HLS vs. MPEG-DASH: Which Streaming Protocol Should You Use?

HLS and MPEG-DASH both deliver adaptive live and on-demand video over HTTP. The right choice depends on target devices, media and DRM support, delivery infrastructure and tested latency—not protocol branding alone.

There is no universal winner. Choose HLS or MPEG-DASH according to the devices, player, codecs, content protection, packaging and delivery systems your service must support—and measure latency in the actual end-to-end setup. If you need to serve both ecosystems, a shared CMAF media package with separate HLS and DASH presentations may work, subject to client and DRM testing.

What HLS and MPEG-DASH do—and what they do not do

HLS (HTTP Live Streaming) and MPEG-DASH (Dynamic Adaptive Streaming over HTTP) are protocols or standards for delivering live and on-demand media over ordinary HTTP infrastructure, including servers and CDNs. Both use segmented media and adaptive playback so a player can adjust to changing network conditions.

Neither is a video codec. The protocol describes how a presentation and its media are delivered; a codec such as H.264 or HEVC encodes the audio or video itself. A stream can therefore use a supported protocol and still fail to play because a target device does not support its codec, container, profile or DRM combination.

HLS

HLS is Apple’s HTTP-based adaptive streaming protocol. Its playlists describe media segments and available variants. RFC 8216, the published 2017 informational specification, describes version 7 and supports MPEG-2 Transport Stream and fragmented MP4 segments. It is not the last word on every current HLS feature: Apple’s HLS documentation hub also links to a later second-edition specification and preliminary revisions.

MPEG-DASH

MPEG-DASH is part of the ISO/IEC 23009 suite. It is designed to use existing HTTP servers, CDNs, proxies and caches, and covers live and on-demand delivery. The standard includes provisions for MPEG-4 and MPEG-2 Transport Streams and can be used with other media formats. The fact that the standard allows a format does not mean every deployed player can decode it.

How the practical differences compare

Shared packaging possibility CMAF can provide segmented media usable with HLS and DASH presentations. It can reduce duplicated packaging work, but does not guarantee that every client or DRM workflow accepts an identical asset set.
Best fit When Apple-platform playback and HLS authoring requirements are central to the target audience and player stack. When the service’s player and delivery stack are built around ISO/IEC DASH and its conformance ecosystem.

Both protocols use HTTP delivery, but that does not make their presentation files or client behavior interchangeable. Apple describes HLS as designed for reliability and adaptation to network conditions; that design goal is not proof that HLS will outperform DASH in a particular deployment. Results depend on the encoder, packaging, CDN, player, bitrate ladder and configuration.

Can the same CMAF media serve HLS and DASH?

Sometimes. CMAF (Common Media Application Format) is a segmented-media packaging format that can be used with both protocols. A service may be able to reuse media tracks and fragments while publishing separate HLS and DASH presentations. That can simplify a dual-protocol workflow.

CMAF is a packaging layer, not a third streaming protocol and not a compatibility guarantee. Confirm that the chosen codecs, profiles, encryption and DRM, manifest features, player versions and target devices work together. If those constraints require different media assets or protection workflows, one shared package may not be practical.

Does one protocol have lower latency?

No protocol name alone establishes end-to-end latency. Both protocol families have low-latency modes: LL-HLS and LL-DASH. In both, CMAF chunks can be delivered before a full segment is complete, separating chunk delivery timing from the full segment duration.

The delivery mechanics differ. IETF operational guidance describes LL-HLS clients requesting each chunk with a separate HTTP GET, while LL-DASH clients can receive chunks for a segment through one HTTP GET using HTTP chunked transfer. The surrounding server, CDN, player and buffering behavior still matter, so this distinction is not a guarantee that one deployment is faster.

LL-HLS has specific authoring and server requirements

Apple’s LL-HLS design uses mechanisms including partial segments, playlist delta updates, blocking playlist reloads, preload hints and rendition reports. It needs corresponding server and CDN behavior; if a required feature is unavailable, Apple documents fallback to regular-latency HLS.

Apple’s authoring guidance says Part Target Duration must be at least the expected P95 round-trip time and recommends one second. It also requires PART-HOLD-BACK to be at least three times Part Target Duration. These are authoring requirements and guidance, not a promise of a particular glass-to-glass delay.

Low latency has costs and resilience trade-offs

Lower delay can require a dedicated premium live-media delivery service. Operational trade-offs can include higher cost, lower media quality, less flexibility in adaptive bitrate or resolution, and a greater chance of visible disruption during transient network trouble. Simply shortening segments can also reduce encoding efficiency; CMAF chunking can help separate chunk latency from full segment duration.

Measure the full path—capture and encoding, packaging, origin or CDN, player buffer policy, and the networks and devices viewers actually use. Test the latency target alongside picture quality and recovery from network variation rather than treating minimum delay as the only success measure.

How to choose for your service

  1. List the actual target clients. Include the browsers, native apps, connected TVs and device generations your audience uses. Apple documentation establishes HLS support and authoring requirements for Apple platforms, but does not provide a complete current cross-vendor compatibility matrix.
  2. Lock down media requirements. For each target client, verify codec, container and profile support. Protocol support does not guarantee decoder support.
  3. Check content protection and access rules. Verify DRM systems, licensing, authentication and key delivery with the relevant platform and player vendors. The standards include encryption-related provisions, but the supported DRM combinations vary by deployed platform; do not infer a universal matrix from the protocol choice.
  4. Set and test a latency target. Define how much delay is acceptable, then measure under expected network conditions. Include quality, delivery cost and disruption tolerance in the decision.
  5. Compare the delivery stack you already operate. Check packager, origin/CDN, monitoring, ad insertion and player support. If you need both protocol ecosystems, test whether CMAF-based shared media and separate presentations fit your codecs and clients.
  6. Run a device-and-network test before committing. Validate playback, adaptation, seeking for on-demand assets, live-edge behavior, DRM, recovery and low-latency fallback on representative devices. A standards-compliant manifest alone is not proof of a working viewer experience.

A practical recommendation

Favor HLS when Apple-platform playback and Apple’s HLS authoring ecosystem are central requirements. Favor MPEG-DASH when your player and delivery stack are built around ISO/IEC DASH. If you must serve both, investigate dual manifests with shared CMAF media, then validate the exact codec, DRM and device combinations. These are conditional decision rules, not a claim that one protocol universally delivers better quality, scale or latency.
