Its defining job is to migrate selected data while preserving a way for users or applications to access it afterward—either by recalling it or by accessing it in its new location.
What hierarchical storage management does
HSM is a data-placement and migration mechanism, not a storage medium. It manages data across tiers with different performance, capacity, and cost characteristics. IBM Redbooks describes the mechanism as controlling “data positioning and movement between the storage tiers.” IBM Redbooks

The aim is to keep frequently needed data on an appropriate fast tier while moving selected, less frequently used data to another tier. The destination might be disk, tape, optical media, or cloud object storage; no particular medium is required for a system to qualify as HSM.

How HSM selects and migrates data
Policies identify candidates
An administrator or application sets rules that determine which data can move. Depending on the implementation, rules may consider a file’s age, size, access history, or available space. Migration can be initiated manually, by an application, or automatically when a policy or space threshold is met. IBM i BRMS documentation

Data moves to another tier
Once a file meets the policy, HSM moves its contents from one tier to another. For example, IBM i BRMS documents migration between disk tiers and movement to tape or optical media. Tape can serve as a destination for data expected to be accessed very rarely, but it is only one possible tier. IBM i BRMS documentation IBM Storage Scale HSM documentation
Access continues through recall or the new location
In some file-system HSM designs, the system leaves a small stub or placeholder at the original path after moving the file’s contents. The stub holds information needed to recall the data, so the file can remain visible in the directory and an application may access it through the familiar path. IBM Storage Scale HSM documentation

That transparency does not mean retrieval is immediate. If the data is on tape, access may wait for the tape to be mounted. Other systems may access data at its new location without restoring it to the original tier. The exact behavior and delay depend on the product, destination media, and configuration.

Cloud object storage can provide a related form of tiering: data moves among access tiers with different costs and retrieval behavior. The implementation may differ from file-system HSM. In AWS S3 Intelligent-Tiering, for example, objects retain the storage class while moving among internal access tiers; optional archive tiers require a restore operation before access. AWS documents automatic movement to Infrequent Access after 30 consecutive days without access and to Archive Instant Access after 90 days. Optional Archive Access and Deep Archive Access tiers can be configured after minimum periods of 90 and 180 days, respectively. For those optional archive tiers, AWS lists standard retrieval times of 3–5 hours and within 12 hours, respectively. These are AWS service-specific timings and settings, not general HSM rules; consult the current service documentation when planning retrieval expectations. AWS: S3 Intelligent-Tiering
HSM is not always the same as archiving
HSM and archiving overlap, but do not assume they mean the same operation in every product. IBM i BRMS describes both migration between disk tiers and archiving to tape or optical media; its archival process can delete data from the source system. That behavior is specific to the documented workflow, not a universal rule for HSM. Check whether a particular system retains a source copy, replaces it with a stub, or removes it after archival. What to assess when choosing an HSM approach
- Access needs: How often will the data be used, and how long can users or applications wait for recall?
- Costs: Account for storage, transitions between tiers, and retrieval—not just the destination tier’s storage rate.
- Policy controls: Confirm which file properties, access patterns, or capacity thresholds can trigger migration.
- Application behavior: Establish whether paths remain available through stubs, whether applications can handle recall delays, and whether explicit restore requests are needed.
- Storage and recovery: Match the destination—disk, tape, or cloud object storage—to retention, protection, and recovery requirements.
