward your mobile data?
Data used by devices connected or tethered to a mobile hotspot counts against the mobile plan’s allowance, according to AT&T. A laptop does not need to be actively used for its connection to consume data: background app activity and software downloads can add to the total.

There is no single per-hour rate for laptop hotspot use. Your session total depends on its mix of browsing, calls, streaming, file transfers, and background activity, as well as app settings and the plan’s hotspot rules.

Verizon says its amounts vary by application and actual file size. Its examples are dated and should not be read as guaranteed current usage rates. EE and Netflix also provide estimates rather than promises; the app and quality settings matter.
Streaming quality can change the total quickly
Netflix’s estimates illustrate how much quality can matter: low uses up to 0.3 GB per hour, medium up to 0.7 GB per hour, and high uses up to 1 GB per hour for SD, 3 GB per hour for HD, or 7 GB per hour for 4K. The service’s mobile Save Data setting is about six hours per GB. Maximum Data can use 1 GB per 20 minutes or more. These are Netflix figures, not universal rates for every streaming service. Estimate data for a session or monthly allowance
Multiply each activity’s published per-minute or per-hour estimate by the time spent on it, then add the results and any separate downloads or transfers. Treat the sum as a planning estimate: the source figures are service-specific or averages, not a prediction of your exact bill.
For example, an hour of streaming can outweigh several hours of text-heavy browsing, and a large operating-system update can dominate an otherwise light session. Include likely background activity when deciding how much allowance to leave available.

For a monthly estimate, consider how often you hotspot, the typical duration of each activity, and whether video, calls, or updates are likely. Also check your plan’s hotspot allowance, speed policy, and billing-cycle dates with your carrier; those terms differ, and the figures above do not establish current plan limits.
Keep Windows from using data unexpectedly
Windows metered-connection settings can change how some apps behave and prevent some Windows updates from downloading automatically. They are controls, not a guarantee that every app will obey a data limit. Microsoft’s instructions cover Windows 10 and 11, but menu availability can vary by device and version. Microsoft says Windows 10 support ended on October 14, 2025.

- Mark the hotspot as metered. In Windows 11, open Settings > Network & internet > Wi-Fi, select the hotspot network’s properties, and turn on Metered connection. Microsoft explains the setting in its Windows cellular settings guide.
- Set a data limit if the option is available. Windows Data usage settings can help you stay under a limit and set a connection as metered. Treat the limit as a safeguard, not a hard block for every application.
- Review cellular app access. Disable cellular data access for apps that do not need it. Microsoft notes that some installed apps may still use cellular data even if they do not appear in that screen.
- Defer updates and downloads. Turn off automatic app updates or downloads on a limited connection, and postpone software or firmware updates until you have Wi-Fi. EE recommends these steps to reduce data use.
- Lower streaming quality. Choose a lower playback setting where the service allows it. EE also recommends stopping Facebook video autoplay when using mobile data.
Check what your carrier actually counts
Use your provider’s account or app usage meter for the relevant billing period, and check whether your plan separates hotspot usage from other mobile data. AT&T directs customers to usage alerts and states that tethered devices use the plan allowance.

Microsoft says mobile broadband counters are estimates and that carrier billing data is authoritative after processing; local counters may also miss traffic billed elsewhere on a shared plan.

Verizon says its Data Utilization categories typically update within 48 hours and are not designed to match billed units. The categories may omit roaming or delayed records and do not identify specific websites or apps. Verizon recommends its Usage page or dialing #DATA to monitor the actual amount. Use the carrier’s usage meter—not a laptop’s estimate—to track allowance consumption.
Why speed and data use are separate questions
Having enough data does not guarantee a particular hotspot speed. T-Mobile says experienced performance can depend on programs running, distance from a cell site, network capacity, weather, terrain, indoor or moving-vehicle use, radio interference, other network users, high-speed data allotments, video optimization, plan features, and prioritization that includes smartphone hotspot use. Data allowance and connection performance should therefore be checked separately.
