HIPAA-Compliant App Builders vs. General No-Code Platforms for Healthcare

A healthcare label does not make a no-code app HIPAA-compliant. Evaluate which services handle ePHI, confirm BAA scope, and account for your organization’s own responsibilities.

You can build a healthcare app with no-code tools, but the platform’s label does not make the app HIPAA-compliant. What matters is whether each service in the app’s actual architecture handles electronic protected health information (ePHI) on behalf of a covered entity or business associate, whether the required business associate agreements (BAAs) cover those services, and whether the customer meets its own HIPAA responsibilities.

What distinguishes a healthcare app builder from a general no-code platform?

“Healthcare app builder” and “general no-code platform” describe product positioning, not a HIPAA status. A healthcare-focused label is not proof that a service can be used with ePHI, and a general-purpose platform is not automatically disqualified. The relevant question is what the vendor and other services actually do for the regulated organization.

HHS says a cloud service provider becomes a business associate when it creates, receives, maintains, or transmits ePHI on behalf of a covered entity or business associate. That can apply even if the provider only stores or processes encrypted ePHI and does not hold the decryption key. See HHS guidance on HIPAA and cloud computing.

What decides fit The actual data flows, contract scope, implementation, and the organization’s ability to meet its HIPAA obligations—not the category name.

This is a framework for evaluating products, not a ranking or a finding that any particular platform is suitable. Capabilities and contract terms must be confirmed for the proposed use.

Does every health app need a BAA?

No. A BAA is required for a business associate relationship; not every app that receives health information has that relationship. The answer depends on who the app serves and why it receives the information.

When a BAA may be required

If an app or service handles ePHI on behalf of a covered entity or business associate, it may be a business associate, and the relevant parties need an appropriate BAA. HHS explains that an app developed to handle ePHI on behalf of a covered entity, or provided by or on behalf of one for that purpose, can require a BAA. The relationship is determined by the work performed, not simply by whether the app is called a patient app or collects health data. See the HHS FAQ on BAAs and patient-designated apps.

When a patient-directed app may be different

HHS says an app that only facilitates access to information at an individual’s request does not necessarily become a business associate of the provider. When a person directs a provider to send information to an app that is not acting on behalf of the provider, the app may receive it outside the provider’s HIPAA relationship. HHS notes that information received by an app that is neither a covered entity nor a business associate at the individual’s direction is no longer protected by HIPAA Rules in that app’s hands. That boundary does not mean the app has no other privacy or security obligations. See HHS guidance on access rights, health apps, and APIs.

A BAA is necessary in the relevant relationship, but it is not the whole compliance program

HHS permits a covered entity or business associate to use a cloud service to store or process ePHI when it has a HIPAA-compliant BAA with the cloud provider handling the data and otherwise complies with applicable HIPAA Rules. The customer must understand the service and its risks, conduct its own risk analysis, and establish risk-management policies. A signed BAA does not by itself establish that a particular app architecture or deployment complies.

Responsibility is shared but not interchangeable: a provider’s contractual and applicable regulatory duties do not remove the customer’s own obligations. Read the HHS cloud service and ePHI FAQ alongside the cloud computing guidance.

How to evaluate a platform for a real healthcare app

Compare the exact services in the proposed design, not just the visual app builder. A no-code product may connect several vendors or service components; assess each one that handles ePHI on the organization’s behalf.

  1. Map the data flow. Identify where ePHI is entered, created, transmitted, stored, processed, accessed, and deleted. Include the app builder, database, hosting, integrations, and any subcontractors involved in those functions.
  2. Determine each provider’s role. For every service, ask whether it creates, receives, maintains, or transmits ePHI for the covered entity or business associate. Do not assume that encryption or lack of access to the key removes a cloud provider from the business associate analysis.
  3. Match the BAA to the architecture. Confirm that the vendor will sign a BAA and that it covers the specific product, service components, and deployment you intend to use. A BAA for one offering should not be assumed to cover another.
  4. Identify customer duties and controls. Establish what configuration, safeguards, oversight, and risk-management work remains with your organization. Conduct the required risk analysis for your environment and intended use rather than treating the vendor’s contract as a substitute.
  5. Check the relationship context. Decide whether the app is handling ePHI on behalf of a covered entity or instead receives information at an individual’s direction. If the role is unclear, resolve it before designing the data flow or selecting a service.
  6. Reconcile public claims with contract terms. Compare the current product page and security materials with the BAA and written answers about scope. Ask the vendor to explain discrepancies and identify the precise offering covered.
  7. Validate operational fit. Determine whether your team can implement and maintain the proposed architecture and controls for the intended use. A vendor’s general statement about compliance does not establish that your implementation is appropriate.

Why “HIPAA certified” is not enough

HHS does not offer a HIPAA certification program, and Google and Microsoft state that there is no HHS-approved HIPAA certification standard. Treat “HIPAA certified” as a vendor’s wording, not as an official HHS seal or proof that your app is compliant. Google says Google Cloud and Google Workspace support HIPAA compliance within the scope of its BAA while customers remain responsible for evaluating their compliance; Microsoft describes its HIPAA/HITECH offering while likewise noting the absence of an HHS-approved certification standard. These are vendor statements, not independent certification or a determination about a specific app architecture. Check eligible services and current terms directly in the Google Cloud HIPAA documentation and Microsoft HIPAA and HITECH offering.

Vendor pages can disagree, so verify the current scope

Adalo illustrates why a healthcare label or marketing page is not enough to make a decision. Its healthcare app builder page promotes no-code tools for non-clinical healthcare use and says not to use that offering to store or transmit PHI. A separate Adalo article about creating a medical app describes a BAA and HIPAA-aligned capabilities. Those statements do not establish which current product, plan, deployment, or services a BAA covers. Ask the vendor for current BAA terms, covered services, and details for your proposed architecture before deciding whether it fits.
